July 16, 2026 1 INTRODUCTION Allied Engineering Services, Inc. (AESI) has assembled a team of local specialists to provide high-quality services for the Stucky Road ReconstrucƟon from Fowler Avenue to South 19th Avenue. The team will primarily consist of AESI, Robert Peccia and Associates (RPA), and Morrison-Maierle (MM). Other supporƟng members of the team include Big Sky Public RelaƟons and Clear Route Real Estate. A weakness that many firms in the valley may be experiencing, including AESI, is the capacity to handle a project of this magnitude, completely on their own. As outlined in the scope items below, there will be a large number of tasks to cover and pieces to coordinate. The GallaƟn Valley area is sƟll growing, and firms are generally too busy to commit to a large project that aims to be through pre-design and design and into construcƟon by 2028. We have assembled our team specifically to allow each firm to work where they excel and have the capacity to complete the work. This teaming combinaƟon provides a robust package, most recently demonstrated on the North 27th Avenue street improvement project. While AESI is taking a larger role in the Stucky Road project, the same base team remains. Our team’s specific knowledge in this region, ongoing project work, and proximity to the improvements are unsurpassed. AESI completed the design for the Genesis Business Park (GBP) located adjacent to Stucky, with Discovery Drive and Enterprise Boulevard connecƟng directly to Stucky. With our headquarters at the corner of Stucky and Discovery, we know how busy this area can be at rush hour. Our ongoing nearby work includes a water main extension for Family Promise within GBP, annexaƟon assistance with the owners' associaƟon, and survey data and background for sanitary sewer main extensions from GBP to the City of Bozeman (COB) collecƟon system. Improvements for Fowler Lane street and sanitary sewer were recently completed under MM. Our background and planning efforts are already underway for the Family Promise water system, and other surrounding improvements will naturally expand to include the areas captured by Stucky Road. Planning, modeling, and analysis for water, sanitary sewer, and storm drainage will be covered by AESI, recently demonstraƟng our capability through work with MSU and COB redevelopment projects. Support from the long-standing municipal team at MM will provide addiƟonal capacity and oversight to complement the crew at AESI. Geotechnical experience, knowledge, and presence during construcƟon are held to a high standard by AESI. Street design is where RPA excels and where they will focus. This project involves intersecƟons that warrant in-depth experience in alternaƟves analyses and knowledge of MDT and COB specifics. Other support scope items and construcƟon will be covered by MM as they have full-service teams to cover the project. Much like North 27th, this team pulls together individuals to serve where they perform best. This team is not new and has worked together under similar roles for many years on various projects for the COB and within GallaƟn County. The following demonstrates our excellence and ability to perform each individual scope item and how our current knowledge and project work in the area will ensure project success. The firm responsible for each item and related projects is listed for each task. Significant projects are discussed in more detail in later secƟons. This project encompasses a broad scope of work and a relaƟvely large volume of tasks to meet the overall project Ɵmeline of reaching construcƟon by 2028. The scale of this project will require obtaining Contractor bids early in the year before their construcƟon season is allocated. This Ɵming will help obtain mulƟple compeƟƟve bids. By breaking down the project into individual scope items, each member of the team can focus on their specific porƟon of the work and maintain excess resources for other projects and project deadlines. Topographic and Boundary Survey: Every successful project starts with a good survey. The proposed improvements will require precise data for topography within the roadway, outside the roadway, and to establish boundary lines. The collector secƟon will extend beyond the currently dedicated right- of-way, requiring data within adjacent properƟes. AESI has previously completed a survey along the Stucky Road corridor for the Meadow Creek Subdivision Sanitary Sewer Ouƞall Line. The project required boundary and topography throughout the same secƟon of Stucky Road as this project. We will uƟlize past data to assist with defining property boundaries and right-of-way. New research and data collecƟon will be required to confirm boundaries and provide a Ɵght topographic map. The survey will be completed using a roboƟc total staƟon for precise measurements where required, convenƟonal GPS survey, and a drone for LiDAR and photogrammetry to incorporate addiƟonal topography for off-site areas. ExisƟng uƟliƟes, including gas and power, may benefit from subsurface exploraƟons by RPA. Accuracy of data throughout the project will culminate in construcƟon staking and use of survey and design data by the Contractor for machine control. July 16, 2026 1 Right-of-Way Acquisition: The Stucky Road corridor includes mulƟple right-of-way consideraƟons, including varied parcel ownership, irrigaƟon ditch crossings, and potenƟal development dedicaƟons. CRRE recommends beginning acquisiƟon planning during preliminary engineering to evaluate impacts; coordinate early with MSU, the AssociaƟon of GallaƟn Agricultural Irrigators (AGAI), local irrigators, and affected property owners; and idenƟfy opportuniƟes to reduce acquisiƟon complexity. As the design advances, CRRE will prepare acquisiƟon packages, coordinate appraisals or waiver valuaƟons, manage specialized approvals, and maintain clear communicaƟon to support Ɵmely decisions, voluntary agreements, and the necessary documentaƟon if addiƟonal acquisiƟon measures are required. Where necessary, easement exhibits will be provided to define the easement area and accompany the COB standard easement language documents Geotechnical Investigation and Report A primary factor for solid road building and longevity is the structure of the road. Developing a solid road secƟon that will last over Ɵme while sƟll being cost-effecƟve is a challenging balance. This secƟon of street improvement involves a mile of reconstrucƟon from a relaƟvely narrow secƟon to a much wider urban street secƟon. Careful planning from exisƟng knowledge of the area and iniƟal subsurface invesƟgaƟons will be used for developing recommendaƟons and providing alternaƟves to be used for preliminary cosƟng. As with any construcƟon project, the unexpected can be encountered. Having experienced staff next door to the project, working closely with the construcƟon team to adjust as needed, is criƟcal to keep the project moving. It is unlikely that the exisƟng road secƟon can be used as is “in-place” unless new grades are significantly raised and/or perhaps in combinaƟon with a thicker full-depth asphalt secƟon in the rehab areas of the project site. Therefore, one of the main geotechnical recommendaƟons will likely be to roto-mill, blend, strip, salvage, and reuse the exisƟng asphalt and gravel secƟon materials as part of the new sub-base secƟon of the roadway. By doing so, two-fold cost savings can be achieved by having to export less on-site material and having to import less gravel material. July 16, 2026 4 Road and Manley Road. Trip projecƟons will be used to develop road secƟon alternaƟves and value engineering. Pole base design for lighƟng and signals will require informaƟon from the geotechnical engineer. Wetland Delineation, Report and Permitting: MulƟple waterways cross Stucky Road and will need to be evaluated for impacts and permiƫng requirements. Wetland delineaƟons are Ɵme-sensiƟve and will need to be completed outside of winter months, ideally this fall. Mapping of the wetlands will be conducted early in the project by the survey team to provide impact esƟmates and constraints to plan around. CoordinaƟon with the Army Corps and GallaƟn ConservaƟon District will be necessary to determine what features will require permiƫng and addiƟonal consideraƟon. Our team has vast experience with stream design and permiƫng, providing contacts and knowledge needed for Ɵmely and smooth navigaƟon. Traffic Study/Trip Projections: While Stucky Road is only proposed as a collector, it provides a busy and robust connecƟon for mulƟple significant streets. ConnecƟng from MSU at South 11th Avenue near the football stadium, Stucky serves as a primary route west to Gooch Hill Road, as other conƟnuous east-west streets are limited. Safety with the volume of traffic currently experienced has been an ongoing issue. Expansion of the street and intersecƟons will only expand traffic and the need for safety as addiƟonal streets and major intersecƟons become live. Future development will further load the street network, making safety and efficient traffic movements a priority. Stucky Road is a primary route for many of the staff at AESI, on a daily basis, throughout the past several years, some as many as 25+ years. Thus, we have observed, first hand, the long term challenges of Stucky Road, including vehicle accidents, annual heaving at irrigaƟon crossings, high traffic delays during rush hour. The street, pedestrian access, and safe bicycle access are of paramount importance to our staff and for the community. A thorough traffic study will guide long-term design decisions to determine successful soluƟons along Stucky Road. IntersecƟons along this secƟon and surrounding areas include:  South 11th Avenue (Collector)  South 19th Avenue (Principal Arterial)  Genesis Business Park (AESI location) and Grace Bible Approach (local and private)  South 27th Avenue (Collector)  Fowler Lane (Minor Arterial). MM recently completed design and construction services for Fowler Lane improvements.  Cottonwood Road (Principal Arterial)  Gooch Hill Road (Minor Arterial) Firm: AESI, MM Related Projects:  Fintail Ranch Stream Enhancement  Mt. July 16, 2026 5 ExisƟng and Proposed Street ClassificaƟon Funding Alternatives and Assistance: This redevelopment project includes many components previously lacking, as this rural secƟon of road has grown more urban. Past construcƟon esƟmates are listed at nearly $6 million, without fully accounƟng for all components. At the same Ɵme, the value provided to surrounding properƟes will be massive. Funding will likely be pulled from various sources to produce the total amount required. Funding mechanisms require experience to successfully navigate, as there are many details and legal components involved. MM brings the experience to evaluate various funding alternaƟves, assessment methods, and details to pull this large project component together. MM will provide experience and insight for cost esƟmaƟng, the basis used for funding development. Public Outreach and Community Engagement: Our involvement in this scope item may vary depending on the COB desired level of involvement. For typical public involvement and as outlined in the RFQ, we can assist the COB with community engagement tasks. However, if the project requires a higher level of involvement and management of data or plaƞorms, we have teamed with Big Sky Public RelaƟons. IniƟal phases of work are not expected to require BSPR; however, later phases may involve more input from the public when alternaƟves are presented. Stucky Road is a well-known, busy roadway with past fatal crashes and steep and deep roadside ditches. Firm: MM, AESI Related Projects:  Manley Road Improvements  Gallatin Co. July 16, 2026 6 Street and Intersection Design, Striping and Signage: This secƟon of Stucky Road is a straight shot, with no horizontal curves to consider and minimal grade to contend with. However, road geometry, intersecƟons, and verƟcal grades will be challenges to consider from the start of the project in pre-design and to fine- tune through construcƟon. RPA’s Staci Venner has the experience of anƟcipaƟng these challenges and developing alternaƟves for intersecƟons and street design. The Grace Bible approach lands about 500 feet from the intersecƟon with 19th Avenue. Other busy local intersecƟons with Stucky will need to be evaluated for turn movements to opƟmize traffic flow and safety. MDT will be involved for impacts to 19th Avenue, meaning more effort on the front end will pay out during detailed design. Our team brings a long list of projects with MDT and the COB to pull together this design. As menƟoned above, the grade is minimal along this secƟon of Stucky Road. Currently, roadside ditches can accommodate flat secƟons in the road and adverse grade where necessary to convey runoff. VerƟcal geometry will need to carefully weigh off-site impacts, material balance, and stormwater runoff to maintain ouƞall points and limit excess conveyance piping where feasible. Street Lighting and Electrical Design; Signal Design and Retrofit: As menƟoned in the traffic study secƟon above, there are mulƟple major intersecƟons to be considered starƟng at the pre-design level. A roundabout has been in place at Stucky and CoƩonwood and has proven to effecƟvely and safely convey traffic. Signals and roundabouts will be considered as part of the pre-design for intersecƟons that are warranted. TelecommunicaƟon lines and overhead power run adjacent to Stucky Road. While power may need to be relocated or incorporated into the roadway secƟon design, use of exisƟng power infrastructure for lighƟng may be available. The exisƟng signal at South 19th Avenue and Stucky Road will be evaluated for use as-is versus retrofit requirements. Stucky has been a high-speed road with danger to bicyclists and pedestrians in the past; therefore, signage, striping, lighƟng, and potenƟally pedestrian signals are items to be considered. Special lighƟng districts will be coordinated and joined or developed as needed. Structural Design Structural design will be provided for exisƟng and proposed signals and lighƟng mast arms and concrete bases. Pre-design cost esƟmates may need to consider alteraƟons to exisƟng signals if necessary. Knowing early what impacts may be needed will help evaluate alternaƟves. July 16, 2026 7 Landscape and Irrigation: Landscape design will be primarily related to boulevard trees and irrigated boulevard areas. Other alternaƟves for boulevards may consider low-water-use coverage, hardscaping, naƟve planƟngs, and use of the boulevard area for stormwater faciliƟes. SecƟons along both sides of Stucky Road consist of mature trees. We anƟcipate coordinaƟon with the COB Forestry Manager and, if necessary, an arborist to weigh in on life expectancy and value for impacts on exisƟng trees and how to miƟgate damage to exisƟng trees. The street secƟon may encroach into tree areas and may not be avoidable with alternaƟve street secƟons; however, if dry uƟliƟes will impact tree roots, boring or direcƟonal drilling secƟons would be an opƟon to limit impacts and potenƟally preserve exisƟng trees. Utility Design, Coordination and Relocation: Overhead power and telecommunicaƟon lines are located on both sides of Stucky Road, and some power poles have been struck by vehicles. The overhead lines will likely need to be relocated; however, it will be worth seeing if the lines can be kept in place and placed within the boulevard as has been done on other projects. Full relocaƟon of lines can be expensive and will need to be coordinated early and reviewed for costs against adjustments to the road secƟon if necessary. Extreme diligence can oŌen be required to obtain responses and informaƟon from uƟlity companies. We can be masters of this persistent communicaƟon when it becomes necessary. Other typical coordinaƟon items can be smaller items such as required uƟlity culverts at driveways and intersecƟons, and for rouƟng lighƟng lines across the street secƟon. Storm Drainage and Irrigation Conveyance and Coordination: Street redevelopment projects consistently provide a few challenges. When the project is not combined as part of a new development, allocaƟng space can be a challenge. Luckily, a few different soluƟons exist, including the acquisiƟon of easements from adjacent landowners or the uƟlizaƟon of subsurface drainage faciliƟes. On other COB redevelopment projects, we have uƟlized various methods to miƟgate stormwater runoff, including surface ponds, underground storage, and mechanical treatment structures meeƟng required water quality standards. Other opƟons outlined in the latest COB Design Standards include boulevard swales. The Stucky Road redevelopment project will need to consider off-site drainage and conveyance of ditches as shown by mulƟple crossings. Our team has worked with numerous ditch companies to provide soluƟons that work for all players involved. A few of the drainages flow near our office and have been considered as part of previous work. A paƩern throughout all scope items is early communicaƟon and collaboraƟon. July 16, 2026 8 include storm drainage stubs, sizing, or other infrastructure needs to accommodate runoff from these areas (at a minimum, accounƟng for pre-development runoff). GallaƟn County Water Resources Survey Water System Design and Analysis: A new water main extension in Stucky will be a logical and criƟcal improvement for the grid and will allow for future development. The extension will be a major project in itself and will require invesƟgaƟon to verify sizing and consideraƟon for stub locaƟons to avoid cuƫng a new road in the future. As shown, anƟcipated connecƟons would include South 19th Avenue and South 27th Avenue. AddiƟonally, AESI is currently working on a project to extend water to Family Promise within the Genesis Business Park. Timing and phasing of the improvements will need to be coordinated between the extension in Discovery Drive and Stucky Road. Modeling and analysis are underway for the Family Promise improvements, so expanding that evaluaƟon area to include the Stucky Road water improvements will be a logical addiƟon. To assist with review, planning, and analysis, MM is included on the team for added support and capacity where needed. July 16, 2026 9 Sanitary Sewer Design and Analysis: An exisƟng sanitary sewer ouƞall line (designed by AESI) is located in Stucky Road. A full inventory of manhole configuraƟons, including grade rings, will be valuable for determining how to make grade adjustments for construcƟon documents. AESI inventoried hundreds of sanitary manholes as part of the MSU Wastewater Facility Update and for the North Park Development. While the roadway is opened up for construcƟon, it is worth considering stub locaƟons for future development. Future connecƟons can then be made without cuƫng into a new and busy roadway. The stubs will need to be sized appropriately to accommodate future development along the corridor. The team at MM will provide valuable support for big-picture planning and modeling where needed, allowing the design team to focus on plan development and construcƟon details. A sanitary sewer ouƞall along Fowler was recently completed by the team at MM, providing addiƟonal knowledge in the area. AESI has provided informaƟon to the COB for the Genesis Business Park exisƟng sanitary system and survey of the area for connecƟon to the exisƟng ouƞall line in Stucky. Depending on Ɵming, this work may blend with the future street improvements. DEQ Permitting: While a relaƟvely small porƟon of the project, DEQ permiƫng will sƟll be a consideraƟon. Primarily, permiƫng will include main extension checklist submiƩals for water and sanitary sewer. Reports produced as part of the infrastructure review package for the COB will be uƟlized and provided to DEQ. SubmiƩals will be made to DEQ concurrently with COB submiƩals and comments incorporated from both enƟƟes. A Stormwater PolluƟon PrevenƟon Plan (SWPPP) will be submiƩed and reviewed through the COB and submiƩed to DEQ. We have staff who are SWPPP cerƟfied for applicaƟons and, if needed, administraƟon during construcƟon. Typically, we find the Contractor can handle SWPPP administraƟon during construcƟon. Other consideraƟons will be groundwater permiƫng to be coordinated with the Contractor and worked out as part of the bid documents. Construction Documents and Bidding: ConsideraƟons for construcƟon begin at the pre-design phase of the project and conƟnue through final cerƟficaƟon. Cost esƟmaƟng will be valuable throughout, as it will be needed for funding alternaƟves as previously outlined. This is where detail and experience are crucial. Our team brings true and recent construcƟon experience to develop bid documents for inclusive compeƟƟve bids. North 27th Avenue has been an ongoing project with the same team members to pull recent data from. Plans, specificaƟons, and reports will be completed by all team members, with MM providing valuable review and oversight to compile and check for missing components. The experienced construcƟon team at MM will provide valuable insight. AESI will cover construcƟon staking, geotechnical experƟse, and addiƟonal oversight where needed. RPA excels in construcƟon administraƟon, and MM brings a full-service, well-rounded construcƟon team for daily oversight. Stucky Road will use the same team as the ongoing Improvements for North 27th Avenue. Specific items for Stucky Road will include a detailed traffic control plan and MDT coordinaƟon at South 19th Avenue. FIRM INFORMATION Project Experience Our team has experience providing services similar to the Stucky Road ReconstrucƟon from Fowler Avenue to South 19th Avenue project (in terms of size, type, and complexity) as demonstrated in the following past project examples. It will provide the missing 0.5-mile-long segment of N. 27th Avenue between Baxter Lane (on the south) and CaƩail Street (on the north). The project includes a new roadway with asphalt pedestrian/bicycle paths, water, sewer, and storm drain improvements, new traffic signals at the Baxter Lane intersecƟon, a new roundabout at the CaƩail Street intersecƟon, and street lighƟng and landscaping. The Design Team for the project consisted of MM as the prime consultant and RPA and AESI as sub- consultants. MM performed the road and uƟlity design aspects of the project. RPA handled traffic-related elements, as well as the design of traffic signals, street lighƟng, and landscaping. AESI performed the geotechnical invesƟgaƟon and report and provided the pavement secƟon recommendaƟons. The project design work started in 2023. In the spring of 2026, Knife River was awarded the project. ConstrucƟon began in April and is slated to be completed in the late fall. As part of this project, a requirement will be to construct a 900-foot-long extension of Love Lane to the south edge of the subject property. According to the County’s Transportation Plan, Love Lane is classified as a minor arterial roadway. In 2024 and 2025, the Love Lane road extension project was designed by a team consisting of AESI (prime consultant) and RPA as a sub-consultant. The project will consist of roadway construction, including storm drainage, street lighting, and intersection improvements at Huffine Lane. The project design was fast-tracked during the winter of 2019 for a Spring 2020 construction start. July 16, 2026 12 Cottonwood Road Improvements between Huffine and Fallon (2013-2014) Contact: Chris Budeski – Madison Engineering, (406) 586-0262, chris@mad-eng.com AESI was hired as a subconsultant by Madison Engineering to provide geotechnical evaluation, street design, preparation of construction and bid documents, and construction services for the improvements to Cottonwood Road between Huffine Lane and Fallon Street. AESI’s scope of work also included preparing a Capital Improvements Plan (CIP) application in order for the project to qualify for CIP reimbursement. The 1,270-foot stretch of street was reconstructed from two lanes to the City of Bozeman Principal Arterial standard, which includes a 120-foot-wide right- of-way, five traffic lanes, bike lanes, boulevards, and sidewalks. The triggering mechanism for this project was the new Town Pump development planned for the southeast corner of Cottonwood Road and Huffine Lane. A City condition of approval required Town Pump to widen Cottonwood Road along their frontage to the City of Bozeman arterial standard. During review of the proposed widening and required lane reconfiguration with Cottonwood, it was determined that a potentially dangerous situation would exist without correcting the lane alignments on the north side of the intersection. The City considered the situation and determined that, due to Cottonwood Road being an arterial, it would be in the best interest of the City to use impact fees to reconstruct Cottonwood Road, north of Huffine, to match the required lane configuration on the south. AESI worked closely with both Madison Engineering and the City of Bozeman throughout the project to ensure successful reconstruction of the busy corridor. Between Huffine Lane and Fallon Street, Cottonwood Road was improved in 1995 as part of the JC Billion development, and was subsequently improved in 2007 and 2010 related to the Norton Subdivision. The three existing structural sections of the street varied in composition and acceptability, resulting in portions of the road requiring removal and portions of the road being able to remain in-situ. AESI conducted geotechnical explorations to evaluate the reuse of these road sections. Durston and Cottonwood Road Improvements (2015-2019) Contact: Bob Murray – City of Bozeman, (406) 582-2269, bob.murray@bozemanmt.gov The Durston and Cottonwood Road Improvement Project involved a multi-year effort to reconstruct Durston Road from Fowler Avenue to just east of Westgate Avenue, Cottonwood Road from Fallon Street to Baxter Lane, and Baxter Lane from Cottonwood Road to east of Flanders Mill Road to City of Bozeman minor arterial or arterial standards. The project length was approximately 4.2 miles of road. AESI served as a subconsultant to RPA, and their initial scope of work included conceptual storm drainage analysis and design. Project segments were broken out for bidding and designed over the course of several years. AESI was retained to provide detailed storm drainage design for each project segment and geotechnical evaluations for select segments. These services included the following:  Geotechnical recommendations for street section, signal pole foundation, and utility trench; Allied Engineering Services, Inc. Graf Street and South 11th Avenue Road Improvements Contact: Chris Budeski – Madison Engineering, (406) 586-0262, chris@mad-eng.com This project consisted of the construction of Graf Street (for 0.6 miles from S. 19th Avenue to McNab Circle) and the construction of S. 11th Avenue (for 0.4 miles from Graf Street to University Way). Both new roads were designed and built to a collector street standard. These improvements were triggered by the proposed Yellowstone Theological Institute project on the northeast corner of S. 19th Avenue and Graf Street. During design, AESI was retained by Madison Engineering for a geotechnical investigation of the project site and a hydraulic analysis of two creek crossings. As part of the geotechnical work, AESI dug explorations along the project corridor, evaluated the soil and groundwater conditions, and provided a report with pavement section recommendations. Due to wet and soft soils in the west half of Graf Street, the street through this area is supported on a geogrid-reinforced section. All other parts of Graf Street and S. 11th Avenue are built on drier silt/clay subgrade soils. The hydrology/hydraulic-related work included design and permitting assistance for two culverts that cross Graf Street. AESI stayed involved with the project during construction. The scope of work included some geotechnical inspection of the subgrade soils, modifications to the design plans to extend the geogrid-reinforced pavement section further to the east along Graf Street, and concrete testing of curb and gutter and sidewalks along both new streets. Other project elements included a new LED street lighting system using the AGI lighting program, a new traffic signal at the Baxter-Davis intersection, new water mains to connect gaps in the system, and new sidewalks and retrofits to provide facilities along the corridor compliant with the Americans with Disabilities Act.
