Sanbell is pleased to submit our qualifications for the Stucky Road Reconstruction project. Having partnered with
the City on many of Bozeman’s most significant transportation improvement projects over the past decade, we
understand that this project is far more than a roadway reconstruction. Stucky Road is a critical investment in
the City’s future transportation network; one that must safely accommodate continued growth while thoughtfully
integrating multimodal transportation, utility infrastructure, drainage, environmental stewardship, and community
expectations.
Sanbell’s proposed team of engineers, planners, surveyors, utility specialists, public engagement professionals,
and construction staff are the same core group who have successfully delivered Story Mill Road, Griffin Drive,
Oak Street, Kagy Boulevard, South 3rd & Graf Street, Fowler Avenue, and numerous assignments under the City’s
Transportation Engineering Term Contract. Because our team has worked together repeatedly on Bozeman street
corridor projects, we understand the City’s design standards, review process, utility coordination requirements, and
expectations for responsive project delivery.

Sanbell led the pre-design phase for the reconstruction
of Story Mill Road, a major urban corridor serving
one of Bozeman’s fastest-growing areas. The project
established the technical foundation for future
roadway improvements through a comprehensive
evaluation of traffic operations, multimodal
accommodations, drainage, utilities, right-of-way, and
corridor alternatives. Services included traffic data
collection, a traffic impact study with 20-year traffic
projections, crash analysis, signal warrant analysis,
evaluation of signalized versus roundabout intersection
alternatives, topographic survey, preliminary
stormwater analysis, conceptual roadway design,
utility conflict identification, preliminary right-of-way
review, cost estimating, and preparation of a pre-design
report presented to the Bozeman City Commission.
Throughout the study, Sanbell coordinated closely with
the City of Bozeman and the Montana Department
of Transportation to develop corridor improvements
that balanced mobility, safety, constructability, and
long-term growth.
Relevance to Stucky Road Reconstruction
The Story Mill Road pre-design required many of the
same planning and engineering decisions anticipated
for Stucky Road. Both projects involve reconstructing
major urban arterial corridors experiencing rapid
growth while balancing vehicle capacity, multimodal
transportation, utility coordination, stormwater
considerations, and future development needs. On
Story Mill Road, our team evaluated intersection
alternatives, analyzed long-term traffic operations,
identified right-of-way and utility constraints,
developed conceptual roadway improvements, and
presented recommendations to City leadership before
advancing into final design. That experience gives
Sanbell a thorough understanding of Bozeman’s
corridor planning process, design expectations, and
collaborative decision-making approach—allowing
us to efficiently guide the Stucky Road project from
alternatives evaluation through final design.

Sanbell provided comprehensive engineering services
for the reconstruction of Griffin Drive and associated
improvements to Manley Road within an area of
Bozeman experiencing rapid growth. Beginning with
a corridor pre-design study and continuing through
final design, our team evaluated traffic operations,
completed topographic survey, analyzed stormwater
systems, identified utility conflicts, developed
conceptual and final roadway improvements,

construction documents. The project also included
water, sanitary sewer, and stormwater infrastructure

cost estimating, and ongoing coordination with City
staff and utility providers throughout design. As
the corridor evolved, Sanbell continued supporting
the City through multiple contract amendments to
address changing project priorities and additional
infrastructure improvements.
Additionally, Sanbell coordinated this project with
MDT’s North 7th Avenue and Griffin Drive intersection
improvements project (also led by Sanbell).
Relevance to Stucky Road Reconstruction
Griffin Drive shares many of the same characteristics
that define the Stucky Road corridor. Both projects
serve rapidly growing areas of Bozeman where
roadway reconstruction must be carefully coordinated
with expanding utility infrastructure, stormwater
improvements, multimodal transportation, and
adjacent development. On Griffin Drive, Sanbell helped
the City evaluate alternatives, identify utility and
right-of-way constraints, coordinate with multiple
stakeholders, and deliver an integrated corridor
solution that supports both current transportation
needs and long-term growth.
This experience provides our team with firsthand
knowledge of Bozeman’s design standards, review
process, utility coordination requirements, and
collaborative project delivery approach—experience
directly applicable to successfully delivering the Stucky
Road Reconstruction project.

Sanbell has partnered with the City of Bozeman
for more than seven years to deliver a series of
transportation improvements along the Oak Street
corridor, one of the City’s most heavily traveled
east-west arterial roadways. Through multiple
contracts and amendments, our team has provided
planning, roadway design, intersection improvements,
multimodal facilities, utility coordination, drainage
improvements, traffic engineering, survey,
construction support, and corridor enhancements
that have incrementally improved safety, mobility, and
connectivity while supporting Bozeman’s continued
growth.
This long-term relationship allowed the City to
efficiently implement corridor improvements as
funding became available while maintaining consistent
design standards and project continuity across
multiple phases. The program expanded over time
to include improvements such as the Front Street
Connector Trail and additional intersection and corridor
enhancements as community needs evolved. The
City continued extending Sanbell’s contract through
multiple amendments as new work was identified
and priorities changed. The original agreement was
executed in 2015 and remained active through at least
2022, reflecting the City’s confidence in our team and
our ability to successfully deliver complex corridor
improvements over multiple phases.
The City of Bozeman has trusted Sanbell with this corridor
repeatedly for over seven years.
Relevance to Stucky Road Reconstruction
Like Stucky Road, Oak Street is a critical urban arterial
serving rapidly developing areas of Bozeman. Both
corridors require balancing increasing traffic demand
with multimodal transportation, utility coordination,
drainage improvements, adjacent development, and
long-term system planning. Our experience delivering
multiple phases of improvements along Oak Street
demonstrates our ability to help the City strategically
advance complex corridor projects over time while
maintaining consistency in design, coordinating with
numerous stakeholders, and adapting to changing

Design

Kagy Boulevard HAWK Crossing
Sanbell has partnered with the City of Bozeman and
the Montana Department of Transportation on multiple
phases of improvements along the Kagy Boulevard
corridor, one of Bozeman’s most important east-west
transportation corridors serving Montana State
University, residential neighborhoods, schools, parks,
and growing commercial areas. Beginning with the
reconstruction of Kagy Boulevard between South 19th
Avenue and South Willson Avenue, our team provided
roadway design, traffic engineering, surveying, utility
coordination, and multidisciplinary engineering
services through multiple contract amendments as the
project evolved. As corridor needs continued to change,
the City again selected Sanbell to perform signal timing
analysis, evaluate pedestrian crossing safety, design a
Pedestrian Hybrid Beacon (HAWK), and provide bidding,
construction administration, construction observation,
and construction staking services for implementation.
This long-term involvement allowed the City to build
upon previous investments while improving corridor
safety, mobility, and multimodal connectivity through
successive projects. The program remained active
from 2015 through construction support in 2022,
demonstrating the City’s continued confidence in
Sanbell’s understanding of the corridor and ability to
deliver transportation improvements over multiple
phases.
Relevance to the Stucky Road Reconstruction
Kagy Boulevard and Stucky Road are both major
urban arterials that serve rapidly growing areas of
Bozeman and require balancing vehicle capacity,
multimodal transportation, safety, utility coordination,
and long-term community growth. Our experience
delivering multiple phases of improvements along Kagy
Boulevard—from complete roadway reconstruction
through operational improvements and pedestrian
safety enhancements—demonstrates our ability to help
the City strategically implement corridor investments
over time while coordinating with MDT, utility providers,
adjacent property owners, and City staff. That
familiarity with Bozeman’s standards, review process,
and corridor planning approach positions Sanbell to
efficiently deliver the Stucky Road Reconstruction
project from design through construction.

improvements along the South 3rd Avenue and
Graf Street corridor to improve safety, connectivity,
and multimodal access within an established
Bozeman neighborhood. Services included project
management, traffic data collection, topographic
survey, roadway and intersection design, pedestrian
and bicycle accommodations, drainage evaluation,
utility coordination, signing and striping, construction
documents, cost estimating, permitting support, and
construction administration. Through subsequent
contract amendments, Sanbell expanded the project
to include additional design refinements, public
involvement support, and construction-phase services,
allowing the City to efficiently advance corridor
improvements while responding to evolving project
priorities.
Relevance to the Stucky Road Reconstruction
Like Stucky Road, the South 3rd Avenue and Graf
Street corridor required balancing roadway operations
with multimodal transportation, utility coordination,
and neighborhood access while working within an
existing urban environment. Our team coordinated

Recent & Current Work for the City of Bozeman
Fowler Avenue
Segment 1 (Oak to Durston) is in the process of
finalizing right-of-way agreements and utility
relocations prepping to bid Summer 2026. Segment
2 (Durston to Babcock) is currently in the final design
stages and planned to be constructed Summer 2027.
Segment 3 (Babcock to Huffine) is in the preliminary
design stage and planned to be constructed Summer
2028.
City of Bozeman Traffic Term Contract
The last task order of the 2024 Traffic Term (Oak &
Ferguson Intersection Improvements) is planned to be
constructed Summer 2026. The scope of work and fee
estimate for the first task order of the 2026 Traffic Term
has been provided to the City for approval. This task
order is planned to complete construction documents
by December 2026.
CIP Survey Term
Capital Improvement Plan projects for the last four
years performing full topography surveys of many City
of Bozeman streets for design and locating property
boundaries and easement lines for topography surveys
for trail designs. Drafting base maps
City of Bozeman Urban Renewal District (URD)
Term Contract
Construction is currently underway for Task 12 (package
of 4 projects focused on pedestrian access and
lighting) and is planned to be completed Summer
2026. Task 11 (Mendenhall Sewer) is under design and
planned to be completed by December 2026. The scope
of work and fee estimate for Task 13 (Broadway Street
Utilities) has been provided to the City for approval.
This task order is planned to complete construction
documents by December 2026.

Erin will serve as Project Manager, leading day-to-day

while serving as the City’s primary point of contact. He
will oversee project management, schedule, budget,
multidisciplinary coordination, and design integration
from preliminary engineering through construction. A
former municipal (City of Billings) traffic engineer, Erin
understands how to balance transportation operations,
utility coordination, constructability, and public
expectations while keeping projects moving efficiently.

throughout Montana, combined with his long-standing

Sanbell’s Community Transportation Studio Manager
and one of the City’s on-call transportation engineering
consultants, Joey has helped shape many of Bozeman’s

Ryan will lead drainage engineering for the Stucky

and long-term system performance. His experience
designing municipal drainage systems, hydraulic
structures, and roadway stormwater improvements
throughout Montana allows him to integrate drainage
considerations early in design to minimize conflicts
and improve constructability. Ryan works closely with

deliver a thoughtful, multidisciplinary solution for the
Stucky Road corridor.
Project Understanding & Approach
The Stucky Road project corridor presents several
interconnected challenges. High groundwater conditions
will influence utility construction, pavement design,
and stormwater detention and treatment. Existing
irrigation facilities and roadside ditches will need to be
relocated, requiring careful coordination with irrigation
users. Adjacent development continues to change travel
patterns and future traffic demands, so it’s critical to
project and model traffic growth to inform basis of
design. Existing public water systems, in the process of
annexing into the city, present opportunities for looping
that improve pressures and water quality while reducing
stagnation. Right-of-way includes a mixture of private
owners, institutional properties, agricultural interests,
and future development that will require an integrated
acquisition strategy.
Sanbell approaches corridor reconstruction as a
continuous process rather than a series of independent
engineering tasks. Each phase of the project is
intentionally structured to build upon the previous
one, allowing information gathered during pre-design
to guide engineering decisions, engineering decisions
to inform construction documents, and construction
services to preserve the design intent in the field. This
integrated approach minimizes redesign, improves
constructability, reduces project risk, and allows the City
to make informed decisions throughout project delivery.
This process is defined further in the following sections.
Pre-Design Phase
The success of the Stucky Road Reconstruction
project will largely be determined before detailed
roadway design begins. As the corridor continues its
transition from a rural roadway to an urban collector,
numerous technical, environmental, utility, and property
constraints must be understood before horizontal and
vertical alignments are established. Sanbell’s pre-
design approach is focused on identifying constraints
early and proposing viable mitigation alternatives to
allow the City to make informed engineering decisions
while flexibility still exists within the project. By
investing in comprehensive investigations during the
initial stages of the project, we reduce the likelihood
of redesign, minimize right-of-way impacts, improve
constructability, and establish a clear path toward
permitting, property acquisition, and final design.
Pre-design activities begin with assembling existing
information, reviewing previous studies, collecting
topographic and cadastral survey data, collecting and
analyzing soil samples, identifying existing utilities,
engaging with the public, and meeting with City staff
to confirm project goals and priorities. These efforts
establish a common understanding of existing
conditions while allowing each technical discipline to
identify potential project risks before they influence later
phases of design. Throughout this process, Sanbell will
maintain regular coordination meetings with the City
to review findings, discuss alternatives, and ensure the A. Experience

multimodal urban collector.
Environmental Considerations
A thorough evaluation of environmental considerations
and potential impacts will be made early on to ensure
natural resources are understood before roadway
improvements are finalized. Existing drainageways,
wetlands, wildlife movement & crossings, habitat
connectivity, irrigation facilities, and other
environmentally sensitive features will be identified
by Weston Solutions and Marcel Huijser through field
reconnaissance and coordination with the appropriate
regulatory agencies. Because stormwater management
is anticipated to rely on multiple shallow surface
detention facilities (more discussion on this later in the
proposal), environmental evaluations will specifically
focus on identifying wetlands and jurisdictional
waters that could influence the location, grading, or
configuration of proposed stormwater infrastructure.
Completing these investigations early allows detention
facilities and roadway grading to be planned and
sized before design progresses, reducing permitting
risk and minimizing impacts to sensitive resources.
Environmental documentation will also be coordinated
with adjacent drainage improvements to ensure that
stormwater conveyance, irrigation infrastructure, and
environmental commitments remain compatible
throughout the corridor.
Geotechnical Considerations
One of the defining challenges of the project is the
anticipated presence of shallow groundwater and soft
subgrade soils. These conditions have implications
not only for pavement performance, but also for
utility construction, stormwater facilities, roadway
embankments, and long-term maintenance .
Working closely with SK Geotechnical, the project
team will complete a geotechnical reconnaissance of
the corridor to characterize existing soil conditions
and identify areas susceptible to soft, saturated clay
subgrades. Standard penetration test borings will
be completed at approximately 800- to 1,000-foot
intervals along the corridor, with additional borings
located outside the existing roadway to evaluate topsoil
thicknesses within proposed widening areas. At each
roadway boring, the existing pavement will be cored,
and the underlying aggregate base measured to assess
whether portions of the existing roadway may be
suitable for rehabilitation or whether full reconstruction
will be required.
Recognizing that groundwater elevations fluctuate
seasonally, two (2) of the borings will be converted into
groundwater monitoring wells equipped with electronic
data loggers. Installing these wells during preliminary
design allows groundwater levels to be monitored
throughout the year, providing significantly better
information than a single groundwater observation
collected during drilling. This information will directly
influence utility trench dewatering requirements,
stormwater design, pavement recommendations, and
the strategic (seasonal) timing and sequencing of
construction. Following completion of the investigation,
SK Geotechnical will provide recommendations
addressing pavement subgrade preparation, utility
installation, foundation support for culverts and traffic
signal infrastructure, and the potential use of high-
performance geosynthetics to improve long-term
pavement performance where weak clay subgrades are
encountered.
Conceptual Roadway and Traffic Design
While detailed roadway and traffic engineering will
occur during the design phase, conceptual roadway
planning should begin during pre-design. The decisions
made during this stage establish the framework for
nearly every subsequent design discipline, influencing
right-of-way requirements, drainage infrastructure,
utility placement, environmental impacts, and
ultimately project cost. By evaluating corridor
alternatives before geometric design begins, the project
team can identify opportunities and constraints while
maintaining the flexibility to modify the roadway layout
without significant redesign.
Using the City’s Transportation Master Plan, previous
corridor studies, and current traffic forecasts as
the foundation, Sanbell will develop and evaluate
conceptual roadway alternatives that support the City’s
vision for Stucky Road as a multimodal urban collector.
Although the Transportation Master Plan identifies a
traditional collector template consisting of three travel
lanes with bicycle lanes and sidewalks, recent City
projects have increasingly favored separated multi-use
pathways that provide a safer and more comfortable
environment for pedestrians and bicyclists. During
pre-design, our team will work closely with the City
to evaluate these corridor concepts and identify the
preferred multimodal typical section before detailed
engineering begins.
Conceptual roadway planning will also focus on
establishing an appropriate operating environment
for an urban collector. The existing corridor’s long,
uninterrupted alignment naturally encourages A. Experience

operating speeds that exceed the intended function of
the roadway. Rather than relying solely on regulatory
speed limits, Sanbell will evaluate context-sensitive
traffic calming concepts that can be incorporated into
the future roadway geometry. Potential treatments
include narrower lane widths, landscaped medians,
enhanced pedestrian crossings, street lighting, speed
tables (where appropriate), and modern roundabouts.
Evaluating these concepts during pre-design allows
their influence on right-of-way, drainage, utilities, and
property impacts to be considered before the preferred
alignment is established.
Sanbell’s familiarity with the surrounding
transportation network provides a significant
advantage during this process. Through preparation of
traffic impact studies for South Range Crossing, Grand
Cielo, the Aakers Development, Jarrett Subdivision, and
other nearby developments, our team has developed
a detailed understanding of existing traffic demand/
operations, projected growth, and planned roadway
improvements throughout southwest Bozeman. Rather
than beginning with a blank slate, these previous
analyses allow the project team to build upon an
established understanding of the corridor and focus
early efforts on refining solutions that support both
existing operations and anticipated future growth.
Several locations warrant particular attention during
conceptual design. Previous safety evaluations indicate
that the intersection of Fowler Avenue and Stucky Road
experiences crash rates substantially higher than those
predicted by the Highway Safety Manual for comparable
intersections. Based on this understanding, Sanbell
will prepare an Intersection Control Evaluation (ICE)
report to evaluate mitigation alternatives and provide
a recommendation on the preferred intersection
treatment that will improve both safety and capacity
throughout the design life of the project. The ICE
report will analyze feasibility of a modern roundabout
as part of the conceptual roadway layout. In addition
to significantly reducing crash severity, a roundabout
would provide an effective gateway treatment
that naturally reduces operating speeds along the
corridor. Early conceptual evaluation will also examine
opportunities to shift the intersection slightly north to
minimize impacts to the private residence located in
the southwest quadrant while maintaining acceptable
operational performance and accommodating future
traffic volumes.
Likewise, conceptual traffic analysis will evaluate
projected operational needs at South 19th Avenue.
Previous traffic forecasts indicate substantial
eastbound left-turn demand that may ultimately
require additional turn lane storage or intersection
improvements. Sanbell will also evaluate opportunities
to complete the remaining segment of the planned
five-lane cross section along South 19th Avenue,
providing a more balanced transportation network
while improving the long-term capacity of both
corridors.
Throughout pre-design, conceptual roadway planning
will remain closely integrated with stormwater
planning, utility investigations, environmental
evaluations, and right-of-way analysis.
This multidisciplinary approach allows each technical
discipline to inform the others before detailed
engineering begins, reducing redesign while ensuring
the preferred roadway concept is both technically
feasible and consistent with the City’s long-term
transportation objectives.
Right-of-Way Analysis
The Stucky Road corridor contains a diverse mix A. ExperienceConceptual design consideration at eastern limits

of ownership, including private rural residences,
commercial properties, open space tracts, church-
owned parcels, Montana State University property, and
lands located within both the City of Bozeman and
Gallatin County jurisdictions. These varying ownership
and jurisdictional interests create different acquisition
processes, approval requirements, and project risks
that should be understood early in design.
Our right-of-way partner, Clear Route, will work
alongside the engineering team throughout
preliminary engineering to evaluate parcel-by-parcel
impacts while roadway alignments remain flexible.
Rather than waiting until final design to identify
acquisition needs, the team will continuously evaluate
opportunities to reduce property impacts through
minor alignment refinements, grading modifications,
retaining strategies, and coordination with adjacent
developments. Planned subdivision improvements and
future public dedications will be reviewed to determine
whether portions of the required corridor width can be
obtained through development agreements, reducing
both acquisition costs and impacts to existing property
owners.
Early coordination will also occur with the Association
of Gallatin Agricultural Irrigators (AGAI), local ditch
companies, Montana State University, church
representatives, utility providers, and adjacent
landowners to identify project-specific concerns and
potential right-of-way and/or easement acquisition
hurdles before they affect the design schedule.
Irrigation crossings, ditch relocations, and utility
easements will be evaluated concurrently with
roadway design so that permitting requirements and
ownership issues are addressed proactively rather
than during final design. This collaborative approach
allows engineering decisions to remain informed by
acquisition realities, significantly reducing the potential
for redesign or project delays.
Public Engagement
The conceptual alternatives developed during pre-
design provide the foundation for meaningful public
engagement. Rather than asking stakeholders to
react to a predetermined solution, Sanbell will use this
phase to present corridor concepts, gather feedback,
and incorporate community priorities before detailed
engineering begins. Early communication builds trust
with corridor stakeholders while providing valuable
information regarding existing drainage issues, access
needs, irrigation operations, and future development
plans that may not be evident through desktop review
alone. Feedback received during this phase will be
incorporated into the preliminary design process,
ensuring that engineering solutions are technically
sound while remaining responsive to community
needs.
At the conclusion of the pre-design phase, Sanbell will
provide the City a comprehensive pre-design report
that documents all pre-design activities and provides
anunderstanding of the corridor’s physical constraints,
environmental considerations, subsurface conditions,
property impacts, utility conflicts, and stakeholder
priorities. More importantly, the project team will
have transformed project uncertainty into informed
engineering decisions, allowing design to proceed with
confidence and significantly reducing the potential for
redesign during later project phases.
Design Phase
With the preferred corridor concept established
during pre-design, the focus of the project shifts
from identifying constraints to refining engineering
solutions. During this phase, Sanbell will advance
the conceptual roadway, utility, drainage, and traffic
improvements into coordinated construction
documents while continuing to incorporate stakeholder
feedback, agency coordination, and utility input.
Because the major project risks have already been
identified, the design team can focus on optimization,
constructability, and long-term performance rather
than reacting to unforeseen conditions.
Sanbell’s design process is intentionally collaborative.
Roadway geometry, drainage systems, utility design,
traffic engineering, right-of-way coordination, and
public engagement will progress concurrently
throughout preliminary and final design rather than
independently. Regular interdisciplinary design reviews
will ensure that decisions made by one discipline
support the objectives of the others, reducing
conflicts during final design and improving overall
constructability.
Following completion of the preliminary investigations,
the project team will prepare initial roadway layout
and utility concepts for review by the City and project
stakeholders. As additional information is received
through public involvement, agency coordination, utility
meetings, and property owner discussions, the design
will continue to evolve while maintaining the flexibility
necessary to minimize impacts and respond to A. Experience

stakeholder input. Supplemental survey pickups will be
completed as necessary to document newly developed
areas, utility improvements, or corridor features that
could influence the final design.
Stormwater Design
Stormwater management will remain one of the
primary design drivers throughout the project.
Preliminary hydrologic analyses indicate that
approximately 8,500 cubic feet of detention storage will
be required to limit post-development discharge rates
to pre-development conditions. Shallow groundwater
conditions, existing irrigation ditch facilities,
and potential wetland constraints will make the
stormwater design considerably more complex than a
traditional urban roadway project.
Based on our understanding of the corridor, Sanbell
anticipates that a series of shallow surface detention
ponds located primarily along the north side of Stucky
Road will provide the most practical and cost-effective
solution for managing stormwater quality and capacity
requirements. Multiple detention pond facilities
allow the required storage volume to be distributed
throughout the corridor while reducing excavation
depths in areas of shallow groundwater. Assuming
operating depths of approximately 2.5 feet, detention
requirements can be accommodated through relatively
shallow facilities that integrate with roadway grading
and future landscaping.
This approach also creates opportunities to utilize the
existing roadside ditch and irrigation ditch system as
controlled overflow conveyance during larger storm
events. Rather than replacing the existing drainage
network, the proposed design will seek to enhance
and integrate it wherever practical. Existing ditch
crossings will be evaluated individually to determine
whether extensions or modifications are required,
while irrigation facilities will be coordinated with local
ditch companies to maintain uninterrupted service
throughout construction and future operations.
Environmental considerations identified during
pre-design will also guide stormwater design. Pond
locations, grading limits, and overflow routes will be
refined to minimize impacts to identified wetlands
and other environmentally sensitive areas while
maintaining compliance with applicable permitting
requirements. By integrating environmental review
directly into drainage design, the project minimizes
permitting risk and reduces the potential for significant
design revisions during later project phases.
Water System Design
Water system improvements will be designed not
only to serve development along the project corridor,
but also to strengthen the long-term reliability and
operational efficiency of the surrounding distribution
system. Throughout design, Sanbell will work closely
with the City to evaluate alternatives that improve
hydraulic performance while supporting future
development planned along the corridor.
Based on our preliminary review, the preferred
approach includes connecting the proposed water
main to the existing public water systems at Discovery
Drive and Enterprise Boulevard, while also evaluating
an additional connection to South 27th Avenue. The
Genesis Building Park Subdivision is in the process
of annexation into the city and will benefit from water
connections since they have approximately 1,000-
foot-long dead-ends within Enterprise Boulevard and
Discovery Drive. Although extending the system south
along South 27th Avenue requires approximately 650
additional feet of water main, the added connection
provides meaningful operational benefits by improving
circulation within the distribution network, increasing
available operating pressures, and significantly
reducing the potential for stagnant water within future
pipeline extensions.
The design will also recognize that portions of the
western water main may remain inactive until
adjacent development occurs. Rather than requiring
unnecessary maintenance of an unused pipeline,
Sanbell will evaluate operational strategies that
allow these segments to remain isolated until future
demands warrant activation. Isolation valves, drainage
provisions, hydrants, blowoffs, and operational planning
will be coordinated with City staff to provide a system
that remains reliable today while accommodating
future growth with minimal modifications.
Utility conflicts will receive particular attention during
design. The existing 21-inch and 27-inch sanitary sewer
dictates that the proposed 16-inch ductile iron water
main be installed a minimum of 12 feet on center
from the sewer on the north side of the roadway.
This separation not only satisfies utility design
requirements but also allows the proposed water
main to be located outside the primary wheel paths
of the reconstructed roadway, improving long-term
accessibility while reducing the potential for future
pavement/traffic impacts resulting from maintenance

Design Coordination
As the project advances toward final design, Sanbell
will continue to refine construction documents
through regular quality reviews, interdisciplinary
coordination meetings, and ongoing communication
with the City, utility providers, property owners, and
reviewing agencies. Comments received during public
engagement and agency review will be incorporated
into the evolving design, allowing concerns to be
addressed while maintaining project schedule and
minimizing unnecessary redesign.
By the completion of the design phase, the City
will receive a fully coordinated set of construction
documents that reflects extensive technical evaluation,
stakeholder collaboration, and proactive risk
management. More importantly, the project will enter
bidding with confidence that major design issues have
been identified and resolved well before construction
begins, reducing uncertainty for contractors and
positioning the project for successful delivery.
Construction Phase
Sanbell views construction as the final phase of design
rather than a separate activity. While the construction
design documents establish the project’s technical
foundation, successful construction ultimately
depends on timely communication, collaborative
problem solving, and maintaining continuity
between the design team, the City, the Contractor,
utility providers, and adjacent property owners. Our
construction phase services are focused on protecting
the City’s investment by ensuring the design intent
is clearly communicated, unforeseen conditions are
addressed efficiently, and construction progresses
with minimal disruption to the traveling public and
surrounding community.
One of the greatest advantages of involving the design
team throughout construction (and vice versa) is the
familiarity developed during the previous phases of the
project. Because the engineers responsible for roadway,
drainage, traffic, utility, and right-of-way design remain
actively engaged during construction, questions can
be answered quickly, and design decisions can be
evaluated within the broader context of overall project
objectives. This continuity significantly reduces
response times, minimizes unnecessary delays, and
allows field decisions to be made with confidence while
maintaining the integrity of the completed design.
Sanbell believes the most successful construction
projects are built on proactive communication rather
than reactive problem-solving. Prior to construction,
we will work with the City and Contractor to establish
clear communication protocols, identify key points
of contact, and develop expectations for submittals,
requests for information (RFIs), utility coordination,
schedule updates, and issue resolution. Establishing
these procedures before work begins creates an
environment where potential issues are identified early,
responsibilities are clearly understood, and project
decisions are made efficiently.
Throughout construction, our project manager will
maintain regular communication with the Contractor,
City staff, inspection personnel, and utility owners

activities, and identify issues before they affect the
construction schedule. Routine progress meetings
will focus not only on planned and completed work,

with adjacent property owners. This forward-looking
approach allows potential conflicts to be resolved
before they become construction delays.
Private utility coordination will remain one of the
highest priorities during construction. The Stucky Road
corridor contains numerous existing utility facilities
that must either remain in place or be relocated while
maintaining uninterrupted service to surrounding
development. Building on the relationships established
during design, Sanbell will actively coordinate with
utility providers to confirm relocation schedules, review
conflict locations, facilitate field adjustments when
necessary, and communicate changes that could affect
utility operations. Early and frequent coordination with
utility owners reduces uncertainty for the Contractor
while minimizing schedule impacts associated with
utility conflicts.
Property owner communication will be equally
important throughout construction. Many adjacent
landowners will experience temporary impacts
associated with grading, utility installation, access
modifications, ditch improvements, or construction
activities occurring adjacent to their property. Rather
than limiting communication to formal notifications,
Sanbell will work with the City and Contractor to
maintain ongoing dialogue with affected property
owners regarding construction sequencing, anticipated
impacts, temporary access changes, irrigation
operations, and schedule updates. Providing property
owners with timely information and opportunities to
discuss concerns before construction reaches their
property helps maintain positive relationships and
reduces the potential for avoidable project conflicts.
Particular attention will be given to maintaining
coordination with the Association of Gallatin
Agricultural Irrigators (AGAI), local ditch companies,
and irrigation users. Because several ditch crossings
and irrigation facilities may require relocation or
modification, construction activities affecting
these facilities will be carefully sequenced to
maintain irrigation operations whenever practical.
Coordination meetings held in advance of critical
construction activities will allow irrigation providers
and the Contractor to jointly review schedules, identify
operational constraints, and develop solutions that
minimize disruptions to water delivery.
Sanbell will also provide timely review of shop drawings,
product data, material substitutions, and RFIs to
maintain project momentum. Questions arising during
construction often require evaluation by multiple
engineering disciplines, particularly where roadway,
utilities, drainage, and traffic control intersect. Because
our project team has worked collaboratively throughout
design, responses can be coordinated efficiently,
reducing review time while ensuring that design
modifications remain technically consistent across all
project elements.
Field observations and construction support will
extend beyond verifying compliance with the plans.
Our engineers will work closely with the Contractor
and City representatives to evaluate unforeseen field
conditions, review constructability concerns, confirm
the suitability of proposed solutions, and recommend
practical modifications when existing conditions differ
from those anticipated during design. This collaborative
approach allows the project to adapt to field conditions
without compromising safety, long-term performance,
or the City’s project objectives.
As construction nears completion, Sanbell will continue
working with the Contractor and City to address punch
list items, verify completion of contract requirements,
support project closeout documentation, and facilitate

maintenance. Lessons learned throughout construction
will be documented and shared with the City to
support future infrastructure projects and continuous
improvement.

process. By emphasizing early coordination, regular

Our Bozeman-based transportation, survey, utility,
