I'm a dark sky fan. I have concerns with Chapter 38 UDC Sports Lighting Section 38.560.050. What is the justification
for requiring sports lighting fixtures to be mounted at a minimum height of 70 feet? Is that necessary for smaller
facilities such as a single pickleball or tennis court? This requirement could significantly increase project costs. The
code also limits off-site lighting to 0.3 footcandles. However, the DarkSky Outdoor Sports Lighting (OSL) program
focuses on candela (glare) limits rather than footcandles. Footcandle levels diminish with distance, while glare
remains visible. For example, car headlights a mile away produce essentially zero footcandles at an observer's
location but can still create significant glare due to their high candela output. Would it be more appropriate to
require DarkSky OSL certification for sports lighting installations? This would provide a nationally recognized
standard that addresses glare, light trespass, and environmental impacts.
