Dear Commissioners:
I have been active in the Bozeman development community, most recently the Cannery Flats
apartments.
I very much support nominating Gallatin County census tract 6 for Opportunity Zone 2.0 designation.
The quagmire of building affordable housing can be traced to financing and equity. The returns required,
and debt service to maintain, in today's capital environment make it almost impossible to "make the
numbers work". The 2.0 designation would alleviate a lot of the capital hurdles faced by developers. For
example, the 10-year treasury yield.today is about
4.45%. That is almost 3 times the yield in 2022 of 1.5%. That is one measure lenders and equity
providers use to peg returns needed for viable developments.
I think Tract 6 is a very good location for this designation. If we help ease the burden of capital needs like
this, Bozeman will start to enjoy the freedom to develop important housing.
