EXECUTIVE SUMMARY
The City of Bozeman is entering a transformative period in its urban forest’s history. Rapid
population growth, intensified development pressure, increased climate stress, and expanded
public expectations require a modernized 2026 Urban Forest Management Plan (UFMP) that is
rigorous, data-driven, operationally practical, and publicly accessible. ArborPro, Inc. is uniquely
qualified to lead this effort.
ArborPro has more than 25 years of national urban forestry planning experience, providing
expert UFMP development, municipal forestry analysis, canopy assessment, public engagement
strategy, and long-term operational modeling to more than 600 municipalities, counties,
universities, and federal agencies across the country. We have deep experience in rapidly
growing, high-elevation, cold winter communities similar to Bozeman, as well as in cities
undergoing development-driven canopy pressure, climate adaptation challenges, and emerging
pest threats.
The City’s RFP outlines a need for a comprehensive planning document that expands far beyond
a conventional forestry report. ArborPro fully understands the City’s expectations for the 2026
UFMP, including:
• Infrastructure and Management Analysis
Complete evaluation of tree inventory data, canopy distribution, species diversity, age-class
distribution, maintenance needs, and software/work order systems. ArborPro will use Bozeman’s

canopy coverage goal supported by spatial analysis.

A full assessment of current operations, equipment, contracting budgets, and resource allocation,
compared against standards for cities of comparable size and growth rates. ArborPro will produce
a realistic, implementable staffing and budgeting roadmap tailored to Bozeman’s next decade of
growth.
• Planning & Development Integration
Expert review of current municipal processes, including third-party tree installation approval,
development review, tree protection, parkland acceptance, construction impacts, and
interdepartmental coordination. ArborPro will provide updated policy, code, and procedural
recommendations and tools to improve efficiency and consistency.
• Community Engagement & Outreach
The plan will include a fully developed Community Engagement Plan (CEP) that incorporates
multiple in-person and virtual public meetings, stakeholder sessions, Urban Parks & Forestry
Board work sessions, and a public-facing final presentation to the City Commission. ArborPro

• Insect & Disease / Climate Preparedness
The UFMP will provide science-based preparation for the arrival of Emerald Ash Borer (EAB),

complemented by over 20 years of experience as a CPR/First Aid Instructor and instructor
certifications in Scuba Diving and maritime activities.
Throughout his career, Oscar has collaborated with more than 300 public agencies,
municipalities, and private entities across the United States. His experience includes leading
large-scale projects, such as the Hurricane Katrina Clean-Up and Recovery Efforts, where he

overbook project managers, authors, or GIS staff.

ArborPro’s current planning and inventory workload includes ongoing or recently initiated

SCOPE OF PROPOSAL
ArborPro will develop a comprehensive 2026 Urban Forest Management Plan (UFMP) that
provides a strategic, data-driven, and community-supported framework for managing Bozeman’s
urban forest over the next decade. Our methodology directly aligns with all five service
categories listed in the RFP:

(2) Staffing & Equipment,
(3) Planning & Development Integration,
(4) Community Engagement,
(5) Insect & Disease / Disaster Preparedness, and
(6) Plan Development Details & Deliverables.
Our approach consists of six integrated phases:
PHASE 1 — PROJECT INITIATION & BACKGROUND REVIEW

fields tailored to client needs and features direct integration with Google Street View for
visual context when available. Field personnel can attach photos directly from their mobile
devices, capturing on-site images that highlight tree characteristics such as health, structure,
and any damage.
Users can also record free-form observations in the notes section, ensuring no detail is
overlooked. With administrative access, cities and organizations can add or edit data fields at
any time to accommodate evolving requirements.
Additionally, each record includes a dedicated Work History Tab that chronologically tracks
all scheduled, completed, or pending maintenance activities. To support efficient navigation
and data sharing, the interface includes built-in tools to print tree-specific reports, access
real-time directions via Google Maps, and securely share data subsets through the "More
Options" feature.

WORK ORDER MANAGEMENT – WORK MANAGER
ArborPro’s work order management system, developed by Certified Arborists, is purpose-

orders either by selecting trees directly on the interactive map or by filtering records in the
database view. These work orders are immediately accessible to field crews and contractors
via any web-enabled device, ensuring real-time coordination between the field and office.
Each assigned work order includes a unique identifier linked to the corresponding tree
location on the map, enabling crews to quickly locate and address each task. Field personnel
can update the status of completed work, log maintenance costs, and utilize a mass update
feature to apply changes across multiple locations in a single action.
For added operational resilience, ArborPro includes a fully functional offline version of the
work order tool. Field crews can continue logging activity and capturing updates even in areas
without cellular or Wi-Fi coverage, with automatic syncing once connectivity is restored.

This mobile-optimized tool can be embedded in city websites or accessed via QR code. A
recent deployment at the Los Angeles Arboretum lets visitors scan a code and interact with a
live, GPS-based tree map, displaying species, photos, and Google Street View. The platform
balances accessibility and security, offering a streamlined user experience while safeguarding
data visibility.
REPORTING CAPABILITIES
ArborPro offers robust and user-friendly reporting features that allow users to generate fully
customized reports tailored to their needs. A variety of charts and graphs are available for
clear data visualization, and reports can be easily printed or saved as PDFs. Users can also
export the complete dataset ArborPro provides a suite of powerful, easy-to-use reporting
