COMMISSION RESOLUTION NO. 2876 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, RECOGNIZING THE RESULTS OF COMMUNITY NEEDS ASSESSMENT, ADOPTING NEEDS ASSESSMENT AS OFFICIAL PLANNING DOCUMENT AND ADOPTING POLICIES TO ADDRESS IDENTIFIED NEEDS. WHEREAS, the City of Bozeman, with the assistance of the Human Resources Development Council and the Montana State University Marketing Association, has conducted an assessment of the community's perceptions of the City's highest needs; and WHEREAS, the review of surveys and meetings has produced a list of needs perceived as more severe then normal by the citizens of Bozeman; and WHEREAS, the City Commission recognizes its responsibility and ability to perform certain activities to address the needs of the City. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1. That the 1991 Needs Assessment of the City of Bozeman is recognized as an official ducment to aid in the setting of priorities to address the highest needs of the community. Section 2. That the City of Bozeman will support the District IX Human Resources Development Council, the City-County Planning Office and other agencies in identifying and conducting activites that address the identified needs. Section 3. That the City of Bozeman will support the development of a housing plan that will assess, quantify and set goals for resolving the housing needs of the community. Section 4. That the City of Bozeman will authorize and support an on-going needs assessment process to help assure that the changing needs of the community are recognized and met. Section 5. That the City of Bozeman does hereby adopt the attached statement of policies for addressing the needs identified in the 1991 assessment. SULLIVAN Clerk of the Commission APPROVED AS TO FORM: ,-''I , ... ~ POLICY STATEMENT The City of Bozeman does hereby adopt the following policies for addressing the needs identified in the 1991 Needs Assessment, an official planning document for the City of Bozeman per Commission Resolution No. 2876. 1. The City will support the District IX Human Resources Development Council in the project to construct affordable housing for low- and moderate-income households on the ten- acre Westside HRDC tract. 2. The City will continue monitoring the need for affordable housing by supporting an on-going needs assessment process in the City of Bozeman. 3. The City will place development projects that will help solve the severe housing shortage in the Bozeman Master Plan area in high priority, especially those that will produce affordable housing for low- and moderate-income households. 4. The City will continue to support efforts by various agencies and service groups to obtain low-cost financing for homebuyers and developers of low- and moderate-income housing. 5. The City will address other needs identified in the Assessment, by effective budgeting of available funds, and carefully setting priorities according to highest need and availability of appropriate solutions. -- --.-----.- -- ---------
