Dear City Commission: I attended the City Commission meeting on April 28 when the entire commission “independently, not having a discussion” as Commissioner Bode stated, each commented on the Interim Zoning Ordinance (IZO) that Deputy Mayor Fischer informed the commission had been requested by the Inter-neighborhood Council (INC) and the Historic Preservation Advisory Board (HPAB). It was curious that Commissioner Madgic then said that she would like to “add a little bit to the interim zoning discussion”. Commissioner Sweeney did not repeat all of the comments she had made at previous meetings concerning IZO, but did provide a more specific reading of the 1990 Interim Zoning Ordinance. Mayor Morrison finally provided “some thoughts on the interim zoning question”. It was pretty clear that all of the Commissioners were prepared in advance for this FYI. I thank you all for your comments and telling your stories concerning this topic. Now, I hope that you will listen to your constituents (citizens of Bozeman), and reconsider your stances on an IZO. An IZO put in place during the revision of the NCOD would prevent new development that could be in conflict with the intent and provisions of the NCOD zoning proposal being considered now. The NCOD for many years was largely working as intended, thus successfully promoting health, safety, and welfare. However, recent disagreements on what is compulsory in the NCOD guidelines have led to a city-wide discussion to overhaul the NCOD. Adopting the IZO will give us the time we need to work through that update. Please consider listening. Thank you, Mary Bateson, Bozeman Resident
