I am out of town and unable to attend today's meeting. I hope it's not too late to
submit comment regarding item G.2 on today's agenda: Northeast Urban Renewal
District Tax Increment Finance District (TIF) Assistance Program Application
Update.
Since you will be considering changes to the NURD TIF application form
regarding affordable housing metrics, I think it would be an appropriate time to
also consider tweaking the "Criteria for TIF Assistance"table. I would like to see
more potential points given to "Honoring the Unique Character and Vitality of the
District." Currently a project can score a maximum of 4 points out of a total of 42.
I think that is much too low.
The district will likely have two very large projects coming our way in the future:
redevelopment of the Bronkens property and the Karst Stage property. Given their
central location on Peach Street, the character of these developments will have an
enormous impact on the look, feel, and function of the neighborhood. Now is the
time to strongly indicate the desire of the neighborhood and the TIF Advisory
Board to encourage developments that do not overwhelm the district or negatively
alter its unique character.
We have been fortunate that, for the most part, the new developments in the
district have thoughtfully considered neighborhood character: providing
interaction with the neighbors, places to gather, opportunities for art. The 50'
height limit allowed in the district(which is essentially the same as the Northeast
Historic Mixed Use zone)has been an important piece in keeping the experience
of the neighborhood intimate and inviting.
The result has been the creation of a uniquely vibrant corner of our city. I believe
it is in everyone's interest to maintain and enhance that special character.
