Thank you Mike Daines Project Manager Martel Construction, Inc. 1203 S. Church Avenue Bozeman, MT 59715 www.martelconstruction.com (406) 586-8585 – Office (406) 223–9011 – Mobile Polson Library August 13, 2026 Mike Maas, City Clerk Shane Miller, Facilities Project Coordinator City of Bozeman 121 N. Rouse Bozeman, MT 59715 Dear Mr. Maas and Mr. Miller, Since Martel constructed the library in 2001, the community of Bozeman has expanded and so has the library’s needs. The last renovation, led by Mike Daines and Derral Lynch, helped transform the library’s programming for teenagers and adults. Now, it is time for the children of Bozeman to reap those same benefits. We offer the Library and MSR the benefit of an accelerated schedule, full knowledge of the library building and its operations, and an unmatched ability to self-perform many components of this work. Our proposed team has worked with the library staff and understands the operational challenges they face while under construction. From safety to public interest, our goal is to meet the public’s need with a new children’s space while accomodating the library staff’s day to day operations. Safety: Extra care must be taken to isolate this construction zone, particularly curious children. We will erect sturdy temporary barriers, secure all tools and materials out of reach, and strictly limit access so no children can enter the area as we did in the last renovation. Martel would propose to create a viewing window from the collections area so that the public’s curiousity can be answered and library staff can be assured that progress is being made. Schedule: Our team will turn this space around quickly with early procurement, using our warehouse (minutes from the library) as a storage and staging area, and working double shifts. From our programming efforts, we have a plan to mitigate potential setbacks so the construction process is completed without any delays. Resources: Adequate resources in personnel and equipment ensure nothing slows or stops this renovation. Quality: Our clients value the contributions of our shop artisans, who are masters at custom architectural wood and metal finishes. We are ready to build some of the custom pieces, such as the hanging cloud acoustical panels, faster and for less money than finding another supplier. Martel has a proven track record of quality at the Bozeman Public Library. This has been accomplished by building trust with the staff, being transparent with our schedule and working as a familiar team towards the finished product. Together, we will renovate the Children’s Room to stand as a place for families and their children to gather. Sincerely, Jason Martel, President Bozeman Market 3 Executive Summary 5 Qualifications 6 Schedule 8 Experience 10 Exhibits 16 Attachment A 17 Bigfork Library 4 Executive Summary Executive Summary Consistency | The same team of construction professionals who worked on the last Bozeman Public Library renovation. Belgrade Library & Community Center 5 Qualifications of the Firm for Scope of Services & Cost Our qualifications overcome the challenges of the Bozeman Public Library Children’s Room renovation. This includes both existing conditions and practical difficulties during planning and execution. We are excited for the opportunity to update the space to handle the intensive use of 125,000+ annual visitors, rework the configuration for modern use, improve safety and visibility, and provide accessible spaces for those with unique physical and learning needs. Scheduling and Procurement Combining the many variables that construction brings, including design finalization, fundraising, bidding, temporary space logistics, and sequencing with thorough collaboration between City of Bozeman, Bozeman Public Library, and MSR Design representatives. Assistance with relocating part of the Children’s room to the Community Room, and setting up a temporary checkout. Engagement with owner and design team representatives to evaluate and select the best furniture, fixtures, and equipment to meet the Children’s Room’s current and future needs. Our accelerated schedule requires tight sequencing of demolition, MEP upgrades, finishes, FFE installation, and close-out while minimizing overall schedule impact. Our ability to self-perform much of this work allows us to control schedule, cost, and quality. Budget limitations Together with the City of Bozeman, Bozeman Public Library, and MSR, we had to return to the drawing board to create this scaled back version of the renovation that still met most goals while remaining affordable. We recognize the heavy reliance on private fundraising and the trust donors have in our team to maximize their investment in our community and use money judiciously. Maintaining cost control during the bid/award process and any subsequent change orders will be critical given the earlier experience with over-budget designs. Our plan includes: 1. Use Clear, Complete Evaluation Criteria Define and publish scoring criteria in advance and evaluations using a matrix system. We prefer the lowest and most responsible partners to work with us given the short schedule. 2. Protect Against Scope Creep and Cost Surprises Require proposers to base their pricing and schedule on the final drawings and specifications. Detailed cost breakdowns and proposed sequencing for working inside the library space are other evaluation criteria. 3. Post Award Controls Once a firm is selected, leverage strong change-order procedures, progress payment controls, and regular schedule updates to ensure compliance with project requirements. Any changes order requests will be required to use bid-day pricing and will be fully vetted by owner and design team representatives. Bozeman Public Library cost control evolves through transparency, thorough documentation, consistency, and communication with all involved Qualifications 6 Coordination & Safety Construction coordination challenges for the Children’s Room are not unlike our occupied work at Bozeman Health, Bozeman Airport, Billings Clinic, or other spaces where safety, jobsite isolation, and efficiency are paramount. Maintaining Public Access Construction must be carefully isolated from ongoing library staff and patron access with barriers, dust control, and clear pathways. Noise, vibration, and material deliveries can disrupt patrons—especially families with young children—and create safety risks if not tightly managed. We are prepared to also work nights and weekends to minimize disruption. Tight Sequencing Demolition, MEP upgrades, finishes, and furniture installation must be tightly sequenced around library hours, peak family times, and any remaining programming. Delays quickly cascade. Logistics Deliveries, staging, waste removal, and worker access must avoid main entrances and high-traffic areas. Power, HVAC, and plumbing shut downs have to be timed so they do not affect the open portions of the library. Communication and Flexibility Daily coordination between Martel, library staff, city officials, and subcontractors is critical. Unexpected conditions in an older building, material delays, or last-minute program needs require quick adjustments without losing schedule or budget control. These factors make the Children’s Room renovations more complex than typical construction: the work must protect ongoing public service while still finishing on a compressed timeline inside a constrained footprint. Donor and Community Engagement We treat community engagement as a core part of the job—not an afterthought. As Bozeman Public Library’s partner, we are visible, responsive, and family-friendly while the library stays open. Daily Engagement Derral Lynch, our on-site superintendent, will be available during library hours. On the last library renovation, he had constant interactions to build trust with library staff and users. Supporting Temporary Children’s Services We will actively participate in setting up temporary Children’s services in the Community Room – as well as transition back once the work is completed. We can provide extra hands for moving materials, clearing pathways, or other needs. We can also enforcing quiet work periods to minimize the impacts of our work. Daily Reports Owner and design representatives can subscribe to our daily report that includes visual updates, progress photos, short notes on what is happening next, and any planned noisy days. Temporary signage that is friendly and easy for parents to understand will be setup. Minimize Disruption We will schedule the noisiest or dustiest work during lower-traffic times when possible. Our team will provide quick response to any safety or access. Self-Perform We are eager to support this project by providing some finishes like the acoustic cloud panels. Our team can produce and install these to maintain schedule, quality, and cost. 7 Schedule Upon selection, our priority is confirming our proposed baseline schedule. This includes the full sequence of demolition through finishes and furniture installation, and realistic constraints around library hours and temporary operations. Critical path items such as long-lead materials and MEP work must be protected by early procurement and planning. Weekly meetings with the superintendent, Facilities coordinator, and Library liaison help keep everyone aligned on completed work, upcoming tasks, and any risks to the timeline. Any schedule change that affects public access or staff workflows should be addressed immediately. Constant collaboration ensures delays don’t erode the short schedule. Providing leaders with clear look-ahead plans reduces confusion and helps contractors and library staff plan around the work. By combining a solid baseline schedule, frequent coordination, and quick issue resolution, we will keep the renovation on track to finish on time.
