Bozeman Transitions Questionnaire
The "Walk with a Commissioner" tours are being held on July 22 and July 27. Both are
focused on viewing the B-3 to various residential zone transitions because this area has
the clearest examples of zone to zone transitions.
This questionnaire applies to all zone transitions in Bozeman. Please help the City and
Commissioners understand your perspectives on transitions that apply anywhere in the
city.

In the current code, a 60 foot right-of-way (ROW, includes the street, boulevard strip,
plus 1 ft. beyond the sidewalks) does not trigger any transition requirements
between zone changes. What feels like an appropriate ROW distance that is large
enough to eliminate the need for transition requirements?
Please provide the exact citation to ordinance which relates to a 60 foot right of way
between zone changes. Without this reference, the question is difficult to answer.
What solutions seem most useful to you to provide better transitions? Please

In some locales, mandatory conversations with neighbors or neighborhood groups
are used to build solutions that satisfy the needs of the developer and
neighborhood. Would this be useful in Bozeman? If so, what ideas do you have that
could work here? (MT state law (MLUPA) does restrict some kinds of engagement
and does not require incorporation of feedback while a project is being approved.)
The exclusion of Home Owner Associations in the Inter Neighborhood Council creates a
barrier to accomplishing the legally required engagement.

The RB to RA zones do not have adequate transition requirement.
What is an example of a good transition in Bozeman? A problematic one? Why?

An example of a problematic transition is the proposed Fowler Avenue Housing Project and
the adjacent R-1 zone. An example of a good transition is the use of the Durston and Oak
roads to separate one type of zone from another.
What recommendations, questions, or considerations do you have for the City and
Commission around transitions?
Adopt a moratorium on B-3 zone in Downtown until there has been a full examination of the
height limitations for that zone.
