The Operation, Inspection, & Maintenance Manual in the stormwater report is missing several
requirements from DCS Chapter 6.4.3 listed below. I understand this project might be in the
early design stages. Please resolve these items with the resubmittal, or request these items
from the maintenance plan to be conditioned prior to final site plan approval. The costs
estimate doesn't have to be exact. All we're looking for is a general cost estimate for the
stormwater inspection, maintenance and replacement. Comment #16 (acknowledgement form)
may also be resolved or conditioned.
1. Expected design life and replacement schedule for each component of the facility.
2. Itemized cost estimates for recurring operation, inspection, and maintenance activities and
planned facility replacement.
3. A financial plan and funding mechanism for funding the recurring operation, inspection, and
maintenance activities and planned facility replacement. The plan shall include sinking fund
calculations considering estimated inflation over the life of the system components and a
determination of the annual funding to be set-aside for operation, inspection, maintenance,
and replacement needs.

Bozeman rainfall data to design stormwater facilities within the City of Bozeman. Please

City of Bozeman Design and Construction Standards Chapter 6.8.2.A - Seasonal high
groundwater must be a minimum of two feet below the bottom of the proposed infiltration
basin. The report generally specifies the depth of groundwater below existing grade but it's
unclear whether the two foot requirement is met with the proposed design. The two foot
requirement is not mentioned in the stormwater report.
Please label the depth of seasonal high groundwater on the drainage sheet and add more
detail to the drainage report so I can verify the two foot requirement is met for the proposed
infiltration basin.

The Shared Use Path (SUP) along Valley Center Road shall be 8-feet in width (like the path on
the property to the north and south). This is a transportation facility and as such should be in
alignment with the adjacent road and not meander excessively.
The CONR submittal (25528) was responded to in September 2025 with the acceptance of the
current easement alignment but given this new Site Plan submittal, and considering comments
from Engineering (Ref. #23) and Planning (Ref. #34) release and reconveyance of the easement
and realignment of the SUP is prudent.
Additionally, Applicant should utilize the PRAT Wayfinding Plan, the Design and Construction
Standards document, and staff guidance to install active transportation-based signage for the
Shared Use Paths. This would include signage for the SUP crossing at the shared egress with
My Place Hotel.
The path is 8’ as required previously and
matches the path to the north and south.

Montana Department of Transportation (MDT) - East Valley Center Road is in under the
jurisdiction of the Montana Department of Transportation. The applicant must work with MDT
to determine if any permits will be required for access to the right of way at East Valley Center
Road. Any work within MDT right-of-way must be approved by MDT prior to construction.
Please contact Kristina Kilts, Butte District Traffic Engineer (kkilts@mt.gov) and Josh Ritchie,

There is conflicting information between the submitted site plan, elevations, and floor plans. On
the Site Plan, it shows a pedestrian entrance on the north side of the northwest corner of the
building, the floor plans and elevations show the same entrance on the south face of the
southwest corner of the building. Additionally, when comparing the site plan sheet and
elevation sheet, it appears that the north and south elevations are swapped. On the elevation
sheet, the south elevation shows garage door entrances for the cars while these doors are
shown on the south elevation on the site plan. Please correct all continuity errors within the
application for further completeness review.

necessary easements.
The applicant acknowledged in the response to the concept comments that stormwater
easement documentation will be required and completed for the existing stormwater swale
which is located at the southeast corner of the property and receives runoff from the
neighboring lot. The submitted application doesn't appear to show a drainage easement or

I've discussed the timing of the fire hydrant relocation with the Fire Marshal, Shane Brandhorst.
The applicant is advised the fire hydrant must be relocated and accepted by the city prior to the
issuance of the building permit for this project. The existing city water main will not meet the
fire hydrant spacing requirement per the city engineering design standards (DCS ch. 4.2) when
the existing fire hydrant is removed. The fire hydrant has been deemed necessary to be
installed by the Fire Marshal prior to building permit issuance.
