HomeMy WebLinkAbout26 - Public Notices - Floodplain Development Permit BNSFPUBLIC NOTICE The office of the CITY OF BOZEMAN FLOODPLAIN ADMINISTRATOR has received a FLOODPLAIN DEVELOPMENT PERMIT APPLICATION (BNSF Bridge 41 26-224-FP) from the BNSF Railway Company (BNSF), c/o Kestra Peterson, Scientist for TKDA Company. Portions of the project are within the regulatory floodplain and floodway of Bozeman Creek, in Section 6, T2S, R6E, City of Bozeman, Gallatin County, Montana, as depicted upon FEMA Flood Insurance Rate Map 30031C0809E and LOMR 22-08-0557P. BNSF currently has two bridges directly next to each other that cross Bozeman Creek. BNSF utilizes a 41-foot-long ballast deck steel I-beam bridge with concrete piers and abutments as the primary main line track. Adjacent to the main line bridge is a 45-foot open deck timber pile trestle bridge that carries an unused and unmaintained spur track. The project proposes to encase the middle existing pier on the main line bridge in concrete and to remove the out-of-service timber bridge. The pier encasement is intended to strengthen the existing pier and extend the service life of the structure. No changes to channel alignment or geometry are proposed. Temporary construction controls will be used under low-flow conditions to create a dry work area and will be removed after construction is complete. Disturbed areas will be stabilized, remediated, and revegetated. The pier encasement will be cast-in-place concrete. Approximately 1 cubic yard of concrete and 4 cubic yards of Class I riprap are proposed for stabilization. In addition, approximately 70 feet of temporary ecology blocks will be used to facilitate the dry work environment. These activities are located within the regulatory floodplain and floodway. The project has been certified by a qualified professional engineer to cause ‘no-rise’ in the existing flood elevation during the 1-percent annual chance return interval pursuant to City of Bozeman floodplain regulations, Division 38.600 Bozeman Municipal Code.
