Tracy Ave. NCOA Project Narrative The proposed project consists of the demolition of the existing single-story residence and detached garage on the property, both constructed in 1953.The existing structures are in poor condition and are classified as non-contributing to the historic character of the surrounding neighborhood.As part of the demolition scope,the existing driveway, walkways, and related hardscape will also be removed. Existing mature trees and established vegetation will be preserved to the greatest extent possible. Utility services will be modified and upgraded as needed to accommodate the configuration and placement of the new home. While the immediate homes along South Tracy Avenue are generally modest in scale, predominantly one and two- story mid-century residences,the broader neighborhood exhibits a rich and eclectic architectural pattern.The surrounding district includes a mixture of early to mid-20th-century styles such as Craftsman,Cottage,Arts and Crafts, and Tudor Revival, creating a diverse residential fabric.This contextual variety places emphasis not on strict stylistic uniformity, but on complementary scale, proportion, massing,and material expression. Following demolition,the applicant proposes to construct a new 1/-story single-family residence with an attached two-car garage.The new home will be approximately 2,980 square feet,with an additional 624-square-foot garage. The design is conceived as a modern interpretation of traditional American Cottage and Craftsman architecture, characterized by simple gabled roofiines, a prominent covered front porch, horizontal lap siding, and vertically proportioned multi-pane windows.These elements echo many of the defining architectural characteristics present throughout the neighborhood, allowing the home to integrate comfortably within its context. The overall scale and massing of the new house are deliberately moderated to maintain compatibility with both the smaller mid-century homes immediately adjacent, and the larger historic-era houses found throughout the district. The 1/-story form reduces perceived height from the street,while the articulated rooflines and porch structure help break down the mass into residentially appropriate proportions. Materials such as painted lap siding and traditional window patterns further reinforce visual continuity with the surrounding streetscape. The new home will be positioned to align with the established setback pattern along the block, strengthening the rhythm and continuity of the street.To promote a more pedestrian-friendly streetscape,the garage will be accessed from the alley rather than from the street, eliminating the previous street-facing driveway and improving the home's relationship to the sidewalk and public realm.This approach reflects the neighborhood's historic development pattern, in which many homes prioritize the front farade and porch as key elements of community engagement. Site work will include new walkways, a reconfigured building pad, and selective landscaping enhancements. Grading will be minimal and designed to maintain compatibility with the natural topography of the lot. Stormwater and utility improvements will be completed in accordance with municipal requirements.
