History
•City has been doing
engagement for years
but not with a dedicated
program until recently
•Neighborhoods program
(2007) and Boards
•Bozeman Strategic Plan
(2018) called for

•Engage Bozeman (2021)
Engage Framework Update
•In 2023, Montana State Legislature passed MLUPA,
overhauling land use and setting minimum
requirements for public participation
•Doing what is called for, but need to update our
framework
•Looking at our processes, reflecting, and improving
our program
•Using opportunity to raise awareness

strategy for our engagement program:

•Started in 2022 with the Fowler road project
•Staff fills out template, Comms and City Manager reviews, shares with Commission

Engagement Bozeman Platform
•Projects with approved engagement plans go on
engage.bozemanmt.gov
MLUPA
•Requires cities to adopt new land use plans and unified
development codes.
•Cities must:
o Front-load public input
o Implement specific housing strategies (14 provided strategies and
we chose 5 in UDC process)
o Update development review process
o Adopt a land use plan & create a planning commission
MLUPA
•Requires the following for Public Participation:
o Dissemination of draft documents
o Opportunity for written/verbal comments
o Public meetings after effective notice
o Electronic communication regarding the process
o Analysis of and response to public comment
o Document all public participation
o Local governing body adopts a public participation plan

Engagement Process
•Meetings with staff, boards/Commission
•Opened a survey, have materials up at City Hall/at
engagement events
•Hosted a webinar to educate on MLUPA, sharing flyer
