As i mentioned previously, I think a full time neighborhood coordinator is a fundamental step in accomplishing the city wide neighborhood program the draft rightfully advocates. If that is the intention, this language is insufficient. It would accommodate a full time planner, for example, who provides scant support for the Neighborhood Program especially during busy times in the planning office. Adding the term “fully dedicated “ after “staff member” is a necessary revision to provide for a full time INC liaison. I believe having such a dedicated staff person is a cornerstone to creating a strong program which is a major component to the improved citizen engagement the Commission and the public have been seeking. This is especially important to assist with the formation of new neighborhoods and to assure that communication flows in BOTH directions. I agree with Mr. Winn’s observation that this has budget implications. That is exactly as it should be to effectively implement an objective (citizen involvement) that the City has committed to as a priority. Please revise the language to better reflect the (re)creation of a full time staffer dedicated solely to the neighborhood program. Thank you again for your important service.
