To the Study Commission:
I respectfully disagree with the idea that public engagement should stay out of the city charterbecause it may create more process or reduce flexibility. A city charter should not only define
how government works. It should also reflect the values the community wants to protect overtime.
Public participation is important to trust, transparency, and accountability in a growing citylike Bozeman. Article VII does not give governing power to Neighborhood Associations or
the Inter Neighborhood Council. It simply recognizes that organized community involvementmatters and deserves a consistent role in civic life.
Without clear expectations, public engagement can easily become inconsistent or pushed asidedepending on who is in office. Including these principles in the charter helps make sure future
residents continue to have a voice in decisions that affect their city.
Public input takes time and effort, but that is part of good government. Creating clear
opportunities for residents to be heard should be seen as a responsibility, not a burden.
