Metropolitan Planning Organization. There will also be time in conjunction with each agenda item
for public comment relating to that item but you may only speak once per topic. Please note, the
Committee cannot take action on any item which does not appear on the agenda. All persons
addressing the Committee shall speak in a civil and courteous manner and members of the
audience shall be respectful of others. Please state your name and place of residence in an audible
tone of voice for the record and limit your comments to three minutes.

and Alternative Reviews to the committee.

SUBJECT:Initial Review of the Long Range Transportation Plan Fiscally Constrained
Project List
MEETING DATE:August 12, 2026
AGENDA ITEM TYPE:Plan/Report/Study
RECOMMENDATION:Participation in the initial review of the Long Range Transportation Plan
fiscally constrained project list.
STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other
public agencies and build on these successes.
BACKGROUND:The purpose of this discussion item is to present the initial draft of the
fiscally constrained project list for the Gallatin Valley Long Range
Transportation Plan (LRTP) and receive Transportation Technical Advisory
Committee (TTAC) feedback prior to further refinement.
The fiscally constrained project list informs the Transportation Improvement
Program (TIP), which programs federally funded projects for inclusion in the
Statewide Transportation Improvement Program (STIP). Proposed projects
were evaluated based on how well they advanced the adopted Goals and
Objectives. Projects received points for meeting individual objectives,
resulting in an initial ranked project list. TTAC members were provided the
opportunity to refine project descriptions, including identifying project
elements that could affect the evaluation.
Since the previous committee discussion, Nelson\Nygaard and MPO staff
have incorporated comments from TTAC members into the project
descriptions. In some cases, these more complete project descriptions
resulted in scoring changes when additional project elements were relevant
to the adopted objectives.
While the project rankings were being completed, the Montana Department
of Transportation (MDT) developed revenue projections. Nelson\Nygaard
prepared planning-level cost estimates in coordination with partner
agencies. These elements have now been combined to produce the initial
draft of the fiscally constrained project list.
Nelson\Nygaard will review the incorporated feedback, revenue projections,
planning-level project costs, and present the initial draft of the fiscally
constrained project list.
Staff is seeking TTAC technical feedback on project details, planning-level
costs and year-of-expenditure assumptions, reasonably expected revenues,

project readiness, implementation sequencing, and other technical
considerations before refining the draft for public review and future
committee consideration.
