To the Bozeman Study Commission:
Please see the comments below on Section 2.03(a) of the draft charter (Powers and Duties of
the Mayor):
The current language says that the mayor "shall" represent the city in intergovernmental
relationships," which implies that the mayor is the only person authorized by the charterto represent the city in this way. This is not true in practice.
A better way of saying this would be: "The mayor shall be a voting member of the citycommission and shall attend and preside at meetings of the commission. The mayor
MAY represent the city in intergovernmental relationships, present an annual state ofthe city message ... The mayor shall be recognized as the head of the city government
..." It should be considered that the role of the mayor change to be a member of the city
commission who only votes in the case of a tie. This would help to structurallyencourage the commission toward consensus.
This also helps to keep the mayor more credible as a presiding officer and more able togenuinely facilitate discussion rather than advocate for a side, while still being useful in
the times when the commission truly can't reach agreement.This would be increasingly important if voters choose to adopt wards this November.
