Technical Plan & Work Approach Terrain Inc. utilizes a systematic approach to concrete repair and earthwork, ensuring projects are delivered on time and in strict accordance with specifications. Our typical work plan for infrastructure repair includes: ● Mobilization & Site Preparation: Rapid deployment of personnel and equipment to the project site, including the establishment of erosion control and site stabilization measures. ● Precision Excavation: Utilizing state of the art equipment and experienced staff to deliver exceptional final product. ● Demolition & Removal: Efficient saw cutting and removal of existing concrete, asphalt, or subgrade materials as required. ● Utility & Infrastructure Installation: Expert handling of underground utility trenching and reinforced concrete pipe (RCP) culvert placement. ● Concrete & Site Finish: Professional fine grading, concrete placement, and asphalt patching to restore site functionality and aesthetics. 3. Description of Proposed Solution Terrain Services will execute the Bozeman City Hall Parking Lot Replacement project through a well-planned, phased construction approach that emphasizes safety, quality workmanship, and minimizing disruption to City Hall operations. Our experienced crews and modern equipment allow us to efficiently complete asphalt removal, grading, paving, and striping while maintaining continuous access for City staff and the public. Project Execution The project will be completed in two phases, allowing one parking lot to remain operational while work is performed in the other. Traffic control devices, barricades, directional signage, and pedestrian protection measures will be installed prior to construction to safely separate the work area from public access. Upon completion of the first phase, traffic will be shifted, and work will proceed in the second parking lot. Tear Out and Removal Existing asphalt pavement will be saw-cut where required and removed using excavators and loaders to minimize disturbance to adjacent improvements. All removed asphalt will be hauled to an approved recycling facility for processing and reuse. Existing unsuitable materials encountered during demolition will be removed and properly disposed of or replaced as necessary to provide a stable foundation for the new pavement. Grading and Base Preparation Following demolition, the exposed aggregate base will be evaluated for condition and stability. The parking lot subgrade will be fine graded to establish positive drainage and eliminate existing low areas responsible for ponding. Areas requiring additional aggregate will receive imported crushed road base meeting Montana Department of Transportation specifications or equivalent local standards. The prepared base will be moisture conditioned as necessary and compacted using vibratory rollers until proper density is achieved, providing a durable foundation for the new pavement. Asphalt Paving Terrain Services will install a new 3-inch hot mix asphalt pavement section in accordance with the project specifications. Asphalt will be placed using a self-propelled paving machine to achieve a consistent mat thickness and smooth surface. Breakdown, intermediate, and finish rolling will be performed immediately after placement using steel drum and pneumatic rollers to achieve proper density and surface finish. All pavement joints will be carefully constructed and sealed to maximize pavement longevity and reduce future maintenance requirements. The existing unpaved parking area will also be prepared, graded, compacted, and paved to match the finished elevations and adjacent asphalt surfaces. Striping and Site Restoration After the new asphalt has cooled and cured sufficiently, all parking stalls, ADA-compliant parking spaces, access aisles, pedestrian walkways, directional arrows, and pavement markings will be restriped to match the existing layout unless otherwise directed by the City. Pavement markings will utilize high-quality traffic paint designed for durability and visibility. The project will conclude with a comprehensive site cleanup, removal of all construction debris and temporary traffic control devices, and a final walkthrough with City representatives to ensure all work meets project requirements. Materials Terrain will furnish and install high-quality construction materials including: ●3-inch compacted hot mix asphalt pavement. ●Crushed aggregate road base where required for grading corrections and base repairs. ●Tack coat applied between existing and new asphalt surfaces and at pavement joints as required. ●Durable traffic marking paint for parking stalls, ADA markings, pedestrian crossings, and directional striping. Proposed Schedule Terrain proposes beginning construction within two weeks of receiving the Notice to Proceed, subject to weather conditions and material availability. With our experienced paving and excavation crews, dedicated equipment, and efficient project management, we anticipate completing the project in 5 working days. Proposed Construction Schedule Day 1 – Mobilization & Phase 1 Demolition ●Mobilize personnel and equipment. ●Install traffic control, barricades, and directional signage. ●Close the East Parking Lot while maintaining full access to the West Parking Lot. ●Remove and recycle existing asphalt. ●Fine grade and compact the aggregate base. Day 2 – Phase 1 Paving ●Install 3-inch hot mix asphalt in the East Parking Lot. ●Once paving is complete and the pavement has cooled sufficiently for traffic, reopen the East Lot. ●Shift traffic to the newly paved East Lot. Day 3 – Phase 2 Demolition & Base Preparation ●Close the West Parking Lot. ●Remove and recycle existing asphalt. ●Grade and compact the aggregate base. ●Prepare the site for paving. Day 4 – Phase 2 Paving ●Install 3-inch hot mix asphalt in the West Parking Lot. ●Complete all pavement tie-ins and joints. ●Reopen the parking lot once the pavement has cooled sufficiently for traffic. Day 5 – Striping & Final Completion ●Install all parking stall striping, ADA parking spaces, access aisles, crosswalks, directional arrows, and pavement markings. ●Perform final cleanup and site restoration. ●Complete a final walkthrough with City representatives and address any punch list items. Maintaining Accessible Parking Terrain will complete the project using a two-phase construction approach, ensuring that one parking lot remains fully operational during normal City Hall business hours at all times. Employees and visitors will always have access to parking while work is underway in the opposite lot. Temporary traffic control devices, directional signage, and pedestrian routing will be installed to safely guide vehicles and pedestrians through the site. Our superintendent will maintain daily communication with the City's representative regarding construction progress, traffic shifts, and any schedule adjustments resulting from weather or unforeseen site conditions. This phased approach minimizes disruption to City Hall operations while allowing Terrain Services to complete the project safely, efficiently, and within the proposed five-day schedule.
