Background
PAC Land contracted Pinyon Environmental, Inc. (Pinyon) to conduct a wetland delineation within
the Discount Tire project area, located in Gallatin County, Montana. The project area is primarily
located on the northwest side of Bozeman, southwest of the intersection of Highway 90 and 19th
Avenue. This location occurs in Section 26 of Township 1 South Range 5 East, and the
geographic coordinates of the project area center are: 45.716622°, -111.067881° (Figure 1).
Methods
Wetland Delineation
During the site visit on May 14th, 2026, a Pinyon wetland scientist meandered through the
Discount Tire project area to identify and delineate wetlands and non-wetland waterways. The
wetland scientist followed the methods described in the U.S. Army Corps of Engineers’ (USACE)
Wetlands Delineation Manual (Environmental Laboratory 1987) and the Regional Supplement to
the USACE Wetland Delineation Manual: Western Mountains, Valleys, and Coasts (USACE
2010). This method requires evidence of three parameters to be concurrently present for a
positive wetland determination (i.e., the dominance of hydrophytic vegetation, hydric soils, and
wetland hydrology).
The wetland scientist assessed vegetation at each wetland and upland sample point to determine
whether the plant community was hydrophytic. Plants observed were primarily identified using the
Manual of Montana Vascular Plants (Lesica et al. 2012). The USACE-accepted plant name and
indicator status of each identified species were derived from the 2022 National Wetland Plant List
(USACE 2022). Sample points with greater than 50 percent cover of plant species with an
indicator status of Obligate (OBL), Facultative-Wet (FACW), and/or Facultative (FAC), were
considered to have hydrophytic vegetation.
To assess the presence of hydric soils, the wetland scientist excavated soil pits and analyzed the
soil for hydric soil indicators at all wetland and upland sample points. Wetland soils must possess
at least one hydric soil indicator or meet the Natural Resource Conservation Service (NRCS)
definition of hydric soil (NRCS 2025). This definition states that: “hydric soil is formed under

conditions of saturation, flooding, or ponding long enough during the growing season to develop
anaerobic conditions in the upper part” (Federal Register 1994). Soil types within the project area
were obtained from the Soil Survey Geographic Database (NRCS 2026).
Finally, the wetland scientist assessed the hydrology of each sample point by identifying primary
and secondary hydrologic indicators. One primary hydrologic indicator or two secondary
indicators are required to qualify the area as having wetland hydrology. All identified wetlands
were mapped using a resource-grade Global Positioning System (GPS).
Federal Jurisdictional Assessment
The potential jurisdictional status of all delineated wetlands and non-wetland waterways was
assessed during the site visit by examining the connectivity of each feature to Waters of the U.S.
(WOTUS). Any wetland or non-wetland waterway that appeared to have a direct surface
hydrologic connection to a jurisdictional waterway was preliminarily considered jurisdictional. The
USACE makes all final jurisdictional determinations for WOTUS.

Results
During the site visit on May 14th, 2026, data were collected at three sample points, and no
wetlands were delineated within the project area (Table 1). None of the potential wetland areas
previously identified in March contained adequate indicators to be wetlands. Detailed maps are
included in Appendix A, photographs in Appendix B, and USACE wetland determination data
forms in Appendix C.
The project area was preliminarily evaluated for aquatic resources in March 2026. Three areas
were identified as potential wetlands due to the presence of sparse hydrophytic vegetation
species. These areas were generally positioned in small ditches and/or at the toe of slopes, often
consistent with the geomorphic position secondary indicator of wetland hydrology. During the
preliminary evaluation these areas were not formally delineated and only mapped as a cautionary
measure for cost evaluation purposes (Figure A-4, Appendix A).
Potential Wetland Areas
Potential wetland area PW01 encompasses a low ditch area located near the southeast corner of
the project area. Potential wetland area PW02 is located at the toe of a slope in the northeast
corner of the project area where a manhole cover is located. The final potential wetland area,
PW03, is a small roadside ditch near the northwest corner of the site. Since none of the mapped
areas are considered wetlands, the hydrogeomorphic (HGM) classification system and the U.S.
Fish and Wildlife Service (USFWS) classification system were not applicable (Smith et al. 1995;
FGDC 2013). Wetlands and channels are not documented in the project area by the National
Wetlands Inventory database (Figure 2; USFWS 2026). NRCS soil units in the project area
included Turner loam and Meadowcreek loam (Figure 3; NRCS 2026b). Turner loam (57B) is a
well-drained soil associated with stream terraces, and there were no hydric soils associated with
this soil series. Meadowcreek loam (510B) is a somewhat poorly drained soil, with a minor hydric
component (10% of map unit).
The potential wetland areas were dominated by reed canarygrass (Phalaris arundinacea),
common tansy (Tanacetum vulgare), smooth brome (Bromus inermis), and quackgrass (Elymus
repens). The soil is alluvial with textures that include loam, silty loam, silty clay loam, and clay
loam. Hydric soil and primary hydrology indicators were not met. Secondary hydrology indicator,
geomorphic position was met at all three areas, and the FAC-Neutral test was passed at PW02
and PW03, satisfying the secondary wetland hydrology indicator requirements. Specific
information for each sample point is provided in the wetland determination data forms (Appendix
C).
Non-wetland Waterways
No perennial, intermittent or ephemeral non-wetland waterways were identified within the project
area. Outside of the project area, two culverts direct water into the PW01 area, from the parcel to
the south. Neither culvert was actively flowing at the time of the site visit but likely provide water
to PW01 during precipitation events. The culverts are about 1 foot in diameter and appear to flow
north into the site. Additionally, the upstream end of the western culvert could not be identified.
Federal Clean Water Act Jurisdiction
Based on current guidance, Pinyon asserts that the Discount Tire project area does not contain
any wetlands, therefore a preliminarily jurisdictional consideration is not applicable. The U.S.
Army Corps of Engineers makes all final determinations of jurisdiction for a WOTUS.

PW01 is a small ditch located in the southeast corner of the site. The
three wetland determination parameters; vegetation, soil, and
hydrology were not met at this location. The vegetation is dominated
by common tansy and quackgrass. Hydric soil and primary
hydrology indicators were not observed. The geomorphic position
provides one secondary hydrology indicator, but two are required to
meet the parameter. Two culverts direct water into this location from
the south, but do not provide a relatively permanent source of
hydrology. The culverts were not actively flowing, and evidence of
inundation was not observed during the site visit, despite a
precipitation event the night before.

PW02 is a small area located near a manhole cover in the northeast
corner of the project area. The vegetation is dominated by reed
canrygrass and smooth brome. Hydric soil and primary hydrology
indicators were not observed. The general landform of this area is at
the toe of a slope and provides one secondary hydrology indicator,
geomorphic position. The FAC-Neutral test was passed, satisfying
the secondary wetland hydrology indicator requirements.
PW03 SP03u NA NA NA 0.020
PW03 is a roadside ditch along E. Valley Center Rd. Like PW02, the
vegetation here is also dominated by reed canrygrass and smooth
brome. Hydric soil and primary hydrology indicators were not
observed. The geomorphic position and positive FAC-Neutral test
provide two secondary hydrology indicators, satisfying the wetland
hydrology parameter.

Discount Tire

Discount Tire
Upland sample point in an area preliminarily identified as a potential wetland. Although the area contained reed canarygrass, passed the FAC-Neutral test and had the correct geomorphic position, the hydrophytic
vegetation and hydric soil parameters were not satisfied for a wetland determination. Additionally, the region experienced a precipitation event the night prior, and no evidence of a relatively permanent source of hydrology
was observed.
