Good Afternoon, Mayor and Commissioners,
Haven, HRDC, and Family Promise would like to thank the Commissioners and the
City of Bozeman for prioritizing investments in emergency shelter operations during
the budget process.
As the three of our organizations, alongside the City of Bozeman, City of Belgrade,
Gallatin County, and others, work to deploy the regional strategy to address
homelessness, this funding is a critical component of our ability to make progress in
advancing programming and local solutions that not only address homelessness but
help people either prevent it or overcome it.
The 2027 Biennium recommended budget detail includes $345,700 in budgeted
expenses from the General Fund for Community Programs - designated for
emergency shelter (listed as HRDC Warming Center). This represents Bozeman’s
share of the annual funding gap, which is collectively filled by the region’s
municipalities. This funding will be directed not only to HRDC but also allocated
proportionately among HRDC, Haven, and Family Promise.
This collective impact work and model is building community and bridging success.
Predictable annual funding creates the stability necessary for program continuity,
strategic planning, and workforce retention, while strengthening the long-term
sustainability of both the organization and the community services residents rely on.
