FORMAL INTERNAL AFFAIRS COMPLAINT

RE: Complaint Against Detective Romero and BPD Evidence Personnel
My name is Mary Josephine Harper. I am filing this complaint regarding allegedmisconduct involving the handling of seized property, false statements, intimidation,interference with property rights, and improper conduct by members of the BillingsPolice Department Evidence Division and Detective Romero in Billings, YellowstoneCounty, Montana.
Improper Release of Property
I allege that two vehicles connected to me and/or my lawful interests were released byBPD Evidence to unauthorized third parties without my authorization and without acourt order.
Additionally, a Rolex watch that was in police custody is now missing. The departmenthad a legal duty to safeguard property held in evidence custody. I request an immediateaudit and accounting of all property associated with my case(s).
False Information Regarding Power of Attorney
During a phone conversation with BPD Evidence personnel on or about 5/7/26, I wasinformed that my Power of Attorney had been revoked. Joseph Lamere later confirmedthis statement was false and that the Power of Attorney remained valid.
I was also allegedly threatened with criminal charges if I contacted the Evidence Divisionagain.
Conduct by Detective Romero
On the following day, Detective Romero allegedly contacted Joseph Lamere at theYellowstone County Detention Facility and attempted to persuade or pressure him intochanging ownership or control of the 2009 Cadillac Escalade.
I am informed and believe Detective Romero made statements portraying me as mentallyunstable or untrustworthy and suggested law enforcement did not want to deal with me.
I further allege that these statements were made despite prior confirmation from myattorney that the prosecuting authority in the Tanner Groves matter had stated thevehicle was not being held as evidence and could be released.
Witness Interference and Defamation
I further allege Detective Romero contacted an associate connected to the April 26 stopand made disparaging statements about me, including telling the individual I was a “badperson” and advising them to stay away from me.
Requested Relief
I request:
a formal Internal Affairs investigation,
preservation of all evidence and communications,
disclosure of chain-of-custody records,
identification of all personnel involved in authorizing property release, 2013 Silverado toBarry beach or “Be a busy handyman” I was paid IN FULL FOR 2013 Silverado . Hethought I was in jail and tried to steal the truck back (I have our contract & invoices toprove it) and now my 2009 Escalade which I also filed a UCC lien on since lamere stillowes me $3,800 for it I have all documentation to prove it.
a full accounting of all seized property,
and a written explanation regarding the disappearance of my Rolex watch from 2013Silverado and why my “old coins in sleeves” which I bought from a pawn shop for $20each and can prove.
I am prepared to provide recordings, documents, witness information, attorneycommunications, and additional supporting evidence.
