Study Commission Members: Thank you for your dedication in studying our form of government and proposing revisions to the Bozeman City Charter. The purpose of this email is to suggest an edit to the subject of Public Engagement. In the Neighborhood Association section, I recommend including a requirement that all Bozeman citizens be represented by a Neighborhood Association. In order to ensure that the voices of all citizens and all Neighborhoods are available to the commission, creating a system where Neighborhood Associations are set up on a city-wide basis - similar to Missoula'a Neighborhood Association map - is the most democratic and equitable solution. Neighborhood Associations are valuable in providing two-way communication between citizens and municipal government. A city-wide network of Neighborhood Associations would allow for targeted alerts and information distribution (road construction, proposed development, traffic changes) as well as feedback in the form of surveys, Neighborhood meetings, INC meetings, etc. Different Neighborhoods are likely to have a variety of views and feedback for the commission, and hearing the voices of citizens in all Bozeman Neighborhoods gives broader and more varied input than a geographically-limited scenario. I urge you to create a representative and robust Neighborhood Association network by baking democratic principles into this section of the city charter.
