The City is committed to creating a roadmap for building and maintaining a system where no one is killed or seriously injured, and residents, workers, and visitors have access to safe transportation choices. The Kittelson & Associates, Inc. (Kittelson) team will work with the City and community to create a safety action plan that supports this vision and integrates leading-edge technology to enhance the City’s ability to diagnose and respond to problems. Kittelson has teamed with DJ&A and the Western Transportation Institute (WTI) at Montana State University to bring the City an unmatched combination of national and local multimodal safety planning and design and community engagement expertise. We have also selected Western Systems and Citian to join our team as the vendors for the signal analytics equipment (Currux Vision) and the safety data platform (CRASH). The team’s project manager will be Nick Foster, AICP, RSP1 who will be supported by Andy Daleiden, PE as project principal. Nick and Andy are based in Boise, ID and have been working together on safety projects for 18 years. Both have experience with safety planning and analysis in Montana and surrounding states, leading innovative safety plans including the Kalispell Main Street Safety Action Plan and Reserve Street (Missoula) Safety Action Plan. We have provided guidance to these, and other, cities in maximizing grant funding to implement community focused safety improvements. Having completed more than a dozen transportation planning and safety projects in the Bozeman area, DJ&A brings a compelling understanding of community partners’ needs and existing conditions. Kittelson and DJ&A are currently working together on the Belgrade Safety Action Plan and Main Street Demonstration Project. WTI provides the City with a robust community engagement partner with experience aligning with Engage Bozeman and targeting underserved communities, in addition to national expertise in safety culture development. Kittelson is prepared to build upon the City’s Streets Are for Everyone (SAFE) Action Plan, and craft a fruitful safety action plan for the city of Bozeman through our: National Safety Expertise. We are not aware of any known existing conditions that may impede our ability to complete this project. Kittelson carries Professional Liability, Commercial General Liability, Automobile Liability, Workman’s Compensation, and Employer’s Liability Insurance policies in amounts required by the City of Bozeman. Financial Bonding Capabilities As a professional services firm, Kittelson does not have bonding capabilities, but is open to reasonable security deposit via a cashier’s check, certified check or money order. They deliver significant work for growing municipalities, and specialize in delivering efficient, cost- effective infrastructure to meet the current and future needs of growing communities in western Montana. DJ&A has completed more than a dozen transportation planning/ safety projects in the Bozeman area and is working with Kittelson to deliver SS4A safety plans for the Missoula MPO and the Confederated Salish & Kootenai Tribes. They are also working to develop the Gallatin Valley MPO’s first Long Range Transportation Plan. Kittelson and DJ&A have built a strong, collaborative partnership over 6 years, working together on transportation projects across Montana. Montana State University’s Western Transportation Institute (WTI) is the nation’s largest institute focusing on rural transportation and has twice been designated as a National University Transportation Center (UTC), and twice as a Tier 1 UTC, by U.S. DOT. WTI leads the nation in rural transportation safety research and has led the National Center for Rural Road Safety (a designated FHWA Center of Excellence) since 2016. WTI has led safety projects at the local government levels with an emphasis on traffic calming solutions that enhance the safety of all users, including active transportation modes. WTI has performed analysis of systemic and specific safety needs and staff are well versed in the Safe System Approach. WTI staff have developed university level courses with a focus on active transportation safety. EQUIPMENT & TECHNOLOGY CONTRACTORS Citian, Inc. (Citian) is an industry leader in providing Software-as-a-Service solutions for safety and asset management planning and compliance. Their technologies enable clients to optimize existing data with the latest advances in AI and Machine Learning and propel their planning capabilities into the 21st century. Based out of Washington, D.C. (in the same building as Kittelson’s D.C. office), Citian brings together decades of engineering talent, research, data science, and computer programming to serve clients and transportation professionals nationwide from the local to the federal level. Citian’s staff is led by a qualified team of professionals with decades of experience in transportation engineering, safety, and planning. Citian will provide the CRASH (Crash Reduction through Analysis of Safety Hazards) platform to inform the Safety Action Plan and to serve as the city’s performance monitoring dashboard. CRASH is an industry-leading crash safety and analytics and management platform that exceeds the requirements outlined by providing all elements in the RFQ, plus the ability to complete predictive modeling. With three years of access to the Citian CRASH platform, Bozeman will be able to evaluate the efficacy of near-term projects and the platform itself, with respect to its ability to save staff time and help them make more effective decisions. Citian will be providing the City with three years of access to its CRASH platform, which Kittelson will use for the safety analysis portion of this plan. Western Systems has been a leader in traffic management solutions for nearly 25 years, partnering with city, state, and county agencies across the western U.S. to implement cutting-edge transportation technologies. Specializing in intersection management, advanced detection systems, and AI-driven traffic applications, they deliver solutions that enhance safety, efficiency, and mobility for clients and communities. For the City of Bozeman, Western Systems will provide Currux Vision technology integrated with Bozeman’s Yunex controller platform, offering detailed safety analytics, multimodal detection, and live monitoring services. The Currux Vision platform provides several key functionalities to address safety concerns, including multimodal traffic data collection and detection, which assists in understanding where vulnerable road users are, the conflicts that exist (near misses), and other behaviors that could impact safety, such as redlight running, aggressive acceleration/deceleration, and speeding. We have one adopted and four ongoing SS4A plans in Montana. Key team members from these efforts will all be involved in this plan to ensure that City staff have access to the forefront of safety planning and SS4A program expertise. 20+ years of advising Montana communities on safety improvements. Kittelson has completed 50+ projects in Montana ranging from safety action plans to corridor/intersection planning and design. This includes the ongoing College Street, 8th to 11th project in Bozeman. We completed MDT’s Safety Engineering Manual and are MDT’s #1 ranked consultant for their Traffic Safety Term Contract (2023-25). Kittelson’s Montana experience is supplemented by DJ&A’s 50+ years of experience in Montana and WTI’s recent work supporting the City’s SAFE Action Plan. Our vendors are also experienced in the area: Western Systems is the City’s and MDT’s current signals equipment vendor and Citian is supplying the City of Helena with its ADAPT platform. National expertise obtained from leading local, regional, and national research, including the Highway Safety Manual (HSM), 1st Edition, FHWA’s Road Safety Audit Guidebook, and NCHRP Research Report 1036: Roadway Cross Section Reallocation: A Guide. Kittelson has worked with a range of vendors to use their tools to inform project decisions and also worked with agencies to evaluate their products to determine if and how to best use them in practice. For instance, our team’s project manager Nick Foster has completed signal analytics projects with the Oregon and Pennsylvania Departments of Transportation. The purpose of these projects was to pilot the technologies in different situations and provide guidance for future deployments by the agencies. We recently worked with the City of Hillsboro, Oregon to integrate connected vehicle data into their safety plan and helped Washington County, Oregon evaluate big data sources for their safety plan. We also worked with MDT to evaluate vendors for their Automated Traffic Signal Performance Measures (ATSPM) technology, which they are now piloting on three corridors. We will be continuing this work this year to retime one of the pilot corridors in conjunction with a safety project. Innovative and effective community engagement that meets people where they are physically and energetically. We understand that our friends, family, and neighbors are busy people with many different concerns, and that to create meaningful engagement opportunities, we must value their time and help them feel capable of contributing. In Kalispell, we facilitated pop-up events along the Main Street corridor to engage with folks as they picked up coffee, dropped the kids at school, walked the dog, checked out books, and met up with friends. We create quickly digestible material, using graphics to illustrate technical concepts, avoiding jargon, and crafting feedback methods that are succinct and interactive. Kittelson has assembled a well-rounded team that provides the City of Bozeman with key strengths and special capabilities that make us uniquely qualified to deliver the City the plan it desires. Kittelson & Associates, Inc. 4FIRM BACKGROUND & QUALIFICATIONSPowerful safety data platform CRASH that saves lives and optimizes transportation safety planning through its unique functionalities. These include a database incorporating safety, roadway, demographic, and other data, analysis tools (including predictive modeling to identify high-risk areas, hot spot analyses, and crash diagrams to better understand historical patterns), and customizable internal and external dashboards. The platform can analyze crash patterns and recommend potential solutions, including optimizing recommendations considering benefit-cost analyses and agency budgets. It also tracks the effectiveness of safety interventions. Innovative Signal Analytics Technology, Currux Vision, detects near misses, speeding, red-light violations and hard braking/acceleration events, generating reports and visual incident logs. The system also includes vehicle, pedestrian and bicycle counting, turn counts, and classification reporting. Fully compatible with Bozeman’s Yunex controllers, the installation is expected to be seamless. The system also supports future enhancements, including adaptive signal control, advanced analytics, and API integration, ensuring long- term flexibility and innovation. Accessible documentation. Kittelson has three in-house production team members, including Ralph Bentley, who have a deep understanding of accessibility standards and advanced technical skills in creating final documents. Ralph frequently leads his team in creating ADA compliant documents, websites, and public engagement materials. WEAKNESSES We also acknowledge that our team is not without weaknesses. Specific to this project, these may include: Prime Consultant is Not Local. Kittelson’s nearest offices are in Boise, Idaho and Spokane, Washington. We have proven our ability to serve Montana communities from these locations over the last 20 years, and have an ongoing project in Bozeman (College Street) and two nearby in Belgrade. We also have two local subconsultants. We acknowledge that Kittelson’s history in the City is more limited than some other firms may have. Limited Experience with Specific Proposed Technologies. Kittelson has worked with signal analytics software before, but has not worked specifically with the Currux system, which we are proposing to use here because we feel it best meets the City’s specifications from the RFP. We have limited experience with the CRASH platform, mostly from trial applications and demonstrations. Parallel Circumstances. We have experience working with a range of software and equipment vendors. In most cases, we had limited experience with the vendor prior to the project, with the agency pre-selecting the vendor or us choosing a vendor based on interviews similar to those we conducted for this project. Once these projects were underway, we performed independently quality checks on the vendor-provided analysis results and objectively assessed the utility of the product, providing agencies recommendations for how to best use the technologies in the future, should they choose to do so. Our experience using and evaluating the INRIX/GM data in Hillsboro, Oregon, led to Washington County, Oregon asking us to assess alternative big data sources for their safety plan. This experience, plus interactions with the two vendors leading up to this proposal, gives us confidence that we can help the City assess their technologies and integrate them into this project. Kittelson is currently supporting the development of the Plan on an accelerated timeframe to qualify Belgrade for additional funding opportunities. Work to date has included completing the existing conditions safety and demographics analysis, coordinating with the City’s ongoing Transportation Master Plan effort for joint public outreach, and crafting a vision and goals. The City of Bozeman is transforming a segment of College Street from an auto- centric road into a multimodal facility. Elements of the design will include bicycle facilities and pedestrian enhancements to improve safety and connectivity for all users, while serving adjacent mixed land uses. Kittelson is supporting the project through pre-design traffic analysis of existing and future conditions, followed by corridor concept development and evaluation. Kittelson collaborated with the City of Kalispell and the Montana Department of Transportation to develop a Safety Action Plan. Kittelson led all technical safety analysis tasks using GIS tools and FHWA methodologies, including the development of the High Injury Network (HIN) and future safety analysis of projects. The Kalispell Main Street Safety Action Plan was adopted in August 2024. A team led by Kittelson is creating concept designs for the Main Street and 1st Avenue corridors to support an SS4A implementation grant application in FY2025. Additionally, Kittelson helped the City secure a $2.4 FY 2024 Demonstration Grant Award to conduct a data-driven demonstration traffic and pedestrian safety project on Oregon Street. The demonstration project will assess the feasibility and safety impact of mini roundabouts, curb extensions, high visibility crossings, and speed feedback signs, among others. With such heavy and multi-faceted usage, this plan provides an opportunity to identify how the street can more safely serve all of its users. Actions to date have included existing conditions safety and traffic operations analyses, community engagement, and identifying potential solutions ranging from low-cost near-term solutions to long-term vision projects. DJ&A is leading, with support from Kittelson, a SS4A funded safety action plan for the Flathead Reservation. DJ&A and Kittelson previously supported the CSKT in obtaining the grant for the project. Increasing traffic volumes on major highways, wildlife collisions, and winter weather conditions all contribute to high collision rates and safety concerns. The team is preparing an actionable and fundable plan that prioritizes projects and activities that would significantly improve safety for all roadway users including drivers, passengers, pedestrians, bicyclists, transit users, and people with disabilities. The study involves data analysis, stakeholder and community engagement, and the development of safety improvement strategies. Kittelson led the development of the 2023 update to the Billings Urban Area Long Range Transportation Plan (LRTP). The LRTP included detailed safety, traffic, and multimodal operations analyses; socioeconomic and land use forecasting; travel demand model development; traffic forecasting and mode share output; innovative project list with short and long-term strategies; cost estimates; and community outreach and plan adoption. Of the 415 projects, 20 projects that address Safe Routes to Schools, walkability, bikeability, and equity were put forward into the City’s successful $3.5M SS4A Implementation Grant Application. Kittelson led the regional safety action plan (RSAP) for COMPASS, the Boise-area MPO. The plan covers 18 member agencies, ranging in size from a county-wide highway district serving almost 500,000 people to small towns with fewer than 1,000 people. The plan emphasizes the Safe System Approach and includes a range of infrastructure, policy, and programmatic solutions to implement it. The plan was guided by an advisory committee including all member agencies and partners (e.g., law enforcement, freight providers). This advisory committee helped prioritize near-term actions and has begun implementing immediate priorities. The project team is working on follow-up tasks to help implement the Safe System Approach into practice and to refine the online analysis dashboard. This project explored using video-based conflict monitoring of pedestrians and bicyclists at intersections. Kittelson led a team of six firms to collect, analyze, and review conflict data at intersections across Pennsylvania. The project team then developed predictive models for evaluating risk to pedestrians and bicyclists based on conflict data, as well as piloting the use of conflict data to efficiently evaluate the effectiveness of field-installed countermeasures. The final report includes conclusions and recommendations to advance understanding of the relationship between conflicts detectable through this technology and crash risk. DESCRIPTION OF PROJECT APPROACH OUR UNDERSTANDING The City of Bozeman was awarded two Safe Streets and Roads for All (SS4A) Planning and Demonstration grants and now seeks to complete a safety action plan (SAP) that prioritizes safety for all people and implements technology solutions to collect and analyze safety data. The Kittelson team understands that Bozeman is the regional hub of the Gallatin Valley, which serves as a gateway to world class recreation areas and is home to a leading university. Balancing the diverse needs of the residents, visitors, and businesses in the Bozeman community requires careful consideration to design projects and strategies that prioritize the safety of users of all ages and abilities, using all modes. Integrating Technology A key unique component of this project is the integration of new technologies. The City recognizes that technology has significantly advanced in the last decade, allowing for collecting novel data (e.g., red light running, near- misses) that was too labor-intensive to collect before and for integrating multiple datsets into a single platform that can be used for analysis, project identification and prioritization, and public communication. These tools can help the City better leverage its limited resources to create a safer community and to better communicate with its residents. These leading edge technology elements will be incorporated into the SAP, which will also promote a leadership commitment to eliminating fatal and serious injury crashes on Bozeman’s roads, in alignment with recent foundational documents, such as the B SAFE Plan, Belonging in Bozeman Equity and Inclusion Plan, the Engage Bozeman! Community Engagement Initiative, the Comprehensive Parks, Recreation, and Active Transportation Plan, the Bozeman Transportation Master Plan, and the ongoing Gallatin County SS4A plan and Gallatin Valley MPO Long Range Transportation Plan (which DJ&A is involved in), among others. The SAP will be a data-driven document that fully takes advantage of the leading edge technology applications. The SAP will also be guided by community engagement, with actionable steps for the City and its partner agencies to prevent fatal and serious injury crashes. CHALLENGES AND MITIGATION STRATEGIES Our team understands that each project has its unique challenges. SAPs require a flexible and innovative approach to mitigate these. We have identified some potential challenges and mitigation strategies we will use for the Bozeman SAP. Challenge: Coordinating Simultaneous Planning Efforts Mitigation Strategy: In addition to growing rapidly, the Gallatin Valley has several ongoing planning efforts occurring simultaneously. Our team is experienced in working collaboratively across planning projects to ensure our clients receive high-quality products that reduce redundancies and create synergy across plans. For example, Kittelson is currently leading the development of the Belgrade Safety Action Plan. Our team has collaborated with the consultant team leading the Clearly Belgrade Comprehensive Plan Update and Transportation Master Plan (TMP) Update to ensure alignment across Belgrade’s efforts. We recently launched a joint survey for the Belgrade SAP and TMP to reduce the demands on community members’ time, in addition to mitigating any confusion between the two planning efforts. We are also working with the Gallatin County SAP team to coordinate projects on the urban fringe. Our team is prepared to coordinate and collaborate across planning efforts to ensure consistency and efficiently build from other work. Challenge: Incorporating Technology into Planning Mitigation Strategy: For the past 40 years, Kittelson has prided itself for being a firm on the leading edge of innovation in transportation, through our national research projects with the National Cooperative Highway Research Program and Transit Cooperative Research Program, as well as through tool development and integration. Recently, Kittelson has assisted agencies navigate new technologies, such as MDT’s piloting of ATSPM technologies in Missoula, and PennDOT’s implementation of intersection-based video data analytics to identify modal conflicts. Our experience with innovation has taught us the importance of recognizing the inherent risks that accompany the integration of new technologies into traditional planning processes. To mitigate these risks, Kittelson interviewed multiple vendors, selecting the ones we believe best meet the City’s needs. We also have staff actively working with the CRASH platform in North Carolina, and will draw on their experience to help with integrating the platform into this project. She will guide our team in creating accessible and inclusive engagement events for the diverse Bozeman community, including Spanish speaking populations. For similar Safety Action Plans, the Kittelson team has been successful in meeting people where they are (e.g., through pop-up events, using online tools to reach people at home, school, or work, and translating materials), helping them make the time (through flexible timings and multiple locations), and empowering them to provide feedback how they’re comfortable (in-person or online). Our team will focus on creating a two-way exchange that both informs Bozeman community members about the Safety Action Plan, and incorporates their lived experiences into the creation of strategies and projects to improve roadway safety for all, especially the most vulnerable road users. Challenge: Leveraging Growth to Advance a Safe and Multimodal System Mitigation Strategy: As one of the fastest growing areas in Montana, Bozeman is leading the charge on developing in a responsible manner. Our team is experienced working in communities, such as Kalispell and Boise, that are balancing the impacts of growth on the transportation system with the safe and efficient movement of people and goods. Through our in-depth policy and program analysis, we will assist the City in leveraging growth to advance a safe and multimodal system. In Kalispell, our process included a deep-dive through city code to highlight elements that don’t serve smart growth, such as regulations that prohibit bicycles on sidewalks (and therefore create a legal challenge for a raised bike lane), winter maintenance practices that prioritize cars over people, and traffic impact study guidelines that are only based on vehicular datasets. We recommended policy actions to better align the City’s ordinances with creating a safe system for all users as the City grows. OUR APPROACH Our team’s approach to delivering a high-quality SAP, piloting safety technology, and integrating advanced data analytics into the planning process is built on our proven success in developing federally-compliant, innovative plans and forming strong partnerships. Our overall approach is founded on: Consistent communication with the Bozeman PM, the consultant team, and the Project Advisory Committee to ensure that expectations are met and project milestones are achieved efficiently. Implementing technology / safety expertise – letting the data lead the way Meeting community members where, when, and how they’re comfortable through focused and effective outreach to understand existing concerns and to incorporate lived experiences into the project recommendations. D. DESCRIPTION OF PROJECT APPROACH SCOPE OF WORK Our team has reviewed the requirements outlined by the City of Bozeman in the Request for Qualifications and attended the pre-submittal meeting. Based on this direction from the City and our past experience completing similar plans, we propose the following scope of work. This scope also identifies where each of the required SS4A elements will be addressed. Following award, we will collaborate with the City to refine this scope of work. TASK 1 - PROJECT MANAGEMENT Our Project Manager, Nick Foster, has led, or is currently leading, nine SS4A compliant safety action plans and will establish a communication protocol with the City of Bozeman, subconsultants, and vendors to ensure regular, efficient communication occurs during the duration of the contract. Upon notice of contract award, Nick will work with the City to establish a project schedule. Rachel Grosso will serve in a deputy project management (DPM) role to assist with resource planning and coordination of high-quality deliverables. Rachel and Nick are currently working together in similar roles for safety action plans for Belgrade and the Flathead Reservation. Nick will use our project scheduling system and real-time budget tracking to monitor schedule, progress, and budget. We will provide regular, proactive, and timely project management with the City Project Manager (City PM). Our team will prepare a project initiation meeting with the City PM to review the communication approach for the project and the Project Advisory Committee (discussed in Task 3), and confirm project goals and schedule (including the timing of vendor led activities). The Kittelson team will then develop a detailed schedule for key tasks and deliverables, as well as City PM review timelines. The Kittelson team will conduct regular meetings with the City PM to confirm progress in accordance with the PMP, quickly address questions and challenges, and coordinate community engagement activities. Kittelson will develop and submit monthly invoices and progress reports. Kittelson will also engage our graphics team to develop a unique project branding, including a project name, logo, color palette, and templates. These project management activities will ensure that the Bozeman SAP is a high-quality document that serves the needs of the Bozeman community, advancing technology solutions to prevent crashes, and meets SS4A program requirements. We will implement our Quality Assurance (QA) and Quality Control (QC) program, that is active from the first deliverable and carried through the final product, to ensure the City of Bozeman receives quality, technically-sound products. The QA process focuses on implementing methodologies, standards, and procedures that establish an agreed-to project approach, prevent the production of poor-quality products, and describe a process for review and needed corrections. Our QC approach is a tiered and systematic procedure of independent reviews and checks on deliverables to review compliance with applicable standards shown below. DESCRIPTION OF PROJECT APPROACH TASK 2 - VISION, GOALS, LEADERSHIP COMMITMENT, AND TRANSPARENCY Two key components of a Safety Action Plan will be addressed upfront by the Kittelson team. We will collaborate with the City PM and PAC to develop a vision and goals to guide the Plan, in addition to assisting the City PM in obtaining a commitment from the Bozeman City Council to the vision of eliminating fatal and serious injury crashes. We will assist the City PM in identifying a reasonable target date for the vision. Building from the vision and goals, our team will create a progress tracking matrix of performance metrics to monitor the effectiveness of implemented projects and strategies. The matrix will consider traditional measures the City can obtain through MDT crash data, as well as how the Citian CRASH platform may be leveraged in this process. This matrix will assist the City and its partners in evaluating and reporting on the status of the Bozeman Safety Action Plan. Anticipated Deliverables: Draft and Final Vision, Goals, and Performance Chapter. TASK 3 - COMMUNITY ENGAGEMENT “Community Engagement is an inclusive and ongoing process that relies on a two-way exchange of information, ideas, and expertise between the public and the City of Bozeman to solve problems and make sustainable decisions.” (Engage Bozeman!) We recognize and support the City of Bozeman’s commitment to transparent, inclusive, and innovative community engagement to guide the development of the Bozeman SAP. It will inform our team’s approach to community engagement. WTI will lead the development of the Community Engagement Plan (CEP) that outlines the timelines, activities, and audiences for public engagement activities, with special focus on engaging with the underserved populations in the Bozeman community The CEP will leverage a combination of engagement platforms and partners to maximize reach across different communities. Proposed community engagement for the SS4A project will include a variety of methods. Our team is experienced with such methods as focus groups, walk audits, interviews, surveys, pop-up events, open houses, and online surveys and comment maps. WTI has extensive experience with various levels of the IAP2 engagement spectrum outlined in the Engage Bozeman plan. This can be seen in their work with pop-up traffic calming, TDM efforts, and revitalizing a Safe Routes to School program in Bozeman. Successful outreach methods used in Bozeman included going to where people gather (e.g., MSU Student Union Building, farmers markets, the Bike Swap). Special care is needed to engage residents impacted by transportation risk or living in parts of the city that have received fewer safety investments. WTI staff have trusted relationships with local school staff, non-profit organizations, and community partners including HRDC, Ability Montana, Eagle Mount, Proyecto Salud, and Bienvenido’s. WTI would work with trusted advisors to develop appropriate and tailored outreach methods, especially ensuring interpretation for Bozeman’s growing Spanish speaking population. Project Advisory Committee Additionally, a key component of agency and community engagement is the creation of a technical group to guide the development of the plan and to eventually also take ownership of the Plan’s implementation. The team will collaborate with the City of Bozeman to identify key partners to serve as the Project Advisory Committee (PAC), including representatives from the City of Bozeman (Community Development, Economic Development, Fire, Parks and Recreation, Transportation and Engineering, Police), Montana Department of Transportation (MDT), Gallatin County, and the Gallatin Valley Metropolitan Planning Organization (GVMPO), as well as community organizations, such as the Bozeman Chamber of Commerce, Bozeman School District #7, Urban Renewal District Boards, Bozeman Health, and Downtown Bozeman Partnership, among others. The Kittelson team will facilitate four meetings with the PAC at key points in the project. TASK 4 - SAFETY AND EQUITY ANALYSIS The purpose of this task is to thoroughly evaluate safety and equity from a technical lens. A comprehensive, data-driven safety analysis will allow us to recommend strategies that mitigate current safety problems and proactively prevent fatal and serious injury crashes, while the equity analysis will ensure that strategies benefit the most vulnerable road users. Our team will use Citian’s CRASH platform to identify key patterns and trends regarding the types, locations, and contributing factors to severe crashes, as well as the risk factors and behaviors that can be proactively addressed. We will work with the City to upload relevant City and MDT data to the CRASH platform and perform a comprehensive analysis that considers traditional safety performance measures, as well as emerging measures (e.g., near-miss data from the signal analytics equipment). This analysis will create a high-injury network that highlights specific locations for severity, crash frequency, and risk characteristics. Building from CRASH’s data, the Kittelson team will conduct an equity screening to provide context on how the safety patterns affect historically underserved populations and to guide the development of projects and strategies to benefit the most vulnerable road users. Following these data analyses, locations identified on the High Injury Network that are in disadvantaged areas will be highlighted and prioritized in subsequent tasks. Traffic Signal Safety Analytics. Separately but concurrently, Kittelson and Western Systems will collaborate with the City of Bozeman to install the Currux Vision system, which is capable of collecting advanced safety data (such as near-misses, redlight running, and vehicular speeding, in addition to multimodal traffic counts) at eight intersections. Western Systems and Kittelson will assist the City in selecting the pilot locations, based on factors such as neighborhood context, signal system condition, crash history, and intersection configuration, among others. We will assist with ordering, implementing, and testing of the equipment. Our team will analyze the data provided by the equipment to inform strategies and projects that address safety concerns at the pilot locations and others that resemble them. We will also provide documentation to assist the City in meeting its grant requirements, including key outcomes of using the equipment and recommendations for how it can be used at these, and other, intersections going forward. Anticipated Deliverables: Draft and Final Safety and Equity Chapter, documentation of the use of Citian’s CRASH platform and the Currux Vision equipment and recommendations for their use going forward. TASK 5 - POLICY, PROGRAM, AND PROCESS EVALUATION Addressing roadway safety concerns extends beyond technical analysis. We will review existing transportation safety-related documents including policies, programs, rules and regulations, design standards/guidelines, and other funding programs, to highlight ongoing efforts and inform recommendations for policy and program changes. Policy and programmatic change recommendations will be based on the Safe System Approach and incorporate our wide knowledge of best practices for behavioral and cultural strategies that address roadway safety, in addition to engineering and maintenance strategies. We will collaborate with the City PM and PAC to help safety be integrated throughout the planning and design practices in place. For example, in Kalispell we recommended key city code modifications to create a more bike-friendly community, and in Boise we developed a Safe System Assessment Checklist to improve how safety is considered in capital project development. DESCRIPTION OF PROJECT APPROACH TASK 6 - PROJECT STRATEGY SELECTIONS Consistent with the Safe System Approach, the purpose of this task is to identify implementable and proven strategies and treatments to address the high-crash and high-risk locations identified in Task 4. The Kittelson team will identify relevant local solutions to address the priority locations and system- wide risk factors, utilizing best practices such as those outlined in the FHWA Safe System Roadway Design Hierarchy and Primer on Safe System Approach for Pedestrians and Bicyclists. This effort will also include emerging treatments that emphasize safety through low-cost/high-impact, systemic means. The Currux Vision system may be useful for evaluating pilot efforts of some of these low cost strategies (e.g., leading pedestrian intervals). Our team will collaborate with the PAC to create a prioritized list of locations, in addition to identifying locations where systemic treatments could be applied, focusing on vulnerable road users. This location prioritization will include specific sites as well as groups of sites with shared risk factors, as identified in Task 4, and will rely on the Citian CRASH platform to assist in evaluating of priority projects. The team will create a draft list and map of priority sites that will be presented to the PAC and finalized. The outcome will be a summary of the priority locations with an outline of the methodology employed for each prioritization criterion. DJ&A will lead the development of concepts and cost estimates for the highest priority projects. In accordance with the Safe System Approach, special consideration will be given to the role that vehicular speed plays in crash severity, and strategies that create safer roads for all users will be included. Anticipated Deliverables: Draft and Final chapter on project and strategy selections that includes realistic information for implementation. TASK 7 - SAFETY ACTION PLAN AND ADOPTION Our team will combine the final chapters from each of the previous tasks into a succinct, user-friendly, and realistic Safety Action Plan for the City of Bozeman. This clear and concise document will communicate the urgent need for reducing crashes and crash risks, as well as the actionable steps that the City and its partner agencies can take to improve safety and equity, through both infrastructure projects and procedural changes. The Plan will serve as a resource to engage key partners to maintain momentum to the Safety Action Plan commitment, while outlining the goals, objectives, and performance measures that support the vision. Anticipated Deliverables: An ADA Accessible Safety Action Plan that meets or exceeds all requirements outlined in the USDOT SS4A Self-Certification Eligibility Worksheet as well as any supporting presentation slides or materials needed for adoptions hearing(s). The City will not determine or exercise control as to general procedures or formats necessary to have these services meet this warranty. The following provision in Section 7 of the City’s agreement attempts to eliminate the Contractor’s legal rights unless the City is fraudulent or willfully negligent. It is unlikely that any breach of contract by the City would be considered fraudulent or willfully negligent. A complete waiver of claims and recourse against the City which this appears to be is not equitable. Contractor would ask the City to delete this provision upon any contract award. 7. Indemnity/Waiver of Claims/Insurance: Contractor also waives any and all claims and recourse against the City, including the right of contribution for loss or damage to person or property arising from, growing out of, or in any way connected with or incident to the performance of this Agreement except “responsibility for [City’s] own fraud, for willful injury to the person or property of another, or for violation of law, whether willful or negligent” as per 28-2-702, MCA. Professional Liability policies are considered “wasting policies” as the limits are eroded by defense costs. Klamath Falls, Hillsboro, Hermiston and Ontario Safety Action Plans, Statewide, OR. Nick has helped lead the SS4A-compliant safety action plans for these four cities in Oregon. The cities range in size from over 100,000 people (Hillsboro) to between 10,000 and 22,000 people (Klamath Falls, Ontario, and Hermiston). Through these plans he is well familiar with the requirements of the SS4A program and in how to successfully scale project approaches to cities of different sizes. Plans for Klamath Falls and Hillsboro have been adopted, while draft plans have been completed for Hermiston and Ontario, with adoption expected in two months. PennDOT Smart Intersections; Statewide, PA. Kittelson led a team in collecting and analyzing conflict data across Pennsylvania, developing predictive models to evaluate risk and test countermeasure effectiveness. The final report offers insights into the link between detectable conflicts and crash risk, along with a framework for using conflict monitoring to expedite intersection safety reviews. Nick provided technical oversight to the project team, including helping to develop the analyses and framework for future evaluations. Nick is a leader in multimodal safety analysis, planning, and research. His experience includes leading-edge safety research, comprehensive safety and active transportation plans, and concept designs. Rachel served as the deputy project manager and coordinated all data analysis, community engagement, and report writing for the effort. The Safety Action Plan was adopted in July 2024. Rachel also led the development of a Demonstration grant, which was awarded $2.4M grant to pilot pedestrian safety treatments in FY24. Rachel is now serving as the project manager for conceptual designs of three key corridors on Kalispell’s High Injury Network, which will be included in a competitive application for implementation funding for these concepts in the SS4A FY 2025 cycle. Confederated Salish and Kootenai Tribes (CSKT) Safety Action Plan; Flathead Reservation, MT. Kittelson and DJ&A assisted the CSKT in developing a planning grant application, which was awarded in FY23. This collaboration has continued in the development of a Safety Action Plan for Montana’s Flathead Reservation. Spanning over 1.2 million acres, the Reservation faces significant traffic safety challenges, including high collision rates from increasing highway traffic, wildlife encounters, and winter conditions. For this Plan, the Kittelson team has supported DJ&A in advanced safety analyses, policy and process change recommendations, and the development of safety-focused projects to address systemic issues throughout the Reservation. Justin supported safety countermeasures development and was one of the lead GIS technicians. He developed systemic safety strategies for communities across the Treasure Valley. Justin used his understanding of community needs and capabilities to develop prioritization criteria to advance project packages. These packages were developed to meet community needs, maximize grant award competitiveness and local match feasibility. These strategies were refined in a collaborative process between the MPO, local land use authority and project team. City of Ontario Safety Action Plan; Ontario, OR. Justin serves as one of the project’s lead analysts. Justin supported the analysts of existing conditions including the transportation network, crash history, and community characteristics. Justin worked in GIS and Excel to analyze crash locations, characteristics, and systemic contributing factors. He used this analysis to guide strategy development which included both infrastructure and non-infrastructure proven safety countermeasures. Justin worked closely with city staff to define feasible strategies for improving safety within the city. These ideas were presented to the public and an advisory committee on multiple occasions for their feedback, ending with the finalization of the safety action plan for the city. Lewis Clark Valley MPO LRTP 2024 Update; Lewiston, ID. Justin is one of the lead analysts on the update. An initial review of the past plan was taken to the public to gather their input for the plan’s update. Justin collected, summarized, and used public input to inform project updates. He supported the existing conditions analysis leading the analysis of roadway classification, pedestrian and bicycle facilities, transit, rail, air, water, and freight. Kittelson & Associates, Inc. RALPH BENTLEY ADA Accessibility Expert Ralph Bentley is a document production specialist with experience dating back to 1978. His history in this field begins with books and magazines produced on printing press technology. From 1985 to 1990, he was Art Director for a computer magazine, where he transitioned the process from traditional pasteup and layout to full-page composition on a PC. His knowledge of typesetting and page composition has served well in the work team environment of document production today. From illustration and book cover artwork with pre-computer technologies to the Adobe Creative Suite today, Ralph provides the skillset necessary to create publication-quality documents. Ralph led creative efforts to develop a Safety Engineering Manual for MDT. Ralph is skilled in creating easily readable documents with compelling graphics. Airport Road & Main Street Design; Billings, MT. The Airport Road and Main Street intersection is located roughly two miles northeast of downtown Billings, just north of MetraPark event complex. The intersection’s location is a critical junction for commuter, regional, and freight trips. Kittelson led the current and future year traffic analysis; visualization in VISSIM and Microstation; and collaboration with stakeholders, business owners, and the public for the Airport Rd and Main St Concept Study. As a public involvement specialist, Ralph used visualizations and in-person workshops to communicate how this complex intersection could operate at high-traffic volumes. Exposition Drive & 1st Avenue North; Billings, MT. Kittelson, in cooperation and partnership with DOWL, is performing analysis for intersection improvements at Exposition Drive and 1st Avenue North in Billings. The project includes a thorough traffic analysis with consideration given to pedestrian/bicycle movements at the intersection, geotechnical analysis, hydraulic analysis, and roadway corridor beautification elements. Robust public and stakeholder input are being conducted when evaluating each intersection. Ralph supported the public outreach and final production of the report. PennDOT Smart Intersections; Statewide, PA. The final report includes conclusions and recommendations to advance understanding of the relationship between conflicts detectable through Smart Intersections technology and crash risk. DJ&A provides survey, initial concept development, and design services to Montana State University (MSU) in support of the university’s parking lots projects. One aspect of this project requires design and construc-tion of additional parking areas around the MSU Bobcat Stadium to accom-modate event and daily commuter vehicle parking. DJ&A has transformed a ~30.5-acre gravel area surrounding the Bobcat Stadium into a more efficient and safer asphalt parking lot with concrete pedestrian plaza areas and a safety perimeter around the stadium structures. This $7.5M project involved optimal parking layout, lighting and electrical design, grading and drainage solutions, and utility coordination. As the Project Manager, Mike is overseeing multiple aspects of this complex project. MONTANA STATE UNIVERSITY STREET AND PARKING LOT SERVICES TERM CONTRACT; BOZEMAN, MT. DJ&A is currently serving as the Mon-tana State University’s (MSU’s) preferred engineer to provide comprehensive engineering and design services for the campus. For the past two years, DJ&A has performed survey work and design for ~50 acres of ADA-compliant side-walks, student housing parking lots, and lots with structural damage. Mike is the primary point of contact for the client. He provides management of sche-matic designs, design development, and construction documents. Mike also manages project QA/QC plans and reviews all deliverables. CITY OF BELGRADE LIBRARY AND COMMUNITY CENTER; BELGRADE, MT. DJ&A led the design and provided construction phase services for the new Belgrade Library and Community Center and associated parking lot improvements at the corner of East Main Street and Davis Street in Belgrade. East Main Street, an MDT route, is also being reconstructed, along with the adjoining sidewalks. Construction improvements within the MDT right-of-way were designed to follow MDT standards. This project dramatically improved the safety of the pedestrian traffic, brought ADA compliance to the pedestrian infrastructure, and improved the pedestrian experience for people frequenting the area. DJ&A was selected to develop the Confederated Salish and Kootenai Tribes’ Comprehensive Safety Action Plan. This project, funded by a $368,000 grant from the FY22 Safe Streets and Roads for All (SS4A) program and a local match of $92,000, aims to reduce fatalities and serious injuries on the Flat-head Reservation. The study will involve data analysis, stakeholder and com-munity engagement, and the development of safety improvement strategies. DJ&A will produce a report with recommendations based on crash data, pub-lic feedback, and equity considerations. Bill is leading the report preparation. LAKE COUNTY GATEWAYS MOBILITY PLAN; LAKE COUNTY, CO. DJ&A is evaluating solutions to improve pedestrian and bicyclist safety and mobility while reducing the impacts of regional and truck traffic at three high-risk locations along US 24 in Lake County, CO. The project involves preliminary planning and design for areas with significant current and projected pedestrian and bicyclist crossings. It will also assess the feasibility of a truck bypass route to reduce truck traffic through Downtown Leadville. The plan will detail existing con-ditions, propose strategies, design preferred alternatives, and include an environmental assessment, all while engaging local residents, CDOT, County staff, and other stakeholders. Bill is managing the study effort. NORTHPORT PROPERTIES TWO BEAR DEVELOPMENT MASTER SITE PLAN; WHITEFISH, MT. DJ&A is leading the preparation of a traffic impact study for this proposed mixed-use development in Whitefish, MT. The traffic study includes the collection of updated traffic data along U.S. Highway 93, analysis of traffic level of service at multiple intersections along the highway, and the development of recommendations for appropriate traffic control and lane geometries at the study intersections based on traffic volumes and previous Montana Department of Transportation (MDT) studies of the U.S. Highway 93 corridor. This project also included the development of a Multimodal Transportation Plan technical memorandum for the client to ensure the devel-opment is in alignment with the City of Whitefish’s long-term plans. The recommendations included consider-ations for cycling, pedestrian, transit, ride share, freight, delivery, and electric vehicle charging infrastructure. This CRASH application implemented an evaluation of crash and base geometry data, the rollout of the active SaaS system, the addition of vari-ous customized software elements, and the management of the platform launch. CRASH’s user-friendly mapping and querying tools empower administra-tors to easily navigate over 215,000 crashes and their related person and vehicle records. CRASH combines highly refined crash data with a diverse array of supplemental data, including police, jurisdictional, equity, traffic data, and roadway datasets to facilitate context-sensitive engineering studies. Served as project lead in the completion of the statewide buildout of the CRASH safety data analytics software for the Kansas Department of Transportation (KDOT) This work included evaluation of crash reporting, algorithmic insertion of various crash and geometric data into the active SaaS system, addition of custom-ized software elements, and management of the program rollout.
