HomeMy WebLinkAbout24122 Notice NOTICE OF SITE PLAN APPLICATION This application is evaluated against the site plan procedures and criteria of section 38.230.050 of the Bozeman municipal code (BMC) and including the associated standards as outlined in 38.230.100, BMC. Approval or conditional approval may be granted by the decision maker if all criteria are met. Project Name: Sage Peak and Alder SP Application: 24122 Summary: A Site Plan application to construct 9 multi-family residential buildings and 1 clubhouse for a total of 341 units. The project is located along W. Graf Street, east of the intersection with S 19th Avenue. The site is located within the proposed South Range Crossing II subdivision (SRX II), which will extend new city streets and utilities to the proposed development. The SRX II subdivision has not received final plat approval at this time. The proposed development will include a 55+ senior building called Sage Peak Apartments containing 101 units, located on the future Lot 2 of SRX II subdivision. The building is proposed to be 4-stories with a mixture of one and two-bedroom units, including an elevator and on-site amenities. The 8 multi-family buildings, known as the Alder Ridge Apartments, will contain the remaining 240 units, and will be located on the future Lot 1 of SRX II, along with the clubhouse and additional amenities. Each of the 8 multi-family buildings is proposed to be 4-stories, with 6 buildings proposed to each contain 32 dwelling units, and 2 buildings proposed to each contain 24 dwelling units. The overall project is proposed to be completed in phases, with the first phase to include the necessary infrastructure and clubhouse. The remaining buildings will be sequentially built to allow phased occupancy as they are completed. Street parking will be utilized along all future street frontages in addition to 420 on-site parking stalls and a minimum of 64 bicycle parking spaces. Outdoor amenities for the development include a gazebo, dog park, outdoor gathering areas, and a playground. Indoor amenities include a community room, fitness area, common laundry, and other small common gathering spaces. Additionally, the application includes associated design and infrastructure improvements pertaining to stormwater, vehicular and bicycle parking, landscaping, lighting, and pedestrian pathways. One departure is requested with the application to the Landscaped Block Frontage standards under BMC 38.510.030.C.2, regarding building entrances must be visible and directly accessible from the street. The applicant is requesting a departure per BMC 38.510.030.C.3.a, which states that block frontages with steep slopes and/or those facing busy arterial streets and very limited pedestrian traffic may warrant some flexibility to this standard (particularly in residential districts). The project proposes to utilize the incentives for affordable housing as outlined in BMC 38.380.040, specifically Type A Incentives, with 100% of the units to be deed-restricted at 60% AMI. The proposed incentive requested is a minimum motor vehicle parking requirement of one space per dwelling for all districts other than B-3; however, the bicycle parking standards and requirements of section 38.540.050 remain applicable per BMC 38.380.040.C.3.f. Parcel size: 9.19 acres Location: no physical address; property is located approximately 600 feet east of the intersection of W Graf Street and S 19th Avenue.
