HomeMy WebLinkAbout028 Water and SewerGallatin Center Subdivision Preliminary Plat Application 28 - Water and Sewer The property has an existing 8-inch ductile iron water main extending along Rawhide Ridge Road, and through the property to Thomas Drive. Several existing water mains are located in adjacent streets, including an 8-inch ductile iron water main in Max Avenue, and 12-inch ductile iron water mains in Baxter Lane, Thomas Drive, and Cattail Street. Wastewater collection pipes also surround the property. There are 8-inch PVC sewer mains in Thomas Drive, Rawhide Ridge Road, Max Avenue, and Cattail Street. Baxter Lane has a 24-inch Asbestos Concrete sewer main. No water and sewer main extensions are proposed with this subdivision. Water and sewer improvements will be proposed in the future, with subsequent subdivisions of the remainder lot (Lot B). The water and sewer exhibit included in this section shows the preliminary location of the future water and sewer utilities within future phases (separate subdivision). Preliminary water and sewer reports are included in this section, which include anticipated water and wastewater demands for the subject property. These reports are preliminary, since the water and sewer mains are not part of this subdivision application, and will be installed with subsequent subdivisions. The City of Bozeman has expressed concern for the capacity of existing water and sewer infrastructure with the added demands from the future development of the subdivision. The water and sewer reports in this section detail the anticipated water and sewer demands associated with the subdivision. The City of Bozeman will need to evaluate the existing infrastructure to determine if any offsite improvements will be required. Please see the responses below to the items in Section 38.220.060 – Additional Subdivision Preliminary Plat Supplements in the Bozeman Municipal Code. a. Water rights. Describe how the proposed subdivision intends to satisfy section 38.410.130. Provide all documentation of water rights appurtenant to the proposed subdivision; e.g. previous estimates or actual payment-in-lieu of water rights, certified well logs, decrees or adjunctions, etc. The property owner does not currently possess any water rights for the proposed subdivision property. Water rights for future service to the lots will be addressed on a site- by-site basis, with subsequent applications. b. The information needed to demonstrate proposed compliance with division 38.270. Special care is needed when concurrent construction is proposed. Concurrent construction is not proposed with this application. The rights-of-way will be dedicated with the subdivision. General This design report outlines the preliminary future sewer main extensions, which are anticipated to be installed with subsequent subdivisions of the proposed remainder lot (Lot B) of this subdivision. The current property is a 68.33-acre parcel (Minor Sub 210, Section 23, Township 01S, Range 05E, Lot 3) located northwest of Baxter Lane and North 19th Avenue in Bozeman, Montana. The timing of construction for these wastewater improvements has not yet been determined. The sewer main extension is proposed to be constructed with future subdivisions, once planned. The sewer main design, and this report will be subject to separate subdivision reviews once the remainder lot (Lot B) is further subdivided. For this reason, this report is considered preliminary, as it may be revised with future applications. This 2- lot subsequent minor subdivision does not include any sewer main extension. The following references were used in the wastewater facilities design and capacity analysis: - COB Design Standards and Specifications Policy, 2024 - COB Modifications to Montana Public Works Standard Specifications (MPWSS), Addendum #3 - City adopted MPWSS and Adopted Addenda - COB Wastewater Facility Plan, 2024 - Circular DEQ- 2 - City of Bozeman Infrastructure Viewer Design procedures and parameters from the COB Design Standards and Specifications Policy were followed in the sewer infrastructure planning for this subdivision. B. Proposed Collection System The future sewer main extension is anticipated to consist of 1,817 linear feet of 8” PVC pipe meeting COB specifications. The maximum manhole spacing will not exceed 400 feet for the 8-inch main with a manhole barrel size of 48-inches. Manholes will be constructed according to COB specifications. C. Capacity Analysis A capacity analysis was performed for the proposed sewer main extensions. The Gallatin Center Subdivision property was recently rezoned to the B-2M (Community Business–Mixed) zoning district. While this zoning allows a range of uses, the majority of the property is anticipated to be used for commercial development based on the zoning and location. Commercial uses are expected to generate significantly lower wastewater demands compared to other uses permitted within B-2M zoning. For this analysis, the anticipated future lots (to be created from remainder Lot B) were evaluated assuming commercial sewer demands. Lot A is planned for residential development. Demand estimates for this lot are based on the unit count from the preliminary site plan for Lot A, which has been submitted under a separate application (Planning #25693). A site plan overview sheet of proposed Lot A is included in Appendix 1 of this report. Per COB DSSP Section 5.2.4, the analysis assumes 64.4 gallons per capita per day (gpcd), an average household size of 2.17 residents per dwelling unit, and an infiltration allowance of 150 gallons per acre per day. Because development details for the remainder lot (Lot B) have not yet been determined, planning values were applied to estimate average daily flows. Anticipated commercial development for future lots were evaluated using B-2 planning values rather than B-2M values, to align with the likelihood for commercial use. The remainder lot property (Lot B), is anticipated to consist of 5 developable lots, based on the preliminary anticipated lot layout for the future subdivisions. The calculations refer to these anticipated 5 developable lots as Lots B-F. Peak flow rates were determined using the following peaking factor equation: Qmax / Qave = (18 + P0.5) / (4 + P0.5) (P = Population/thousands) The population for Lot A was calculated based on the proposed unit count and 2.17 residents per unit. Equivalent populations for the future Lots B–F were back-calculated by dividing the estimated average daily flow by 64.4 gpcd. The resulting peaking factor was then applied to obtain the peak flow rate for each lot. Detailed calculations are provided in Appendix 2. The estimated wastewater flows for each lot are summarized in Table 1 below. Table 1: Wastewater Flow Calculations Summary Once the property is fully subdivided and developed, the subject property is estimated to generate a peak design flow of approximately 0.44 cfs (201 gpm). The proposed sewer main extensions have been designed to operate at no more than 75 percent of full capacity under peak hour conditions at full buildout. Based on minimum required pipe size and slope, an 8-inch PVC sewer main was selected. At a slope of 0.40%, the 8-inch main provides a capacity of 0.64 cfs at three-quarters full depth, which is sufficient to convey the projected peak flow of 0.44 cfs from the subdivision. Supporting calculations are included in Appendix 3. D. Existing Infrastructure Capacity Analysis Lot A: Proposed Lot A of the subdivision has a planned residential development which has been submitted under a separate application (Planning #25693) and is also included in Appendix 1 of this report. While infrastructure plans for this development have not yet been finalized, it is likely that the effluent generated will ultimately flow into the existing 8” PVC sewer main stub off Cattail Street or directly into the sewer main in Max Avenue. The sewer main in Cattail Street will ultimately discharge the effluent to the sewer main in Max Avenue. The preliminary site plan for the development of Lot A is included in Appendix 1 of this report. Preliminary Future Lots to be Created from Lot B (With Subsequent Subdivisions): The remainder of the property does not have any associated development planned at this time. Based on the existing infrastructure and topography of the land, it is anticipated that effluent generated from any future development of Lot C will likely flow into the existing sewer main in Rawhide Ridge Road, which will ultimately flow into the sewer main in Max Avenue. Future development of Lot E or Lot F will likely discharge effluent into the proposed main extension in the future extension of Sartain Street, which ultimately leads to the sewer main in Max Avenue. Future development of Lot B and Lot D will most likely connect to the proposed sewer main planned for the Sartain Street extension. While there is a possibility of utilizing the existing sewer main along North 27th Avenue, its extreme bury depth makes it a less practical option. Therefore, the Sartain Street sewer main is the anticipated discharge location for both lots. In summary, the City of Bozeman should evaluate the capacity of the existing sewer main in Max Avenue to ensure it can accommodate the flow generated by the future development of proposed Lots A through F, as this main is expected to serve as the ultimate discharge location for the lots. The subdivision lot layout and utility locations are shown in Appendix 4 for reference. E. Conclusion The future subdivisions of Gallatin Center Subdivision remainder lot (Lot B) improvements are proposed to include 8” PVC sanitary sewer mains extending from Max Avenue and continuing through part of the future Sartain Street extension. These sewer mains will have the capacity to handle the effluent generated by the future subdivision. General This design report outlines the preliminary future water main extensions, which are anticipated to be installed with subsequent subdivisions of the proposed remainder lot (Lot B) of this subdivision. The current property is a 68.33-acre parcel (Minor Sub 210, Section 23, Township 01S, Range 05E, Lot 3) located northwest of Baxter Lane and North 19th Avenue in Bozeman, Montana. The timing of construction for these water main improvements has not yet been determined. The water main extensions are proposed to be constructed with future subdivisions, once planned. The water main design, and this report will be subject to separate subdivision reviews once the remainder lot (Lot B) is further subdivided. For this reason, this report is considered preliminary, as it may be revised with future applications. This 2- lot subsequent minor subdivision does not include any water main extension. The following references were used in the preparation of this report: - COB Design Standards and Specifications Policy, 2024 - COB Modifications to Montana Public Works Standard Specifications (MPWSS), Addendum #3. - City of Bozeman Water Facility Plan, 2024 - Circular DEQ-1 - City of Bozeman Infrastructure Viewer - Uniform Plumbing Code Design procedures and parameters from the COB Design Standards and Specifications Policy were followed in the water infrastructure planning for this subdivision. B. Proposed Water System The future water main extension is anticipated to consist of approximately 1,355 linear feet of 8" Class 51 ductile iron pipe. The water main will be looped, connected to the water main stub in Max Avenue, and also connected to the existing water main in North 27th Avenue. The layout of the proposed water main will meet the City of Bozeman design criteria and will be located within the proposed public right-of-way and separated from the proposed sanitary sewer main by a minimum distance of 10 feet. Fire hydrants will be installed at intersections and spaced no more than 500 feet apart, fulfilling the distance requirement for fire hydrant spacing, as well as assisting in flushing of the main. Gate valves will be installed at the connection points to the existing mains and as otherwise required by the City of Bozeman design standards. C. Demand Analysis The Gallatin Center Subdivision property was recently rezoned to the B-2M (Community Business– Mixed) zoning district. While this zoning permits a wide range of uses, the majority of the property is anticipated to be used for commercial development based on the zoning and location. Commercial uses are expected to generate significantly lower water demands compared to other development types permitted within B-2M zoning. For this analysis, the anticipated future lots (to be created from remainder Lot B) were evaluated assuming commercial water demands. Lot A is planned for residential development. Demand estimates for this lot are based on the unit count from the site plan for Lot A, which has been submitted under a separate application (Planning #25693). A site plan overview sheet of proposed Lot A is included in Appendix 1 of this report. Per COB DSSP Section 4.2.4, the analysis assumes 135 gallons per capita per day (gpcd) and an average household size of 2.17 residents per dwelling unit. The remainder lot property (Lot B), is anticipated to consist of 5 developable lots, based on the preliminary anticipated lot layout for the future subdivisions. The calculations refer to these anticipated 5 developable lots as Lots B-F. Because development details for the remainder lot have not yet been finalized, planning values were applied to estimate average daily demands. Anticipated commercial development for the anticipated future lots (Lots B–F) were evaluated using B-2 planning values rather than B-2M values, to align with the likelihood for commercial use. To determine peak demands, a peak hour factor of 3 was applied to the average daily demand, per COB DSSP Table 4.2.3. A fire flow demand of 3,000 gallons per minute was then added to the peak hour flow, based on COB DSSP Table 4.2.4 for Community/Neighborhood Business land uses. Maximum hour demands were calculated for each proposed lot using these parameters. A summary of estimated peak demands is provided in Table 1, with detailed calculations included in Appendix 2. Table 1: Water Demand Calculations Summary Once the property is fully subdivided and developed, the property is estimated to have a peak hour water demand of 7.23 cfs or 3,243 gpm, which includes fire flow. E. Conclusion The Gallatin Center Subdivision property is anticipated to be served by the existing surrounding infrastructure, as well as future water mains installed with future subdivisions of the remainder lot (Lot B). This project will require the approval of the City Engineer and the Montana Department of Environmental Quality. The City of Bozeman has stated that there is a concern for the capacity of the existing infrastructure in place.
