Study Commissioners: We wanted to email separately on the concept of the Neighborhood Impact Statement. Wederived this from the City of Los Angeles’ Community Impact Statement process. In Los Angeles, a city that utilizes both ward-based representation and neighborhood associations,this system is a well-oiled machine. Gaffey St., Box 45, San Pedro, CA 90731 * Board@harborcitync.com * www.HarborCityNC.com April 9, 2026 Mayor Karen Bass City of Los Angeles 200 N Spring St. Los Angeles, Ca 90012 RE: Harbor City Neighborhood Council 2026-2027 City Budget Priorities - Community Impact Statement CF 26-0600 Dear Mayor Bass, On behalf of the Harbor City Neighborhood Council and as you get ready to release your 2026-2027 City Budget, we wish to share with you a list of our priorities in hopes you will include it in your presented budget. Harbor City (Recreation) Park: ● There is a dire need to expand the Harbor City Recreation Park Building Facility. The Harbor City Neighborhood Council typically sponsors two events that happen seasonally: A Thanksgiving Feeding Event and a Christmas/Holiday Toy Drive. Community members continue to outgrow just these two events due to the small community room space, which is in need of modern upgrading. ● Currently there is no facility for Senior activities or a Senior Center. ● The outdoor bathrooms that are connected to the community room building have not been used due to maintenance. They remain closed. According to past Presidents and Board Members of the Harbor City Neighborhood Council, $500,000 was earmarked and secured through a special city budget fund to upgrade/rehabilitate the outdoor bathrooms, however, services were never rendered. ● The lighting in the facility either needs upgrading and/or some lights are out within the park. ● Upgrading to inclusive, age-appropriate play equipment would cater to a broader range of children, including those with disabilities. ● Continue to ensure that playground surfaces are shock-absorbent and well-maintained to prevent injuries. ● Adding shaded picnic tables or pavilions would provide families and groups with comfortable spaces for gatherings, especially during hot weather. ● Designating areas for community events, such as outdoor movie nights or farmers' markets, could foster a stronger sense of community. ● Ensuring all pathways, restrooms, and facilities are accessible to individuals with disabilities. ● Installing more recycling bins and promoting clean-up initiatives could help maintain the park's cleanliness. ● Including a pool is a concern that residents and council-members have continued to raise. Within Council District 15, there is a pool in every community except for Harbor City and Harbor Gateway, which have to rely on adjacent communities. Ken Malloy Harbor Regional Park ● We would like to advocate for funding for the deployment of additional and permanent park rangers. ● Continue the vegetation management, invasive species removal, and trash clearance to maintain the park's ecological health. ● Ongoing maintenance is essential to ensure its continued success and address any emerging challenges. ● Continue to clear RVs illegally parked on park grounds overnight and that are not in accordance with city code. ● The Harbor City Neighborhood Council has expressed and formally adopted support for Equestrian Programming at Ken Malloy Park. With the proposed ‘Five Points Union Project’, we would like to request funding for an Equestrian Center at Ken Malloy Park. Other Priorities/Improvements ● Bureau of Street Lighting: Increased funding to speed up repairs of street lighting that may have been impacted by copper theft, and to convert to solar power for lighting. ● Bureau of Street Services: Increased funding for residential sidewalk repairs needed due to tree roots, broken curb replacement, and tree stump removal if needed. ● Neighborhood Council Budget: Increase each neighborhood council budget to $40,000 per year ● Economic and Workforce Development Department: Creation of a Jobs and Economic Development Incentive or City-led Enterprise Zone with the Harbor City Community, specifically alongside a major corridor like Pacific Coast Highway or Lomita Blvd. Thank you for your consideration.
