For the June 23 City Commission meeting, I am writing to ask the Commission to move
Consent Item F.9 - Authorize the City Manager to Sign an Opportunity Zone Proposal to the
Montana Department of Commerce to the Action Agenda. I am making this request
because there are many potential flaws of opportunity zones, as the following articledescribes: Potential Flaws of Opportunity Zones Loom, as Do Risks of Large-Scale Tax
Avoidance.
I note that both Bozeman's Midtown Neighborhood and Northeast Neighborhood could be
adversely affected if the state of Montana were to approve this proposal, and thus I ask that
this issue (Consent F.9) be discussed openly and transparently as part of the City
Commission's Action Agenda on June 23, 2026, or during a subsequent City Commission
meeting. Thank you.
