Dear Bozeman Study Commission:
Please keep the 5/13/26 draft language in Article VII, which codifies NeighborhoodAssociations (NAs) and the Inter-Neighborhood Council (INC) and which incorporates input
from INC representatives. The existence and purpose of NAs and the INC need to remainin Bozeman's City Charter.
Neighborhood Associations have democratically elected officers, including their
representative on INC. And, the INC is the only city advisory body that is not appointed bythe City Commission. Hence, the INC provides crucial neighborhood perspectives and
voices to Bozeman's municipal governance.1
At least three new NAs have recently been formed or revived, which shows the INC is
growing along with Bozeman. The more NAs there are in INC, the more valuable INC
becomes to public participation in Bozeman's municipal governance.
Please keep the language of Article VII that defines and protects the institutional structuresof public engagement.

1 Municipal governance refers to the systems, processes, and structures through which
cities, towns, and villages manage public affairs, deliver services, and enforce local laws. It
is the most localized level of government, directly impacting residents' daily lives by
handling essential community needs and civic infrastructure.
