The design and development of all land uses must be properly related to topography, and must, to the
maximum extent possible consistent with the other requirements of this chapter, preserve the natural
terrain, natural drainage, existing topsoil, trees and other vegetation.
The BCPC Facility project is an infill project located in a commercial subdivision from 2000. The site has
commercial development on the south side and east sides, railroad tracks and North 7th Avenue bridge
on the west side. The site has no existing trees or shrubs. The site was apparently used as a stockpile area
for surrounding development, dating as far back as when the Gallatin Park Subdivision was constructed.
The stockpiles have been partially removed over the years, but vegetation is intermittent and weeds are
prevalent. Since the existing conditions of the site are not pristine, nor does the site contain any important
vegetation, development of the site does not negatively affect the natural environment, but may improve
it by removing a source of weed seeds.
The natural drainage of the site flowed to the northwest corner of the site. The grading for the proposed
buildings and parking lot match that flow direction with the proposed storm pond being on the northwest
corner of the site. Any discharge from the pond will flow down the historic flow path for this area. Very
minimal offsite area historically flowed to the subject area, but the small area that did has been addressed
in the grading and will continue to flow northwest as they have historically. The offsite flows are further
addressed in the stormwater design report.
The existing topsoil on the site will be salvaged prior to construction and reused within the landscape
areas of the site. The remaining topsoil will be reused on another site within the general vicinity.
While the proposed grading flattens a portion of the site for the building and parking lot, the site grading
ties into native ground smoothly. No negative effects will occur to offsite terrain as a result of the
proposed grading.
