I took a look, and I appreciate the changes you have made. I will say in general, our engagement program encompasses more than what you wrote here (we do engagement with groups/people outside of boards and neighborhood associations), but it’s not needed to put that in the charter. I have no major concerns with what is written here, but I do wonder about this particular point: “The City shall consult the Inter-Neighborhood Council during the formative stages of citywide planning efforts, policy initiatives, and budget discussions that affect neighborhood associations.” I’m glad to see INC mentioned in this capacity because we absolutely should be including their perspective in our engagement processes. I wonder how other people interpret this and whether they feel everything the city does can be considered policy that impacts neighborhood associations, and therefore, INC should be reviewing everything. That would be a huge ordeal and require this board to meet weekly, similar to the Commission, just to avoid being too much of a backstop in the review process of items. In general, I support ensuring INC is included in our big issue plans, and I’m happy to have our team work with them in a closer capacity on the neighborhood's budget specifically. I talked to Chuck Winn and he said I could ask you to review the current version of Article VIII of the proposed amended Charter for your input. We are interested to know if there is anything in this version that will adversely affect your current endeavors to define the City's public engagement plan. Is there anything in our draft that you think should not be in there, and why it shouldn't be? Other thoughts on Article VIII? I can send you the current version, or you can get it by downloading the attachments to the July 15 City Study Commission agenda. I cannot, however, figure out how to attach it from here. Thanks
