Dear Members of the Bozeman Study Commission: I am writing to express my strong personal support for Article VIII of the proposed Bozeman City Charter revision currently under consideration by the Study Commission. The work of the Study Commission represents a significant civic opportunity—one that arises only periodically—to thoughtfully review and strengthen the structure of our local government. This process is intended to engage citizens, evaluate what is working well, and identify meaningful improvements that will benefit Bozeman both today and in the future. Article VIII, as part of this broader effort, reflects the Commission’s commitment to improving how our city functions in a transparent, accountable, and forward‑looking manner. I am particularly supportive of provisions that reinforce clarity in governance, strengthen public trust, and ensure that our city policies and structures remain responsive to community needs. An especially important element of this work is the role of Neighborhood Associations and the Inter Neighborhood Council (INC) in fostering meaningful civic participation. These organizations provide an essential bridge between residents and local government, giving community members a structured and accessible way to share concerns, collaborate on solutions, and stay informed. Supporting and recognizing these forms of civic infrastructure strengthens grassroots engagement and helps ensure that decision-making reflects the lived experiences of Bozeman’s diverse neighborhoods. Well-supported Neighborhood Associations and a strong INC can enhance transparency, improve communication, and build trust between the City and its residents. By creating consistent channels for dialogue, these bodies contribute to more informed policymaking and a more responsive government. Inclusion of these elements within the Charter framework, as envisioned in Article VIII, helps reinforce a culture of participation and shared responsibility for Bozeman’s future. Bozeman is a growing and dynamic community. Thoughtful updates to our Charter are essential to ensure that our systems evolve alongside that growth. The Study Commission has emphasized inclusive engagement, open deliberation, and meaningful public input throughout its work—principles that are critical to maintaining confidence in local government and encouraging civic participation. These values should continue to guide decisions about Article VIII and the Charter as a whole. Supporting Article VIII means supporting a vision of governance that is: Transparent, so residents understand how decisions are made Accountable, so leadership remains responsible to the public Adaptable, so the City can meet future challenges effectively Inclusive, ensuring that the community’s voice remains central For these reasons, I respectfully encourage the Commission and the community to support Article VIII as part of a thoughtful and balanced Charter update that serves the long‑term interests of Bozeman.
