Dear Inter-Neighborhood Council (INC):
I am writing to diplomatically remind the INC that on Thu, Jun 18 (start time TBD), theBozeman Study Commission (SC) will be holding a public hearing on the proposed final
draft of a new Bozeman City Charter. The proposed new City Charter will be voted on by
Bozeman residents on Tue, Nov 3, 2026.
That said, I am also writing to:
(1) Ask the INC to offer updated written public comment to the SC in support of Article VIII -
ROLE OF PUBLIC ENGAGEMENT IN LOCAL GOVERNANCE (email:govreview@bozemanmt.gov);
(2) Ask the INC leadership to attend the Jun 18 SC public hearing in person and offer oral
public comment in support of Article VIII - ROLE OF PUBLIC ENGAGEMENT IN LOCALGOVERNANCE; and
(3) Ask each INC representative to submit individual written public comment to the SC in
support of Article VIII - ROLE OF PUBLIC ENGAGEMENT IN LOCAL GOVERNANCE.
I am making these three "asks" because Deputy Mayor Douglas Fischer (May 6, 2026) has
already offered written public comment to the SC to delete Article VIII (formerly Article VII)
and because Mayor Joey Morrision (Jun 4, 2026) has already offered oral public comment
to the SC advocating to weaken the role of the INC within Article VIII. Also, before or on Jun
18, it is entirely possible that other public comment in opposition to Article VIII will besubmitted to the SC.
In conclusion, please remember that the Montana Constitution, Article 2, Section 8 - RIGHT
OF PARTICIPATION reads as follows: "The public has the right to expect governmentalagencies to afford such reasonable opportunity for citizen participation in the operation of
the agencies prior to the final decision as may be provided by law." Please do not let MayorJoey Morrison, Deputy Mayor Douglas Fischer, or others weaken the role of INC or
eliminate Article VIII from the proposed new Bozeman City Charter.
