Traffic Impact Study (TIS)

This memorandum summarizes a traffic impact study (TIS) prepared for the proposed Discount Tire project
in Bozeman, MT. The scope of the TIS was determined by the City and was confirmed by Montana
Department of Transportation (MDT) staff. This memo includes a project description, trip generation
estimates, trip distribution, intersection level of service and site access analysis, and signal warrant
analysis.
Project Description
The proposed Discount Tire project includes the development of a 7,320 square foot (SF) tire store located
on a vacant site just north of 5997 E. Valley Center Road in Bozeman, MT. A project site vicinity map is
shown in Figure 1.
Primary vehicular access to the site is proposed via an existing shared access driveway onto E Valley
Center Road that is aligned with Honor Lane. The driveway is shared with an adjacent hotel. There is a
secondary vehicular connection to the south to another site that includes a hotel and restaurant. A
preliminary site plan is included in Attachment A. The proposed Discount Tire project is anticipated to be
completed by 2027.
Project Trip Generation
Trip generation estimates for the proposed Discount Tire project were based on methodology
documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 12th Edition for Land
Use Code (LUC) 848 (Tire Store).
The net new trip generation estimates account for pass-by trip reductions for the proposed tire store use.
Pass-by trips are made by vehicles that are already on the adjacent streets and make intermediate stops
at the proposed use on route to a primary destination (i.e. on the way from work to home). The pass-by
trip reductions were also based on the latest ITE data.
The resulting new trip generation associated with the proposed Discount Tire project is summarized in
Table 1. Detailed trip generation calculations are included in Appendix B.

Trip Distribution
The anticipated distribution of Discount Tire peak hour project trips was estimated based on existing traffic
counts conducted at the intersection of E. Valley Center Road / Honor Lane. Table 2 summarizes the
resulting general trip distribution patterns. The weekday AM and PM peak hour project trip distribution
and assignment are illustrated in Figure 4.

Traffic Volumes
Existing weekday AM and PM peak hour traffic volumes at the E Valley Center Road / Honor Lane study
intersection were based on counts collected by All Traffic Data (ATD) in October 2025. The AM peak hour
traffic volumes represent the highest hour of traffic between 7:00 and 9:00 a.m. The PM peak hour traffic
volumes represent the highest hour of traffic between 4:00 and 6:00 p.m. Figure 2 illustrates the existing
2025 weekday AM and PM peak hour traffic volumes at the E Valley Center Road / Honor Lane intersection
and average daily traffic (ADT) on the streets in the project vicinity. ADTs were estimated using a K-factor
of 0.10. The existing traffic count sheets are included in Attachment C.
To estimate the future year 2027 No Action (Without Project) weekday AM and PM peak hour traffic
volumes, an annual background growth rate was applied in addition to traffic from several pipeline
development projects. For the background growth rate, recent historical counts on E. Valley Center Road
indicate an average annual growth of less than 0.4 percent per year; therefore a 1 percent annual
background growth rate was applied to the existing traffic volumes which should be considered
conservative. Based on coordination with City staff, trips from the following pipeline development projects
were also included in our traffic forecasts:

The resulting future year 2027 No Action weekday AM and PM peak hour traffic volumes at the E Valley
Center Road / Honor Lane intersection are shown in Figure 3.
The future 2027 With Project traffic volumes at the E Valley Center Road / Honor Lane intersection were
determined by adding the project-generated trips (shown in Figure 4 to the No Action 2025 traffic volumes
(shown in Figure 3). The 2027 With Project volumes are shown in Figures 5.
Intersection Levels of Service
Existing LOS
An existing weekday AM and PM peak hour level of service (LOS) analysis was conducted at the study
intersection. Intersection LOS was calculated using the methodology and procedures outlined in the
Highway Capacity Manual (HCM 7th Edition) using the Synchro 12 software program. The 2025 existing
weekday AM and PM peak hour LOS analysis results for the study intersections are summarized in Table
3. The LOS methodology and calculations are included in Appendix D.

As shown in Table 3, the study intersection currently operates at LOS B or better during the weekday AM
and PM peak hours, meeting City of Bozeman LOS standards.

Weekday AM and PM peak hour level of service (LOS) analyses were conducted for future (2027)
conditions at the study intersection. The LOS results at the study intersections without and with the
proposed project are summarized in Table 4.

Site Access Operations
Vehicular access to the site is proposed via an existing shared access driveway that serves as the east leg
of the intersection of E. Valley Center Road / Honor Lane. It should be noted that all trips were assigned
to this location with no project trips using the secondary vehicular connection through the property to the
south. This should result in a conservative analysis at the study intersection/site access location.
To assess operations at the site access, LOS and queuing analyses were conducted during the weekday
AM and PM peak hour for future year 2027 conditions with the proposed Discount Tire project. The
reported queues for the individual movements at the proposed site access driveway are 95th-percentile
queues which are only exceeded 5 percent of the time. The 2027 weekday AM and PM peak hour traffic
volumes at the proposed site access driveway were shown previously in Figure 5.
The weekday AM and PM peak hour site access analyses for future year 2027 are summarized below in
Table 5. The LOS worksheets are included in Attachment D.

As shown in Table 5, the individual entering and exiting movements at the existing stop-controlled shared
access driveway on E Valley Center Road are anticipated to operate at acceptable levels (LOS B or better)
with minimal queuing during the weekday AM and PM peak hours in 2027 with the proposed project.
Traffic Signal Warrant Analysis
A traffic signal warrant analysis was conducted at the E Valley Center Road / Honor Lane intersection for
future With Project year 2027 conditions. Signal warrants were based on guidelines outlined in the US
Department of Transportation / Federal Highway Administration, Manual on Uniform Traffic Control Devices
(MUTCD), 2023 Edition. Of the eight signal warrants outlined in the MUTCD, Warrant 3 (Peak Hour) was
analyzed in the AM and PM peak hours.
The With Project AM and PM peak hour traffic volumes used in the signal warrant analysis were shown
previously in Figure 5.
The results of the With Project 2027 signal warrant analysis are summarized in Table 6. Detailed signal
warrant analysis worksheets are included in Attachment E.

As shown in Table 6, based on With Project 2027 traffic volumes, signal warrant 3 would not be met at the
E Valley Center Road / Honor Lane intersection in both the AM and PM peak hours. Although other MUTCD
warrants such as 8-hour Vehicular Volumes (Warrant 1) and 4-hour Vehicular Volumes (Warrant 2) could

also be analyzed, because Warrant 3 was not met it is highly unlikely that any other applicable signal
warrants would be met. Therefore, we can reasonably conclude that the intersection does not meet signal
warrants in 2027 with the proposed project.
Mitigation
Based on the results of this traffic study, the existing transportation facilities are anticipated to
accommodate the additional traffic generated by the proposed project. No project-specific site access or
off-site transportation improvements were identified. The City will confirm the amount of Transportation
Impact Fees due prior to building permit issuance.

LOS Worksheets
Level of Service Methodology
Level of Service (LOS) generally refers to the degree of congestion at an intersection. It is a measure of vehicle
operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes
intersection LOS.
Signalized Intersection LOS represents the average control delay (sec/veh) and can be reported for the overall
intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to lane group LOS only).
The table below outlines the HCM (7th Edition) LOS criteria for signalized intersections.

Synchro 12 and/or HCM 2000 LOS methodology may be used when HCM 7th Edition methodology is not supported
at an intersection (i.e., intersection geometry and/or custom phasing) or jurisdictional standards require use of an
alternative methodology.
Unsignalized Intersection LOS (two-way stop control, all-way stop control, and roundabouts) is based on the average
control delay. For two-way stop-controlled intersections, the LOS criteria apply to each controlled minor-street
approach, controlled minor-street lane group, and controlled major-street movement (additional v/c ratio criteria
apply to lane group LOS only). LOS is not calculated for major-street approaches or for the intersection as a whole at
two-way stop-controlled intersections. For all-way stop-controlled intersections and roundabouts, LOS can be
reported for the overall intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to
lane group LOS only). The table below outlines the HCM (7th Edition) LOS criteria for unsignalized intersections based
on these methodologies.
Note: LOS reported for WSDOT roundabouts use signalized intersection delay criteria, per WSDOT Sidra Policy Settings.
