Good afternoon,
I am a homeowner in Harvest Creek subdivision and a retired professional civil engineer and
university faculty member. I have reviewed the Master Plan DRAFT for the new Cattail linearpark and offer the following comments and thoughts:
1. I noticed some major contradictions in the DRAFT document regarding the proposed paved
path and bikeway through Harvest Creek. On Sheet 12, which is a larger-scale overview of thefull plan, the paved path begins at Annie Street with a bikeway across Oak Street and down
Buckrake Ave to Annie Street. On Sheet 20, which is a closer view of the proposed plans, theHarvest Creek segment is entirely different. It shows a short bikeway on Hunters Way and
then the paved path beginning at the cross-trail to Monkey Park and then on to Annie Street. Please revise and clarify.
2. A few more benches in the Harvest Creek section of the park would be appreciated.
3. For the existing Harvest Creek trail from Oak Street to Annie Street, there is a short section
at Oak Street that is narrower than the desired 10 feet minimum trail width. Currently, thethought is to avoid this section for the main anchor trail location. However, I was wondering if
for this section a small retaining wall or walls (with some safety railings) could be installed topermit a 10 feet wide trail section (the stated minimum specs for the anchor trail). If such a
change could be made, it appears to me that the full-width paved trail could go down theexisting Harvest Creek trail R-O-W from Oak Street to Annie Street. I think this might be
preferable to having a ped section AND a bikeway along Buckrake Ave. How about somecreativity for this short bottleneck section ?
4. Monkey Park is not shown on several plan sheets as part of the "final vision" and Master
Plan of the park. I think it should be included similar to Rose Park with the existing PED trailshown.
5. Lastly, with Harvest Creek subdivision being targeted for significant transportation and
housing projects along our borders (e.g., Fowler Extension, 27th Street improvements north ofBaxter bringing more traffic to our east side, and city-supported housing along our west side),
consideration should be given to spending some additional transportation funds for our sectionof the park as mitigation for all of the various impacts affecting us. See # 3 above, since that
project would make a good addition to the overall park plan. Nick Ross can afford it and Ithink mitigation expenditures in Harvest Creek should be seriously considered. These costs
could be above and beyond the basic funding for the existing Cattail park.
