Dear Members of the Bozeman Study Commission,
I strongly support retaining formal recognition of Neighborhood Associations and the Inter-Neighborhood Council in the City Charter.
Neighborhood associations provide one of the few structured ways for residents tocommunicate directly with the City, organize around local concerns, and participate
meaningfully in decisions that shape Bozeman’s future. Removing this language from theCharter would weaken transparency, reduce public engagement, and further erode trust
between residents and city government.
Bozeman is experiencing rapid growth, but growth alone should not be mistaken for
community well-being. The City has consistently prioritized high-density development whilemany residents feel increasingly unheard. Despite a large increase in apartment construction
and rising vacancy rates, housing remains unaffordable for many working residents. Thissuggests that simply approving more development without broader consideration of
community character, infrastructure, livability, and long-term affordability is not solving theunderlying problems.
Neighborhood associations help provide the local knowledge, accountability, and citizenparticipation necessary for balanced decision-making. Their role should be strengthened —
not diminished.
I urge the Study Commission to retain and support Charter language recognizing
Neighborhood Associations and the Inter-Neighborhood Council as important components oftransparent and representative local government.
