13 - Phased Improvements
Phasing/Completion of Improvements:
The Gallatin Center Subdivision is a proposed two-lot subsequent minor subdivision creating Lot
A and a remainder lot (Lot B). Lot B is intended for future subdivision and development through
subsequent applications.
For this subdivision, improvements include the extension of Rawhide Ridge Road, construction
of a permanent stormwater retention/infiltration basin on Lot A and the installation of a
temporary retention/infiltration basin south of Rawhide Ridge Road (within Lot B). Additionally,
minor improvements to Cattail Street are proposed, which will include the installation of curb
and gutter, a boulevard, and a sidewalk along a portion of the south side of the roadway. The
improvements are proposed on the section of roadway beginning at the end of the City capital
improvements project and extending to the portion of the road near the roundabout which already
meets City standards.
Future subdivision and development of Lot B will occur with subsequent applications. The
Overall Phasing Exhibit included in this section identifies Lot A as the current phase and Lot B
as the future phase area. The exhibit also illustrates potential future roadway extensions within
Lot B; however, these alignments are conceptual and will be finalized and constructed with
future subdivision applications.
Permanent stormwater facilities on Lot A will be constructed with the subdivision improvements.
This proposed retention/infiltration pond is located within an area to be dedicated as parkland as
part of the Lot A site plan (Planning #25693). The property owner of Lot A is identified as the
responsible maintenance party for the retention/infiltration pond. Integration of the pond within
the parkland area is consistent with coordination completed with the City of Bozeman Parks
Department; supporting correspondence is included in this section. Although the basin is located
on private property, it serves only to manage runoff generated within the adjacent public right-of-
way. Because it does not serve multiple lots or separate ownerships, the facility complies with
Bozeman Municipal Code § 38.410.080.
A temporary retention/infiltration basin is proposed within Lot B to prevent runoff from
discharging onto the Rawhide Ridge Road extension until the property south of Rawhide Ridge
Road develops. Additional stormwater details are provided in Section 029 – Stormwater
Management.
Concurrent Construction:
Concurrent construction is not proposed with this application. The extension of Rawhide Ridge
Road and associated stormwater management facilities, as well as the proposed improvements to
Cattail Street will be constructed with the subdivision. The development of Lot A will proceed
once the subdivision reaches final plat.

Fire Access:
The proposed extension of Rawhide Ridge Road will not include a fire apparatus turnaround. The
City of Bozeman capital improvements project includes the construction of North 27th Avenue,
which will provide through access and eliminate the need for a turnaround on Rawhide Ridge
Road. The City has indicated that the North 27th Avenue project is planned to be constructed in
the Spring of 2026. Per correspondence with the Bozeman Fire Marshal, if North 27th Avenue is
not constructed at the time Rawhide Ridge Road is extended, a movable barricade will be
installed near Max Avenue to restrict vehicular access. The Fire Marshal has confirmed this as an
acceptable alternative to a temporary turnaround.
Development of Lot A will not rely on access from Rawhide Ridge Road or North 27th Avenue.
For details on internal circulation within Lot A, refer to the Site Plan application (Planning
#25693).

Hi Josely,
Yes, you may place the stormwater pond in parkland. The surface area of the pond is subtracted from the parkland
dedication total and will need to be paid as CILP instead. Location is fine. Will the POA/HOA/Developer be
responsible for long-term maintenance of the stormwater pond or will City Stormwater be responsible since it is
runoƯ from the ROW? If POA/HOA/Developer will need to access the pond for maintenance, then we will need to
draft a access and maintenance easement with the site plan application.
As for process from Parks, when the site plan is submitted, you will need to include a park easement for the
parkland area since you will not be dedicating and transferring the property (from my understanding). Engineering
wise and construction wise I would check with Cody. Since the subdivision is exempt from parkland requirements
at PP, we would not have you show any future parkland on plat.

Hi Ross and Addi,
I’m reaching out regarding the Gallatin Center subdivision improvements, to get the City’s input on a
stormwater management facility within a proposed parkland.

Due to several constraints associated with the stormwater management design for the Gallatin Center
Subdivision improvements, we will need to place a 0.2-acre stormwater surface pond north of Rawhide Ridge
Road to manage runoff from the public right-of-way. This pond is located within the designated parkland for the
Thompson Thrift site plan for Lot A of the subdivision. The issue we are running into is, if the pond is placed on
a separate lot, as is typically requested by the City, the parkland frontage would drop to only 38%.
In order to increase parkland street frontage, we are proposing to implement the storm pond into the proposed
parkland, which would then increase the street frontage to 51.2%. We have received a comment from Cody
Flammond with the Thompson Thrift concept plan, stating that stormwater management facilities could be
located within parkland. The comment is shown below:
For reference, I’ve attached an exhibit of the site plan showing the proposed stormwater facility on the
Thompson Thrift site plan.
We are seeking the City’s input on two main points:
1. Whether the stormwater pond can be considered part of the parkland. We understand that the area of
surface water may not count towards parkland area. Our main objective is to increase street frontage of
the parkland.
2. If this is accepted, how to approach the dedication of the parkland, since the storm pond will be
installed with the subdivision, and the park will be dedicated with the subsequent site plan application.
Some options we have considered include:
Proposing the storm pond within a temporary maintenance easement with the subdivision, then formally
dedicating the entire park, including the stormwater feature with the site plan.
Dedicating the 0.2-acre storm pond area as parkland (if allowed) with the subdivision, and then
dedicating the rest of the parkland with the site plan.
We have also explored the possibility of moving the storm pond to another location within the park,
away from frontage of Rawhide/Max that is more conductive to variable park layouts, and could be
implemented as a park amenity.
We would appreciate your feedback on whether these options are acceptable to the City, or if you would
recommend an alternative approach.

My name is Brett Hanlon, and I have a question regarding Gallatin Center Subdivision Phase I, Lot
A—specifically concerning the requirement for an emergency fire truck turnaround on Rawhide
Ridge Rd.
Given that construction of North 27th Ave. is anticipated to begin in 2025, and Lot A will not
require access from Rawhide Ridge Road, would it be acceptable to construct Rawhide Ridge
Road up to its future connection with 27th Street and install a barricade at Max Avenue to restrict

vehicular access until 27th Ave. is complete? This approach would eliminate the need for a
temporary fire apparatus turnaround.
