HomeMy WebLinkAbout022a-Traffic Waiver Letter February 9, 2026 SENT VIA EMAIL Jeremy May, PE Engineer, Headwaters Engineering, Inc. 1105 Reeves Road West, Suite 6 Bozeman, MT 59718 jmay@headwatersmt.net RE: Determination of TIS Waiver Request for the BCPC Facility – Lot 12 Gallatin Park Dear Mr. May, The City of Bozeman (City) has reviewed your Traffic Impact Study (TIS) waiver request for the Bozeman Classic Pickleball Facility on Lot 12 Gallatin Park Project (Project) submitted to the City on December 7, 2025. This letter serves to notify you that a TIS is not required for this project. The City’s current Municode BMC Section 38.710.050.A.11.g.(1) states that a TIS is required if the proposed development meets the following criteria: (a) The proposed development exceeds the following thresholds. For uses not included below refer to Table 2 from Chapter 2 of the ITE Recommended Practice: Multimodal Transportation Impact Analysis for Site Development; Use Threshold Single detached dwellings 35 dwellings Single attached dwellings 60 dwellings Multi-dwelling structures 90 dwellings Retail 5,300 sq. ft. gross floor area (b) The development proposes access spacing that do not meet the requirements on any collector or arterial streets; (c) The development intensifies use and is not adjacent to a collector or arterial street; (d) The proposed development is in an area that was included in a previous TIS and the trip generation for the proposed development exceeds the values assumed for the area in the previous TIS or if the previous TIS is more than 5 years old. (e) Other special circumstances as determined by the Director of Transportation and Engineering. Table 2 from the ITE Recommended Practice indicates a general basis for the thresholds is 50 trips in the peak hour. The 12th Ed of the ITE Trip Generation Manual does now include Pickleball Courts (LU 489) and 9 courts yields 40 PM peak hour trips. Coupled with the 3 pm peak hour trips for office space, the total is 43 PM peak hour trips. Since the total trips do not meet the threshold of 50 peak hour trips, a TIS is not required.
