Transportation Impact Study (TIS) Scope for Discount Tire CONR (Application #25528)
Dear Darian,
This letter serves to identify the scope of the Transportation Impact Study (TIS) required by the City of
Bozeman for the proposed Discount Tire (25528).
The proposed development is located at 5997 East Vally Center Road. The proposed development is a
7320 square foot tire service center. A letter dated August 8, 2025, identified the PM Peak trip
generation for the proposed development as 20.6. Access to the site is via a shared access on to East
Valley Center Road across from Honor Lane.
East Valley Center Road is the jurisdiction on the Montana Department of Transportation (MDT). You
will need to work with through their Systems Impact Action Process (SIAP) to determine what permits
will be required for access and improvements to the right of way of East Valley Center Road. Please
contact Kristina Kilts, Butte District Traffic Engineer (kkilts@mt.gov) and Josh Ritchie, Bozeman Area
Maintenance Chief (jritchie@mt.gov) to start that process.
Bozeman Municipal Code (BMC) 38.200.010.D.4 grants authority to the City Engineer to define the
“requirement for a traffic impact analysis and determination of its contents” per subparagraph
38.220.060.A.11.
As mentioned, access to the site is from East Valley Center Road, a Principal Arterial. The nearest
signalized intersection at North 19th Avenue, was recently improved by MDT. For these reasons, the City
waives the requirements of BMC 38.220.060.A.11 subsections g & h except as identified in this letter.
The specifically required TIS elements for the subject development are as follows.
1. Meet all requirements of MDT for development of this site which may include development of a
more comprehensive transportation impact study.
2. Evaluation of the shared access driveway onto East Valley Center Road in accordance with all
requirements outlined in BMC 38.220.060.A.11 subsections g &h. This intersection should be
analyzed as a four-leg intersection and a determination should be made regarding the
appropriate intersection control based on estimated vehicle volumes traveling through the
intersection. This should include analysis of whether the intersection would satisfy signalization
warrants.
