COMPENSATION: The anticipated level of effort for the above Task Order items is based upon the hour projection and expense projection presented in Attachment No. 2. The anticipated cost for services for the above Task Order items, to be completed on a Time and Materials Basis not to exceed without prior authorization, is as presented in Attachment No. 2. Contractor shall be reimbursed on a Time and Materials basis not to exceed the budget amounts presented, without prior written authorization from the City of Bozeman. Contractor shall notify the City of Bozeman prior to executing additional work and shall not proceed with additional work without written authorization from the City of Bozeman. Contractor shall invoice no more often than monthly for services provided in the prior month. The provisions of the Professional Services Master Task Order Agreement and any Special Terms and Conditions and/or Exhibits or Attachments to this Task Order shall govern the Work. This task order is intended to provide coordination and support for the implementation of the recommendations from the 2023 Power Quality Study, which includes the replacement of eight (8) failed SPDs and verification of proper operation following installation, review of the installation of the harmonics filter, including recommended maintenance and adjustments, as needed to reduce current distortion, by a Schneider Electric Field Representative. Task 100 – Project Management Objective and Approach Provide project management and administrative activities throughout the duration of the task order that will generally include the following: • Invoicing, work planning, and administrative activities to manage scope, budget, and schedule relative to activities summarized within this scope of services. Deliverables • Monthly invoices. • Memoranda and meeting notes, as required. City Involvement • Participate in telephone calls and meetings. • Participate in project meetings. • Review project status reports and invoices. • Review modifications to approach, schedule, and deliverables as appropriate. Task 200 – Power Study Implementation Support Objective and Approach Provide coordination and support for the implementation of the 2023 Power Quality Study recommendations. Subtask 201 - Surge Protective Device (SPD) Support Provide coordination and support for the City, Schneider Electric, and the City’s selected On- Call Electrical Contractor (Electrical Contractor) to procure and install new modules (TVS4IMA16M) and displays (TVS3DSPVC) for eight (8) failed SPD units, and to provide technical assistance and post-installation verification of new SPD operation and diagnostic indications. SUBTASK 201 ASSUMPTIONS • HDR will perform visual verification of installed SPD modules and displays during the site visit. Detailed electrical testing beyond manufacturer startup procedures is excluded. • Meetings: o Two (2) 1-Hour Meetings for Two (2) HDR Staff (PM and Electrical Engineer). • Site Visits: o One (1) 4-Hour Site Visit for One (1) HDR Staff (Electrical Engineer). Subtask 202 – Harmonic Filter Evaluation, Maintenance, and Adjustment Support Provide coordination and support for the City and a Schneider Electric Field Representative to evaluate the existing AccuSine harmonic filter and components located at the main switchgear, and provide recommended maintenance and adjustments (e.g., tune filter, verify filter control settings, balance system loading, increase filter capacity, verify resonance conditions, etc.) to evaluate existing harmonic filter performance, identify factors contributing to elevated current distortion, implement adjustments where feasible, and document resulting system performance. If evaluation determines that additional equipment, filter modifications, or system upgrades are required to achieve target harmonic performance levels, HDR will document recommendations for future consideration by the City. SUBTASK 202 ASSUMPTIONS • Schneider Electric will provide technical recommendations and necessary measurements associated with harmonic filter evaluation activities. • Meetings: o Two (2) 1-Hour Meetings for Two (2) HDR Staff (PM and Electrical Engineer). • Site Visits: o One (1) 2-Hour Site Visit for PM. o One (1) 8-Hour Site Visit for Electrical Engineer. • There is potential for supply-side adjustment recommendations based on the harmonic filter evaluation. Supply-side adjustment recommendations will be noted in the technical memorandum. Deliverables • Technical Memorandum documenting harmonic filter evaluation findings, observed harmonic performance, recommendations provided by Schneider Electric, and any recommended future actions. Task 200 Assumptions • Additional power quality assessment, analysis, or monitoring services are not anticipated as part of Task Order No. 1. The scope of work is limited to the activities identified herein. Should subsequent findings indicate a need for further power quality studies, extended monitoring, or additional engineering analysis, such services will be addressed separately and may require separate authorization and funding approval by the City. The Contractor shall be responsible for all field labor, installation activities, and coordination necessary to complete the Work in accordance with applicable codes, specifications, and manufacturer requirements. • It is anticipated that the eight (8) failed SPD units will be replaced through Schneider Electric’s Warranty Claim Process. However, if Schneider Electric does not honor the good-faith replacement commitment discussed and documented in an April 27, 2023, email, new SPD units will be procured through the City’s Electrical Contractor. In that event, the City will be responsible for material, labor, and installation costs associated with the replacement of the failed units. • The City will be responsible for service charges, including labor, travel, and any expenses associated with the evaluation, adjustment, troubleshooting, and maintenance of the harmonic filter performed by a Schneider Electric Field Representative. • Review of power quality measurements generated by existing plant instrumentation following harmonic filter adjustments is included. Additional long-term monitoring or deployment of temporary power quality analyzers is excluded. • The Power Quality Study completed in 2023 identified elevated current distortion but did not establish the root cause of the condition, the specific corrective actions required to achieve desired harmonic performance cannot be fully defined until Schneider Electric completes its evaluation. If additional corrective measures, equipment modifications, or engineering analysis are determined to be necessary, HDR will provide recommendations and assist the City in developing an appropriate path forward under a separate scope authorization, if requested. City Involvement • Participate in telephone calls and meetings. • Participate in project meetings. • Provide access, as required, for work associated with Subtask 201 and 202. • Provide access to available plant power monitoring data and assist with coordination of Schneider Electric field service visits.
