Firm Profile Knife River is a vertically integrated heavy civil contractor delivering end-to-end services from extraction through construction. We prioritize safety, quality, and environmental stewardship through MSHA/OSHA compliance, disciplined training, and QA/QC plans that include materials testing, inspection hold points, and continuous improvement. Our teams align permitting and regulatory requirements with execution stormwater controls (SWPPP), dust and noise mitigation, spill prevention, and reclamation planning — so operations remain compliant and efficient. We leverage modern, well-maintained fleets sized to geology and output, with redundancy to protect critical path activities, and employ rigorous project controls: CPM scheduling, production tracking, quantity verification (including drone surveys where appropriate), and proactive risk management. Description of Proposed Solution Knife River would set up a parking lot closure on September 14, 2026 on the East parking lot. First activity would be to remove the existing curb stops in the parking lot and stockpile for reuse. After this is complete, Knife River will begin removing the existing parking lot material. Once the parking lot material is removed, Knife River will scarify the existing base, moisture condition the base, and recompact the material. Once drainage is established then Knife River will utilize a ¾” Type B hot mix asphalt and pave three (3) inches compacted in one lift. Once paving activities are completed, the existing curb stops will be replaced, and pavement markings will be installed. This is exact process will be utilized for the West parking lot.
