and NEHMU. She also talked about which zones have current transition requirements. She presented 1a
standards and an example, 1b standards and an example, 2a standards, and 2b standards. She then
talked about some take-home points on transition requirements and areas that will not/may not
maximize the building envelope. She wrapped up the presentation with other considerations.
Jim Webster thanked Karen for the presentation and talked about the origin of how this topic got on the
agenda. Angie Kociolek asked when transitions were added to the UDC, and Chris Saunders gave context
around when things changed. Angie asked if it was an improvement and if we have learned from certain
projects. Mark Campanelli asked about spot zoning and if it is illegal. He then asked about how the
Affordable Housing Ordinance height plays in transitions. Noah Ten Broek talked about his frustrations
around how Bozeman has developed. Rick Kerin talked about a commercial area in Paris and how tall
buildings should be located elsewhere.
Dan Carty gave public comment, thanking the Commissioners for doing a Walk with a Commissioner on
this topic and thanking Karen for the presentation. He also talked about how he wants to see building
height limited and how Midtown neighbors have captured what has happened in Bozeman in their
writing. Natsuki Nakamura gave public comment as well about improvements in the UDC and whether
there should be transition or setback requirements regardless of street width or certain zones.
Mark talked about whether properties are underbuilt or over-zoned. Emily Mason talked about the
opportunity Bozeman has in how it develops and is concerned that we are heading the wrong way. She
also talked about wanting to see the height of downtown buildings at 60 ft and see taller buildings
elsewhere. Jim Webster talked about the Ives building and the noise that comes from the building
because of the design. He also talked about how the Armory is a good example of a taller building. Mark
added a comment about the zone map and harsh transition areas. Noah commented that people aren't
biking at buildings like the Ives. Jim is interested in getting more feedback on this topic from their
neighborhoods.

BACKGROUND:All annual reports are now in! We shared the report data with the
Commission for their review. Here are a few takeaways we noted:
There is good appreciation for the work Emily is doing, but a frequent
desire to see time dedicated solely to neighborhoods.
Many neighbors are interested in seeing how they can use technology
to communicate better.
Many groups appreciate the Coffee/Walks with a Commissioner or
seeing a Commissioner at their meetings. Some mentioned wanting to
see the Commission Liaison advocate more on behalf of INC and see
the Commission act in INC's interests.
Recruiting new and diverse members remains a challenge, and not
everyone has the time to devote to a dedicated position in the
neighborhood.
Many want to see increased financial support from the City for
gatherings.

The SCAN Steering Committee met on October 24 th and discussed
supporting the city’s push for bearproof garbage totes if no extra charge.
SCAN likes the new stop signs and wonder why it took so long to bring this
about? The key thing is that they are in place now.
We are planning for our Annual Meeting November 14th.
