Gallatin Center Subdivision Preliminary Plat Application 22 - Groundwater The subdivision property falls within the Bozeman Solvent Site boundary. Please see the Solvent Site Map included in this section. Representatives for Tasman Geosciences and the DEQ have been contacted for additional information regarding information on requirements for construction within the subdivision. Please see the correspondence included in this section. Please see the responses below to the items requested in Section 38.220.060.A.3. in the Bozeman Municipal Code. Depth. Establish the seasonal minimum and maximum depth to the water table, dates on which these depths were determined, and the location and depth of all known aquifers which may be affected by the proposed subdivision. The high-water table must be determined from tests taken during the period of major concern as specified in writing by the county environmental health department. Specific locations for test holes may also be determined by the county environmental health department. Monitoring wells were drilled across the site on May 2nd, 2025. Weekly groundwater monitoring has taken place through August, with monthly monitoring continuing presently. The most up-to-date groundwater data collection is included in this section and will be updated with future submittals of this application. Please refer to the Groundwater Monitoring Report included in this section, which includes information on the captured peak groundwater levels for the season, a map of monitoring well locations, and a table of up-to-date groundwater data collection. Steps to avoid degradation. Describe any steps necessary to avoid the degradation of groundwater and groundwater recharge areas. A Storm Water Pollution Prevention Plan (SWPPP) will be approved before any construction occurs. In August 2011, the Montana Department of Environmental Quality issued the Record of Decision (ROD) for the Bozeman Solvent Site. Tetrachloroethene (PCE) is the main contaminant of concern for the Bozeman Solvent Site. The ROD identified that the Bozeman Solvent Site site-specific clean up level (SSCL) for PCE in groundwater is 5 µg/L. There are no Bozeman Solvent Site groundwater monitoring wells on the west side of North 19th Ave North. Historically, a private well north of the project property (R-07) and a private well south of the project property (R-49) were sampled as part of the Bozeman Solvent Site. R-07 was sampled 6 times between 2000 and 2003. PCE was detected at 1 µg/L in June 2001 and 0.8 µg/L in December 2001. These concentrations are less than the SSCL. PCE was not detected (<0.5 µg/L) during the other sampling events. R-49 was sampled annually from 2000 and 2014, and PCE was not detected (<0.5 µg/L) during any of the sampling events. Groundwater flow across the Bozeman Solvent Site is from the south to the north. Based on historical groundwater data, PCE is not expected to be detected in groundwater at your project area. The ROD does not identify construction requirements related to the Bozeman Solvent Site in the area of your project. However, if construction activities require a dewatering permit, the Construction Dewatering General Permit (CDGP) application requires the applicant to contact me regarding current 2 groundwater plume conditions. Follow-up monitoring conducted on May 9th, 2025, recorded higher groundwater levels in all wells compared to the initial readings taken the week prior. Weekly monitoring was conducted through the end of August 2025, and monthly monitoring thereafter. During this time, groundwater levels showed a consistent and steady decline. This clear downward trend supports the conclusion that the seasonal high groundwater level occurred in early May, during the second week of recorded data. This peak groundwater period falls within the expected seasonal window for peak groundwater conditions in the Gallatin Valley. The groundwater monitoring data collected for the Gallatin Center Subdivision property is included in Appendix A, along with a map, showing the locations of the monitoring wells. Additional evidence supporting this conclusion comes from regional groundwater monitoring data, which shows peak groundwater typically occurs between early May and mid-June in this portion of the valley, depending on annual snowmelt timing and spring precipitation. The nearest long-term monitoring well in the Montana Bureau of Mines and Geology’s Ground Water Information Center (GWIC), Well ID #231692, is located northeast of the project site near the intersection of North 19th Avenue and East Valley Center Road. The location of the well relative to the project site is shown in Appendix B. This monitoring well shows groundwater peaking around early June in 2021, mid-June in 2022, and late May in 2023. There was not sufficient data collected in 2024 or 2025 for this well for an accurate peaking estimate. This well, though north of the subject property, reflects seasonal peak groundwater trends typical for this portion of the valley. Hydrographs for this well are included in Appendix B. Further support comes from groundwater monitoring conducted as part of the West Winds Planned Community PUD Groundwater Investigation, which took place just southwest of the Gallatin Center Subdivision property, near the intersection of Baxter Lane and North 27th Avenue. The groundwater monitoring data collected for this investigation shows the majority of the monitoring wells experienced peak groundwater from early May to late June. The West Wind Subdivision Groundwater Investigation Report, which includes the hydrographs for the monitoring wells, can be found in Appendix C. Both groundwater collection data sets from neighboring areas support the conclusion that the Gallatin Center Subdivision experienced its seasonal high groundwater levels during the second week of site monitoring in early May 2025. When considered alongside the observed hydrogeologic context and trends, this alignment indicates that the monitoring period was appropriately timed and representative of typical peak seasonal conditions in this portion of the Gallatin Valley. These.sediments were deposited in the form of alluvial fans from later Tertiary to early Quaternary time. (Slagle 1995.) Within the project site, a series of nine (9) shallow groundwater monitoring wells were installed on April 8,2003. (See Figure 1.) Construction consisted on placing a 3"diameter PVC perforated sewer pipe in a soils investigation test pit. After installation of the monitoring pipe the test pit was backfilled with native material. Soil logs of each test pit along with a description of each monitoring wells construction are included in Appendix A. After installation,the groundwater level in each monitoring well was periodically monitored. Monitoring records are included in Table 1 and are also shown on Figure 2 and 3. These investigations and groundwater monitoring found the following: The depth to groundwater ranges from approximately 2 to 10 feet below ground surface. Groundwater becomes shallower from south to north across the site, and is also shallower in the topographically low-lying areas. r Groundwater levels in the southern and western portions of the site rose during the spring and early summer. The maximum fluctuation observed was approximately 3 feet at MW- 9. This rise and subsequent decline in groundwater levels was in close correlation to the time period that the Section Line Ditch(Davis Lane). (See Table 3.) Groundwater levels generally declined in the central and northeast portions of the site during the monitoring period. By October 17, 2003 groundwater levels dropped below the bottom of all nine of the monitoring wells. In several cases the bottom portion of the Monitor Well casing filled up with silt,which made it impossible to continue monitoring groundwater when the groundwater levels dropped below the top of the silt. On December 19, 2003 during the Geotechnical investigation, four(4) additional groundwater monitoring wells (B-1 through 4)were installed. (See Figure 1.) Logs of these wells are included in Appendix A, and a further discussion of the Geotechnical Investigation is available in the Geotechnical Investigation Report. These monitoring wells were installed inside the geotechnical borehole; and, are completed at a deeper and more discrete interval than the MW series monitor wells. Typical installations consist of screen from 10 to 15 feet with sand pack up to 7 feet, and a bentonite seal to ground surface. Despite the slightly different completion design, groundwater levels are consistent with the groundwater monitoring data trends observed in MW-1 through MW-9. (See Table 1 and Figure 1 and 2.) Groundwater monitoring to date in the B series monitoring wells shows that groundwater is between 4 and 9.2 feet below ground surface. (See Table 2.) Both the test pit logs and the Geotechnical investigation logs show that the lithology ofthe site consists of silty sand, gravel and cobbles that are overlain by silt loam and silty clay loam. This is consistent with the Natural Resources Conservation Service(MRCS) soils properties descriptions(See Appendix B.) During excavation ofthe test pits they filled with groundwater quite rapidly,which is a good indicator that there is large quantities of groundwater at a shallow depth below the site. According to Williams Plumbing and Heating who installed a water main line(approximately 6.5 feet deep) across the full length of the site(from south to north), trench dewatering was required. Typical dewatering consisted of installing dewatering wells (drive/slurry points)on approximately 100-foot spacing along the pipeline alignment. Then each dewatering wells was pumped with a 5 hp sump pump for approximately 3 weeks. At the onset of dewatering,the pumps continuously ran at a rate of approximately 300 gpm per dewatering well. By the end of three weeks the pumping rate diminished significantly and each pump was only periodically cycling. At that point Williams began excavation and the trenches stood open quite well and pipe installation was straightforward. In general,Williams indicated that progressively more dewatering effort was required the further north they went across the property, and toward the center of the property which is near the topographically low lying areas Adjoining Wells Appendix C of this report includes a detailed listing of existing adjoining wells as listed by the Groundwater-Water Information Center Montana Bureau of Mines and Geology Montana Tech ofthe University ofMontana.
