HomeMy WebLinkAbout024 VegetationGallatin Center Subdivision Preliminary Plat Application 24 - Vegetation Please see the responses below to the items requested in Section 38.220.060.A.5 in the Bozeman Municipal Code. a. Vegetation Map. On a plat overlay identify critical plant communities such as stream bank or shoreline vegetation; vegetation on steep, unstable slopes; and vegetation on soils highly susceptible to wind or water erosion. Please see the 406 Weed Control Noxious Weed Report and Weed Control Program Service Agreement included in this section. An exhibit is included which shows the location of all weed species locations. b. Protective measures. Describe measures to preserve trees and critical plant communities (e.g., design and location of streets, lots, and open spaces). There is a limited number of trees located within the subdivision. The initial phase of subdivision improvements will not interfere with any trees on the property. Aside from the proposed subdivision improvements, no development is proposed with this application. The lots will remain undeveloped until subsequent site plan applications are submitted. c. Noxious weed management and revegetation plan. Noxious weeds must be controlled in all developments as directed by the county weed control district in accordance with the Montana County Noxious Weed Control Act (MCA 7-22-21). The developer must have any noxious weeds identified and their location mapped by a person with experience in weed management and knowledgeable in weed identification. A noxious weed management and revegetation plan approved by the district for control of noxious weeds must be submitted with the preliminary plat application. This plan must ensure the control of noxious weeds upon preliminary plat approval and the revegetation of any land disturbed during the construction of subdivision improvements. Please refer to the Noxious Weed Management and Revegetation Plan and the 406 Weed Control Noxious Weed Report included in this section. 24 – Vegetation 406 Weed Control Noxious Weed Report To: Joselyn Hartwig, AE - Madison Engineering Fr: Mark Nichols – 406 Weed Control Re: Noxious Weed Management Plan for Proposed Gallatin Center Subdivision Dt: 4/18/2025 Property Description: The subject property is approximately 68.33 acres consisting primarily of managed grassland used for hay production (50.5 acres) with the balance being in unmown native grasses (8.0 acres) and two creeks with adjacent tree lines and marsh (9.4 acres). The property is bordered by 19th Street and Max Avenue on the east side, Baxter Lane on the south side, Thomas Drive on the west, and Cattail and Rawhide Ridge Streets on the north. Noxious Weeds Noted: Canada & Musk Thistle Spotted Knapweed Hoary Alyssum Common Tansy Houndstongue The interior hay field has been responsibly managed and was found to be free of noxious weeds. The ground here is productive and the grass growth is dense. This area will continue to be managed for hay until developed. The unmown perimeter of the property along the road ways, pedestrian dirt paths that extend north and south along 19th and Thomas, and fence lines have patches of Canada and Musk thistle and scattered Hoary Alyssum. The 8 acres of unmown native grass land on the north end has Canada thistle scattered throughout. The east creek has significant patches of Canada thistle along the tree line bordering the creek. Some Hoary Alyssum and Musk thistle was noted in this area but not in significant amounts. The west creek has extensive marsh grass areas adjacent to it on the south end. Common Tansy is prevalent here and is encroaching into the grass margins along 19th street west of the Post Office. Tansy is also found in patches along both sides of the creek above the flood line and encroaching into the native grass land on the north end. Canada thistle and some musk thistle is also found along the length of the creek. At the north end of the creek at the northwest corner of the property, Spotted Knapweed was found in quantity. The northeast corner of the property has an area of wetlands consisting of a small pond with cattails and willow shrubs. Houndstongue was found here although not in any large quantities. Musk and Canada thistle surround the marsh area and extend along Rawhide Ridge in the perimeter margins. Environmental Considerations & Herbicide Selection. In consideration of the varieties of noxious weeds found, the proximately to wetlands/riparian areas and the current pedestrian use of the property we recommend the use of Corteva Opensite herbicide. Opensite can be applied adjacent to wetlands and running water and is approved for park & recreational areas. Opensite will be applied with a non-ionic surfactant such as Liberate at an application rate of 3.3 oz/acre with a 20 gallon per acre diluent rate. Application Plan: Perimeter margins, interior farm road edges and native areas along the creeks and marshes will primarily require hand spraying using an ATV pulling a 70-gallon spray trailer. The eight-acre native grassland on the north end will require broadcasting using the same equipment. For the noxious weed varieties present, an application date of mid-June is recommended. If a Memorandum of Understanding is not obtained from our office by 6/3/2028 an extension to the WMP is required. Requirements for Final Plat:  Implement this Weed Management Plan – properly manage the noxious weeds!  Document all weed control activities - see checklist on back page (all are required)  Provide a copy of the required covenants regarding Noxious Weed control  Obtain a Memorandum of Understanding with the Weed District Required covenants regarding Noxious Weed control can be found in Section 6 Part Q of the Gallatin County Subdivision Regulations and are posted on our website (www.gallatin.mt.gov/weed-district). This Weed Management Plan is a binding agreement between the landowner and the Gallatin County Weed District (MCA 7-22-2152). Failure to provide documentation of annual weed control will be considered a breach of agreement and may result in denial of the Memorandum of Understanding from our office.
