1. Purpose and Need of the Facilities – Verizon Wireless is proposing to relocate an existing cell
site located on a Baseball field lighting pole, and build a new standalone pole for the antenna
equipment to achieve a higher antenna location to better provide service to the area. The
proposed tower will be a 109’ top of lightning rod monopole in the existing 40’ x 25’ leased
compound area.
2. Identity – Legal Description of the exact location where the facility will be located, documented
and provided after a survey of the new tower location within the existing ease area has been
completed. The facility is located on Parcel 06079906345010000 in Gallatin County, MT as
referenced in the map below. The Property is owned by Gallatin County, 311 W. Main St,
Bozeman, MT . The tower by Verizon Wireless who leases the space from Gallatin Canyon.
Applicant is Patrick Hunter with Smartlink on behalf Verizon Wireless.
Specific and detailed drawings will be provided. A drawing of the typical tower and shelter installation is
referenced below:
3. Easement – The compound will have access from E Tamarack St. Utilities are already on site in
the compound.
4. Additional Components – Verizon Wireless is a Wireless Communications Company who
provides cellular and data coverage to its customer subscribers. The lease area will be enclosed
with a chain-link fence for security purposes and will only be accessible to operation technicians.
Additional equipment shelters may be placed within the compound to accommodate additional
wireless carrier equipment. No additional material and equipment will be stored.
5. Geological Impact – Geological impact study will be generated after zoning approval.
6. Construction of the Facilities – Construction of the facility will need to take place in early
summer due to normal weather and winter conditions at the location. Construction will require
a temporary “staging area” for the construction material. Construction should take
approximately 2-3 weeks. The area will be graded and back-filled based on the geological
engineering specifications. Construction of the facility will require typically two (2) crews of
three (3) persons. All construction and construction material should be stored within the
proposed lease area limiting any environmental impact of the area. Verizon Wireless and its
subcontractors will adhere to all OSHA safety standards.
7. Solid Waste, Operation and Maintenance – The facility will be unmanned and will not require
disposal of solid waste. The site will require site inspections approximately once a month by an
Operations Technician.
8. Code Compliance- Table on 38.330.040-1: in PLI zone, wireless communication facilities may
exceed the maximum height of a district; no collocation opportunity on an existing tower with
available space; not exceed 190’ in height; not located east of church Avenue/sourdough road,
and west of the extended alignment of Bozeman trailhead/arnica drive; tower can
accommodate additional carriers given the new carrier obtains contractual agreement with
landowner for ground space. Tower will be designed to self-collapse to meet a setback of 30% of
the height of the tower.
a. In accordance with Sec.38.410.010.B Natural topography of property is flat which allows
the tower to have minimal impact on any slopes or grades of the area. Area is open
parking lots, baseball field lights and additional radio & broadcast towers. Area is also
composed of commercial style facilities, storage, and RV parking.
b. BMC 38.330.040.B.2 - Verizon’s current location on the ballpark field-light does not meet
Verizon’s objectives due to interference issues with surrounding trees, buildings and lack
of coverage reach at its current height. Verizon RF propagation map has been provided as
to demonstrate the improvement in signal strength and coverage from the increased
height. All surrounding rooftops or structures don’t provide the adequate height needed
for improved stable coverage. Closest existing tower has no additional space and is 460’
south of proposed monopole.
c. BMC 38.330.040.B.6.e.2 – Tower will be designed to self-collapse to maintain a setback
requirement that is 30% of structure height from all property lines. Structural detail will be
demonstrated in Final Construction Drawings in the Building Permit Submittal.
d. BMC 38.330.040.B.6.f – Verizon’s new Monopole will have the capacity to accommodate
(2) additional carriers for a total of 3 carriers. CDs will demonstrate multiple carriers’
locations on the tower, and tower will be structurally designed to accommodate
additional carriers demonstrated in the tower design drawings.
e. BMC 38.330.0403B.6.h – The closest existing tower, located 460’ south of Verizon’s
current site, has no available space for Verizon equipment (see denial letter from the
tower owner). The proposed monopole is the most suitable option given Verizon’s existing
sites and the property’s zone and current use. It will create a new multi-tenant facility
positioned between existing towers to close the coverage gap and improve traffic handoff
between sites. The RF propagation map illustrates existing coverage in the area and the
improved coverage from the proposed location and increased height. The Vertical Bridge
rooftop lattice tower to the south already carries Verizon; additional towers are located to
the northwest and north that Verizon also occupies. The taller proposed tower will
strengthen coverage and improve handoff among these facilities. Other nearby structures,
including the water-tank structure, do not provide the needed height or usable ground
space. Local rooftops are roughly the same height as the existing installation and presents
ground-space constraints in the shopping center. Applicant has also yet to hear back from
the shopping center management company. Overall, the existing compound location best
fits the surrounding area and provides a more centralized site.
