Olive Street Office 014B Email: smiller@bozeman.net Bozeman, MT 59715 Dear Mr. Miller: Jackola Engineering & Architecture, PC (Jackola) is appreciative of the opportunity to provide design and construction administration services for the Lindley Center Renovation Project. BACKGROUND AND ASSUMPTIONS The City of Bozeman issued a Request for Qualifications (RFQ) and Proposal (RFP) for the subject project in March 2025. Jackola responded to the RFQ/RFP and was ultimately selected for the project. This will be a GCCM project and we understand that the contractor, Martel, will be involved in the pre- construction phase. The building was built as a log structure in 1934 and evolved over the years through several additions. In November of 2021, the voters in the City of Bozeman approved a bond to fund the renovation of several public buildings including the Lindley Center. In June of 2022 the building was deemed unsafe and closed to the public. The goal of this project is to address the safety issues and to renovate the building so it can flexibly accommodate a wide variety of uses including weddings, community events, youth recreation camps, adult workshops, and outdoor sports groups. The RFQ/RFP includes a list of owner’s criteria for this project. Included within this list are bond obligation items which must be addressed in some fo rm to meet legal obligations: • Upgrading restrooms to meet current accessibility requirements • Replacing windows • Replacing log siding • Upgrading the kitchen • Insulating the east roof • Installing floor and roof supports • Improving the parking lot and related site improvements Additional Owner’s Criteria and wish list items are listed in the RFQ/RFP. It is our understanding that the overall budget for this project is $1,540,000 less design fees & preconstruction services fees (GCCM). We will work with the City of Bozeman and project stakeholders to incorporate as many items as possible based on the project budget. Existing property boundaries will be drawn from record surveys and fit to found property corner monuments. Civil/Site Plan The existing parking lot will be re-paved. We will review the existing parking layout to ensure that it meets local AHJ regulations. Access to the building from the parking lot will be improved. Site elements such as ramps, sidewalks, and ADA parking stalls will be drawn and detailed to ensure compliance with accessibility standards and the building’s functional needs. Site drainage will be improved and a drainage report wil l be developed. Architecture Jackola will work with the City of Bozeman and project stakeholders to refine the Owner’s Criteria listed in the RFQ/RFP. The building space shall be configured to flexibly accommodate a wide variety of activities. This includes improving site lines inside the building to the greatest extent possible. Design shall provide consideration to min imizing building ownership and operation costs. The existing building envelope will be investigated during the pre-investigation phase and options to upgrade will be discussed with the owner. ADA compliant restrooms and access to the building will be provided. Exterior decks and/or patios will be designed to meet programming needs and coordinated with engineering designs. The design may incorporate additional design features. Interior design is included in this scope of services and finish plans with product and color will be provided. Durable and easily maintainable finishes will be selected. Code reviews will be completed to ensure occupancy, exiting, fire code, and energy code compliance. Structural Jackola will review and independently verify the previously completed structural assessment reports. Calculations and drawings will be completed to address structural deficiencies. Building performance objectives will be discussed with the o wner. Additionally, structural design for any building alterations or improvements will be completed. This includes a new deck and/or patio and addressing the ice damming/lack of clearance at the west shed roof. Mechanical/Plumbing The building HVAC system will be replaced to improve energy efficiency and occupant comfort. Jackola will discuss various systems including pros/cons with the owner. Plumbing design will include provisions to support any building renovations. Plumbing piping which is not functioning will be identified and options for repair or replacement will be discussed with the owner. Hose bibbs are anticipated to be added on the exterior of the building. Electrical Existing building lighting will be updated to LED with dimmable controls. Our proposal assumes replacement of existing fixtures and simple wall mounted controls. Increasing fixtures or providing advanced controls is not anticipated. The existing electrical power system will be upgraded to address existing deficiencies and to serve any building renovations. Exterior outlets on a dedicated service will be provided and site lighting will be improved. Building fire alarm will be modernized/replaced. Landscaping will be low maintenance and will not require an irrigation system. Landscape is assumed limited to providing new flower beds and plantings – landscape design for outdoor classroom space or park improvements is not included. Services not included in this scope: These services are not included in this scope of work: • Geotechnical – no geotechnical engineering services are included in this scope. It is assumed that site paving will use a standard section provided by the owner. • Hazardous Materials Testing - It is required that all existing buildings are tested for asbestos prior to start of construction. We assume that you will proceed with the testing required. We recommend that this testing is done as part of the design phase so that any necessary work can be taken into account during the estimating process. • Sprinkler System Design – Based on the building size and use, it is assumed that a fire sprinkler system in not required. • Cost Estimating – since this is a GCCM project, it is assumed that cost estimating will be completed by the contractor. • Kitchen is limited to warming/serving food through the use of warming trays, crock pots, microwaves only. We assume coordination with a kitchen equipment supplier is not required. • Design of Low Voltage systems including Network and Data, Audio/Visual and Control, Access Control, and Security and Surveillance is not included, but can be provided if desired. • SWPPP and Erosion/Sediment Control Plans are by others. • It is assumed City of Bozeman infrastructure review will not be required for this project. • Weekly project meetings are not included during design phase. Meetings during the design phase are limited to those specifically listed belo w. • No building signage design is included in this scope. • Support is included in this agreement to work with the permitting authority and issue responses or amendments to obtain a building permit. Permit fees, however, are not included. DESIGN TASKS Pre-Project Inspection and Assessment Representatives from each of the project disciplines will visit the site to evaluate existing conditions and “as-built” the building and its syst ems. Jackola’s work includes a 3D digital scan (Matterport) of the existing space, made available to the client, for design and documentation. Additionally, we will begin creating a Revit file of the existing building based on existing record drawings, our site visit, and the Matterport scan. A topographic survey of the site will be completed. MEETINGS/SITE VISITS: 1. Project Kickoff Meeting 2. Initial Project Site Visit DELIVERABLES: 1. Facility Assessment Report identifying deficiencies by discipline 2. Structural Assessment Report independently verifyin g structural deficiencies from 2014 report. This report will additionally recommend any further testing or investigation. 3. We will additionally host meetings with the owner and building stakeholders to receive input on their vision/goals for the project. We will develop schematic level site and building floor plans. We will meet with you to discuss these plans and ensure that you are agree with our general design approach. Once you agree with our design approach, we will engage engineering disciplines to develop schematic level structural drawings and to develop narrative descriptions of proposed MEP building system improvements. We will work with the GCCM to receive pricing and constructability feedback. At the end of this phase, the site plan and building floor plans should be finalized. MEETINGS: 1. Following this meeting, Jackola will incorporate client comments and produce a Permit level set of drawings. These drawings will be submitted to the City of Bozeman. A drainage report and structural calculations will also be submitted to the City. All drawings will be stamped by a licensed professional in the associ ated discipline. Permit comments will be addressed in order to receive a building permit. Bid All AHJ comments will be incorporated and a final bid set of drawings will be provided. MEETINGS: 1. Review and recommendation of all contractor Pay Apps 5. Pre-Construction meeting with minutes. 6. Attend AOC meetings with meeting minutes. These meetings will be attended by project manager and architect only. Meetings are anticipated bi-weekly with a (4) month construction period for eight (8) total meetings. 7. Punch list 8.
