relationship with the City of Bozeman. Owner Dylan Costales previously worked for Lyons
Excavation Inc., where he gained hands-on experience in site work, excavation coordination, and
asphalt preparation. That experience provides DK Excavation LLC with the practical knowledge
needed to complete the Bozeman City Hall Parking Lot Replacement project safely, efficiently,
and to a reliable finished standard.

dependable, safe, and responsive construction services for public-sector projects. The company’s
work is centered on excavation, grading, trenching, utility support, backfill, site preparation,

B. Description of Proposed Solution
Project Approach Overview: DK Excavation LLC proposes to provide the labor, equipment,
supervision, materials coordination, and construction support necessary to complete the work
described in the City of Bozeman RFP documents. Our approach is focused on clear
preconstruction coordination, safe site execution, consistent quality control, timely
communication, and efficient completion of the required scope.
Preconstruction Coordination: Before work begins, DK Excavation LLC recommends an on-
site preconstruction meeting with the appropriate City representatives. This meeting will be used
to confirm project expectations, review site-specific concerns, coordinate the construction
sequence, establish communication procedures, and provide adequate advance notice before
either parking lot is closed to the public.
Phased Construction Approach: Work will begin in the east parking lot. After that phase is
complete, DK Excavation LLC will move to the west parking lot and follow the same sequence.
The proposed work sequence is as follows:
1. Traffic control and site closure: Mobilize to the site, install traffic control, place barricades, and
close the active work area to the public.
2. Removal and haul-off: Remove the existing concrete parking blocks, tear out the existing
asphalt, and haul removed material off site. If dust becomes a concern during removal, on-site
water will be used for dust control.
3. Subgrade preparation: Clean up the existing road mix, place additional 1-1/2-inch road mix
where needed, and compact the subgrade with a smooth drum roller, adding water as required to
support proper compaction.
4. Asphalt paving: Once the base is ready, the asphalt subcontractor will place three (3) inches of
hot-mix asphalt and compact it to the recommended specifications.
5. Striping, parking blocks, and cleanup: Complete line striping, reinstall the existing concrete
parking blocks, and perform final cleanup before moving to the next phase.
C. Proposed Schedule
Schedule Basis: DK Excavation LLC is prepared to begin work promptly after notice of award,
contract execution, receipt of notice to proceed, and completion of required preconstruction
activities. The final schedule will be coordinated with the City of Bozeman and adjusted as
needed for bid requirements, weather, material availability, utility coordination, and actual site
conditions.
Parking Lot Phasing and Traffic Control: The schedule below represents the anticipated
construction timeline for the east parking lot from start through restoration. Once the east
parking lot is complete, the west parking lot will follow the same general sequence and duration.

During east lot construction, detour signs will direct traffic to the west parking lot. When work
shifts to the west parking lot, detour signs will direct traffic to the completed east parking lot.
Anticipated Start and Completion: If awarded the contract, DK Excavation LLC anticipates
beginning the preconstruction phase on July 20, 2026. Based on the proposed sequencing and
anticipated durations, we expect the project to be completed no later than August 31, 2026,
subject to City coordination, weather, material availability, and field conditions.

D. Recent and Current Work for the City of Bozeman
DK Excavation LLC has not yet completed work directly for the City of Bozeman. We welcome
the opportunity for this project to establish a productive working relationship with the City and
to demonstrate our commitment to safe, efficient, and high-quality excavation and site work.
E. References
Because DK Excavation LLC is a new company, it has not yet completed this type of work
directly for other clients under the DK Excavation LLC name. However, owner Dylan Costales
has performed similar projects while working with Lyons Excavation Inc., gaining relevant
experience in excavation, site preparation, asphalt preparation, and project coordination. DK
Excavation LLC is prepared to apply that experience to this project and deliver high-quality
workmanship for the City of Bozeman.

F. Price Proposal
DK Excavation LLC proposes to complete the project for the pricing outlined below. This
pricing is based on the current understanding of the scope and is subject to the final bid
documents, approved scope of work, issued addenda, confirmed quantities, stated exclusions,
and applicable contract terms.

1. Mobilization: Includes mobilization and demobilization for the full project, including heavy
equipment delivery, staging, and traffic control setup.
2. Excavation and Site Work: Includes work for both the east and west parking lots, including
removal of the existing concrete parking blocks, removal and off-site disposal of existing asphalt,
subgrade preparation, and import of 1-1/2-inch road mix if required.
3. Asphalt Paving and Line Striping: Includes placement and compaction of three (3) inches of
hot-mix asphalt for both parking lots, as well as restriping both lots to match the existing layout.
4. Restoration and Cleanup: Includes labor and materials to reinstall the existing concrete parking
blocks, remove project signage and traffic control devices, and complete final site cleanup in
accordance with City requirements.
Assumptions and Clarifications: Pricing assumes normal working hours unless otherwise
required by the bid documents. Quantities are based on information available at the time of bid.
Unforeseen subsurface conditions, hazardous materials, utility conflicts not shown in the
documents, and owner-directed scope changes may require adjustment through an approved
change order.

G. Affirmation of Nondiscrimination and Equal Pay
DK Excavation LLC (name of entity submitting) hereby affirms it will

acknowledges and understands the eventual contract will contain a provision prohibiting
