HomeMy WebLinkAbout007_Ag Users Notification Letter Churn Creek Valley View Vet LLC 4/14/2026 Valley View Veterinary Hospital LLC 2717 McIlhattan Road Bozeman, MT 59715 RE: Notice of Park Development Valley View Veterinary Hospital LLC To whom it may concern: We are providing this letter to notice Valley View Veterinary Hospital LLC of the proposed park development, also known as Bikeflll, on the property located near Churn Creek and a spring which is an unnamed tributary of Churn Creek. Churn Creek is used as stock water and the spring which is an unnamed tributary of Churn Creek is used domestic water on your property situated in Section 30, Township 01 South, Range 06 East. The proposed Bikeflll project is located east of McIlhattan Road and south of Manley Road and is situated in Section 30, Township 01 South, Range 06 East, Gallatin County, Montana. The property is one parcel, and the park will be located between the existing Snowflll Recreation Area and the Bozeman Solid Waste Division’s offlces and composting facility. The property is bounded by Story Mill Road to the east, McIlhattan Road to the southwest, Snowflll Recreation Area to the northwest, an agricultural parcel to the north, and the Bozeman Solid Waste Facility to the south. The project is in the pre-application stage, and the current conflguration of the development is shown in the attached plans for your reference. The proposed Bikeflll project includes a variety of mountain biking experiences that cater to all mountain biking styles. A new parking lot accessible from an improved and paved McIlhattan Road provides multiple accessible drop-off locations and parking spaces. In the lower southwest portion of the park is a Family Hub focusing on beginner and young riders. A pump track, Stryder track, skills course, and beginner trails will be accessible from the Family Hub. As riders move uphill to the northeast, they will encounter a wider variety of trails with increasingly challenging features and terrain. Limited infrastructure improvements are proposed within Churn Creek. We are proposing to replace the existing corrugated metal pipe culvert crossing McIlhattan Road with a larger reinforced concrete pipe arch culvert as part of the McIlhattan Road improvements which will provide more hydraulic capacity and help prevent a storm event from overtopping the road. The concrete pipe will be fllled with 1-foot of streambed material, matching the existing thalweg, to make the culvert easier for trout to pass through. Additional creek crossings upstream from this culvert are proposed via wooden pedestrian bridges and abutments. A Montana Joint Application has been submitted to cover necessary environmental permitting for the culvert installation and bridge crossings. No infrastructure improvements are proposed within the location of the spring and at least a 50-foot setback has been maintained from the boundaries of the wetland associated with the spring. The proposed improvements will not disturb, alter, or impede the Churn Creek water course traversing the subject property or the spring which is an unnamed tributary of Churn Creek. The land immediately adjacent to the watercourse on both the north and south sides will remain with existing vegetation to at least the city 50-foot watercourse and wetland setback, except in proposed crossing locations. Churn Creek will not be realigned or relocated and therefore the same quality and amount of water will continue to fiow after the Bikeflll park improvements are constructed. Notice of development is being provided to you pursuant to the City of Bozeman Municipal Code Section 38.310.010. We respectfully request your written comments to this notice at your earliest convenience. The code allows 45 days from mailing of this certifled letter for you to comment, if needed. Additionally, we request that you please pass this notice to any other known or interested parties which may be affected or may require notice for the Bikeflll park project and its proximity to Churn Creek.
