Traffic Study Waiver Request

Dear Taylor,
The Site Plan for the BCPC Facility on Lot 12 of the Gallatin Park Subdivision is being completed and will be
submitted to the City of Bozeman Community Development Department soon. The purpose of this letter is
to request a waiver from performing a traffic study. Lot 12 is part of the Gallatin Park Subdivision, and traffic
was already considered in the 1999 design report completed by TD&H, submitted with the subdivision.
Access to and from Lot 12 will be from existing Gallatin Park Dr.
The Site Plan for Lot 12 includes 18,605 SF indoor pickleball facility and a 2,282 SF office building. Traffic
calculations, using the ITE Trip Generation 12th Edition, are below:
Office Space= 14.87 ADT per 1,000 sf = 34 trip ends
Office Space = 1.43 ADT per 1,000 sf Peak Hour AM = 3.26 trip ends
Office Space = 1.50 ADT per 1,000 sf Peak Hour PM = 3.42 trip ends
Pickleball Facility – Utilize Community Center as equivalent
Community Center = 21.49 ADT per 1,000 sf = 400 trip ends **
Community Center = 2.32 ADT per 1,000 sf Peak Hour AM = 43.16 trip ends **
Community Center = 3.72 ADT per 1,000 sf Peak Hour AM = 69.21 trip ends **
** These Peak Hour numbers are likely double what the site will experience. With only 43 parking spaces
allocated to Pickleball on the site, it is very unlikely that more than 75% of the spaces will turnover during a
peak hour. This suggests the peak hour is closer to 32 trip ends. It is also impossible for the 43 parking
spaces to fully turnover 10 times per day in order to match the calculated ADT. The applicant has another
indoor facility and has counted cars to validate our parking calculations.
Total Proposed ADT = 434 ADT (72.6 peak hour trips**)
Gallatin Park Subdivision Traffic Calcs
According to Appendix D of the 1999 Gallatin Park Subdivision Design Report by TD&H, Gallatin Park Drive
(formerly Silverado Drive) was expected to see 4,660 ADT. According to the subdivision plat, the road
provides access to 21.2 acres of lots within the subdivision. Lot 12 is 2.01 acres, or 9.5% of the total lot area

of the subdivision. Allocating the 4,660 trips by lot area would equate to 441 ADT for Lot 12 from the design
report.
The proposed 434 ADT is less than the planned 441 ADT per the design report. With this information, we
request a waiver from the requirements of a traffic study.
