Dear City Commission,
One of the reasons we purchased the modest house we did in 2016 is that it was zoned R-1 all around it.
Unfortunately, the hospital land has been re-zoned, possibly having very negative consequences for the undeveloped
field bordering our lawn. What was originally slotted for a single-family 55 and older housing could now be a giant
commercial building. Please take Zone Edge Transitions seriously.
Zone Edge Transitions (ZETs) should be required in more places. Developments should not be allowed to cede a
small strip of land in order to avoid transition requirements. Additionally, if buildings taller than 60 feet are allowed,
a 60-foot right-of-way is not enough of a transition.
ZETs need to focus on mitigating the impacts of height. The shadow cast by tall buildings, especially when they are
to the south of lower intensity zones, need to be considered. ZETs aren't the tool to mitigate the impacts of industrial
or manufacturing uses next to residential.
In the future, please consider other code improvements to improve the human experience from the sidewalk and
mitigate the impacts of noise, lighting, and construction on neighbors.
Finally, the 90-foot height allowance in B-3 impacts the surrounding neighborhood and weakens affordable housing
incentives. Please change the maximum height allowance in B-3 back to 60 or 70 feet.
